<p>Department: Cuyahoga County Health & Human Services: Office of Child Support Services</p> <p>Anticipated Work Schedule: Monday-Friday 8:30am-4:30pm</p> <p>Reports To: Social Program Administrator</p> <p>Full Time or Part Time: Full</p> <p>Regular or Temporary: Regular</p> <p>Bargaining Unit: Non Bargaining</p> <p>Classified or Unclassified: Classified</p> <p>FLSA: Exempt</p> <p>Pay Grade: 11</p> <p>Summary:</p> <p>The Program Officer 3 assists the Compliance department in the Office of Child Support Services with retrieving reports from the child support mainframe and OnBase lifecycles, provides and creates training related to child support program, audits progress and completion of reports, research effectiveness and efficiency of procedures, assist with supervisory coverage and onboarding of new hires to the department, serves as a liaison to community partners and state Office of Child Support and performs other related duties assigned.</p> <p>This position will: ·Work independently on larger and long-term assignments. ·Document, assess and develop processes, including alternatives, for existing and future program changes due to new legislation and county/department initiatives. ·Collect and assess data at a higher level of analysis than a Program Officer 1. ·Advise and counsel administrators. This classification may also supervise other employees and are trusted to make decisions rooted in leadership and professionalism.</p> <p>Position may be in a division that is: ·Participating in and managing grants. ·Developing / supporting major technology projects. ·Updating agency policies and procedures in response to legislative changes. ·Monitoring performance and identifying gaps with proposed solutions. ·Identifying short-term and intermediate-range agency needs.</p> <p>Essential Job Functions</p> <p>The following duties are normal for this classification. These are not to be construed as exclusive or all-inclusive. Other duties may be required and assigned. · Independently develops new operations, systems, policies and/or procedures for existing county programs (e.g.- develops different options for new or revised operations, systems, policies and/or procedures; researches new legislation to address required changes in existing operations, policies and/or procedures; examines alternative options to ensure they address previously identified needs or deficiencies; makes presentations to report findings and make recommendations for new operations, systems, policies and/or procedures; develops plans for implementing the selected course of action including resource and time estimates; implements the proposed plans). · Researches, analyzes and evaluates existing operations, systems, policies and/or procedures to identify areas for improvement or enhancement (e.g.- researches background information to understand current practices and related issues; researches customer, client or citizen complaints; conducts program needs analysis; compiles results of research data and identifies areas of program inadequacy; researches and conducts surveys to determine best practices). · Researches, analyzes and evaluates information to determine impact and/or feasibility of proposed changes in program operations, systems, policies and/or procedures (e.g.- analyzes proposed changes under the current conditions and influencing environments to identify impact; evaluates impact of proposed changes to determine feasibility of implementation). · May supervise assigned staff (e.g.-assigns work and reviews completed work assignments; instructs, assigns, plans, and reviews work of assigned staff; makes recommendations regarding transfer, discipline and discharge). · Performs administrative tasks in connection with above functions and tasks (e.g.- attends meetings and seminars related to program issues; maintains related documentation and records; prepares correspondence and reports).</p> <p>Minimum Training and Experience Required to Perform Essential Job Functions</p> <p>Bachelor's degree in business administration or related field with three years of research and analysis experience; or any equivalent combination of training and experience.</p> <p>Minimum Physical and Mental Abilities Required to Perform Essential Job Functions</p> <p>Physical Requirements· Ability to operate a variety of automated office machines including personal computer, printer, calculator, copier, fax machine, typewriter, telephone. Supervisory Responsibilities (May be required) · Ability to assign, review, plan and coordinate the work of other employees. · Ability to provide instruction to other employees. · Ability to recommend the discipline or discharge of other employees. · Ability to recommend the transfer, promotion or salary increase of other employees.</p> <p>Mathematical Ability· Ability to add, subtract, multiply, divide, calculate decimals and percentages, make use of the principles of descriptive statistics, apply basic algebraic formulas and interpret inferential statistics.</p> <p>Language Ability & Interpersonal Communication · Ability to comprehend a variety of informational documents including financial reports, statistical reports, contracts and other reports and records. · Ability to comprehend a variety of reference books and manuals including purchasing manuals, personnel policy manuals, administrative procedure manuals, and Ohio Revised Code. · Ability to prepare financial statements and reports, statistical reports, contracts, budgets, budget projections, study reports, correspondence and other job related documents using prescribed format and conforming to all rules of punctuation, grammar, diction and style. · Ability to counsel and advise administrators, to convince and influence others, to record and deliver information, to explain procedures, and to follow instructions. · Ability to use and interpret business, legal and accounting terminology and language. · Ability to communicate with managers, supervisors, other County employees, outside boards, commissions, and agencies, and other governments. Environmental Adaptability · Work is typically performed in an office environment.</p> <p>Application Process</p> <p>This is a competitive, classified position. The Personnel Review Commission (PRC) will check your application to make sure you meet the minimum qualifications. If you do, the PRC will invite you to take a civil service examination. The exam is specific to this position. Everyone who passes the exam goes on an eligibility list. To fill this opening, the PRC sends the hiring department and Human Resources (HR) a certified eligibility list with the top 25% candidates (or at least the ten highest scoring candidates, whichever is greater). HR helps the hiring department decide who from the certified list to follow up with for interviews and then a job offer.</p> <p>Most of our communication with candidates is through email.
