<p>Official Title: Judicial Response Systems Manager</p> <p>Pay Grade: Management</p> <p>Salary Range: Entry Level Pay $91,356.20 to Pay Range Maximum $134,392.32</p> <p>Salary Notes:</p> <ul> <li>This position is designated as Management. </li><li>Starting Salary will be based on a review of qualifications and experience. </li></ul> <p>Departmental Mission Statement: The Executive Office of the Trial Court is led by the Chief Justice of the Trial Court and the Court Administrator and oversees judicial and court operations, including the Office of Court Management. The Executive Office works collaboratively with the Trial Court's seven Departments and Commissioners of Probation and Jury to develop and implement policies and initiatives that promote an environment of continuous improvement and ensure the most effective use of resources to support and enhance the delivery of justice in the Trial Court. The Executive Office also oversees the development and implementation of strategic planning for the Trial Court.</p> <p>Position Summary: Manages the Judicial Response System (JRS) to provide prompt response to urgent legal situations when judicial action is required outside of normal court hours (to include weekends and holidays). Supervises the assignment of on-call judges within the system, coordinates with internal and external stakeholders, and serves on relevant committees as assigned. The JRS Manager works closely with the Trial Court Judicial Response Steering Committee, the Trial Court Domestic and Sexual Violence Coordinator, judges, local and State police, hospitals, and members of the public in addressing sensitive and confidential court-related matters Performs special projects as required. Travels to courts throughout the judicial system if needed.</p> <p>Supervision Received: Receives general direction from the Director of Legal Policy and is evaluated for professional soundness in performing duties in accordance with policy and established guidelines of the Judicial Response System.</p> <p>Essential Functions and Responsibilities:</p> <ul> <li>Manages the Judicial Response System (JRS).Coordinates and troubleshoots the operations of a state-wide, emergency judicial response system to ensure access to justice in emergency legal situations when the courts are closed. </li><li>Supervises the work of assigned support personnel to the Judicial Response Service, including assigning and reviewing work, providing guidance, and conducting performance evaluations. </li><li>Collects and analyzes statistical data on the operation of the Judicial Response System (JRS). Creates and maintains detailed reports of all JRS emergency calls received by the Trial Court judges. </li><li>Analyzes, maintains, and reports weekly, monthly, and yearly statistics. Reviews data to ensure efficiency of judges, police departments, and hospital counsel. </li><li>Manages the Judicial Response System (JRS) schedule. Provides necessary equipment (devices), information, and resources to Trial Court judges in connection with their service on JRS. Maintains strict deadlines. </li><li>Monitors the use of the Judicial Response System (JRS) by judges, law enforcement participants, and other users. Identifies and resolves operational issues or procedural changes. </li><li>Develops, recommends, and implements Judicial Response System (JRS) policies and procedures. Reviews and updates the JRS Handbook. </li><li>Provides JRS training for Trial Court judges in connection with their service on JRS. </li><li>Prepares Judicial Response System requests for proposal, reviews bids, and negotiates with vendors. Monitors vendors to ensure that services and contractual obligations are met. Reviews invoices for accuracy and processes for payment. </li><li>Performs other duties as required. </li></ul> <p>Job Competencies:</p> <p>Ethics and Values Communicates and demonstrates the ethics and values of the Trial Court.</p> <p>Mission Understands, upholds, and communicates the Trial Court and Executive Office of the Trial Court missions.</p> <p>Applied Knowledge Demonstrates project management skills and the ability to innovate and drive enhancements and efficiencies in organizational initiatives.</p> <p>Problem Solving Accurately assesses service and programmatic related problems in the Trial Court and recommends and facilitates appropriate solutions.</p> <p>Customer Service Conducts oneself in a courteous and professional manner towards both Trial Court employees and the public.</p> <p>Collaboration Works with others cooperatively, demonstrating a willingness to be a team player, and contributing to a work environment that focuses on shared departmental goals.</p> <p>Commitment to Diversity Promotes an environment of cross cultural awareness and diversity through understanding, respect, and positive communication with persons of varied racial, ethnic, economic, and cultural backgrounds.</p> <p>Continuous Learning Demonstrates a commitment to continuously improving through professional development.</p> <p>Minimum Requirements:</p> <ul> <li>Bachelor's Degree from an accredited college or university </li><li>Five (5) years of related work experience in criminal justice or allied service, preferably related to court administration or program management; </li><li>Equivalent combinations of education and experience will be considered for meeting minimum qualifications. </li></ul> <p>Knowledge, Skills and Abilities:</p> <p>Knowledge of:</p> <ul> <li>Massachusetts law, particularly in the areas of abuse and harassment prevention, mental health, search warrants, and medical emergency laws. Knowledge of grant funding to maintain accurate records and documentation related to grants and programs as they pertain to JRS. </li><li>Contemporary business software applications such as MS 365 and the ability to leverage technology to improve operational efficiency. </li><li>Modern office equipment and technology, including computers and applicable software. </li><li>Departmental and court policies and procedures. </li><li>Principles and practices of employee supervision. </li><li>Program management principles. </li><li>Program, equipment, and state-wide coverage requirements. </li><li>Statistical reporting requirements. </li></ul> <p>Skill in:</p> <ul> <li>Organization and time management; </li><li>Leadership; </li><li>Public speaking and job training; </li><li>Troubleshooting. </li></ul> <p>Ability to:</p> <ul> <li>Ability to work closely with MA State and local police and maintain effective working relationships; </li><li>Ability to train others, including judges; </li><li>Ability to organize and clearly present written material, as demonstrated by the writing of policies and procedures; </li><li>Ability to maintain highly confidential information of the Trial Court judges; </li><li>Ability to work independently (considerable judgement and latitude are required) and with committees and task forces that may include organizations from the public sector; </li><li>Analyze and determine relevance of data and make recommendations; </li><li>Meet strict deadlines; </li><li>Record, analyze, and report on data; </li><li>Conduct legal research as necessary; and </li><li>Ability to travel to courts throughout the judicial system. </li></ul>
