<p>Position Overview</p> <p>Minuteman Regional Vocational Technical School District is seeking an experienced Director of Human Resources and Compliance to lead and enhance all human resources operations in alignment with district policies. This senior leadership role oversees HR strategy, ensures compliance with federal and state laws, and fosters a high-performing, inclusive, and legally compliant workforce.</p> <p>The Director is responsible for evaluating and improving HR processes, policies, and systems while handling complex personnel matters. While a dedicated HR Assistant manages daily administrative tasks, the Director's focus is on strategic oversight, process improvement, and high-level problem resolution.</p> <p>A MUST for this role is significant HR leadership experience in a school setting, preferably in Massachusetts, with expertise in compliance, collective bargaining, and personnel management.</p> <p>The Director reports directly to the Superintendent, supervises the HR Assistant, and collaborates with district leadership on strategic HR initiatives. This role also requires occasional presentations at public meetings.</p> <p>Key Responsibilities</p> <p>Human Resources Leadership & Compliance</p> <p>Ensure compliance with all federal, state, and local employment laws, district policies, and collective bargaining agreements.</p> <p>Provide strategic oversight of HR policies, procedures, and compliance programs, ensuring alignment with best practices and evolving legal requirements.</p> <p>Evaluate HR systems and workflows, identifying opportunities for efficiency improvements and integrating new technology to enhance processes.</p> <p>Oversee the development of an HR best practices guide in collaboration with the HR Assistant.</p> <p>Manage personnel records, background checks, fingerprinting, and licensure compliance to meet all regulatory standards.</p> <p>Lead the administration of compensation and benefits programs, including job classifications, payroll compliance, health insurance, workers' compensation, and leave programs (FMLA, OFLA, ADA).</p> <p>Supervise the evaluation and implementation of HR technology systems to improve data management and operational efficiency.</p> <p>Recruitment & Staff Development</p> <p>Lead the recruitment, selection, and hiring of high-quality faculty and staff.</p> <p>Oversee new teacher/staff orientations and employee onboarding processes.</p> <p>Manage and improve the district's mentor and induction programs to support new employees.</p> <p>Supervise the Employee Evaluation Program, providing training and leadership to ensure effective implementation.</p> <p>Labor Relations & Employee Engagement</p> <p>Develop and maintain strong relationships with collective bargaining groups to foster a positive working environment.</p> <p>Collaborate with the district's negotiation team, advising the Superintendent on bargaining strategies and proposal development.</p> <p>Represent the district in labor-management meetings and contract negotiations.</p> <p>Investigate and resolve employee concerns and disputes, ensuring confidentiality and professionalism.</p> <p>Lead efforts to promote diversity, equity, and inclusion in hiring, retention, and overall employee engagement.</p> <p>HR Systems & Record Management</p> <p>Oversee HR databases and absence management software to ensure compliance and accuracy.</p> <p>Implement best practices for secure data management and compliance with record-keeping laws.</p> <p>Develop procedures for evaluating and improving HR systems, ensuring efficiency and effectiveness.</p> <p>Compensation, Benefits & Risk Management</p> <p>Direct district compensation programs, including payroll classification, wage structures, and benefits administration.</p> <p>Oversee open enrollment, workers' compensation claims, COBRA administration, and leave tracking.</p> <p>Manage and implement district-wide compliance training programs for staff.</p> <p>Ensure proper administration of district insurance programs (medical, dental, vision, disability, etc.).</p> <p>Leadership & Strategic Initiatives</p> <p>Continuously evaluate HR systems, policies, and procedures for efficacy, efficiency, and alignment with district goals.</p> <p>Incorporate new technology and automation to streamline HR processes and improve functionality.</p> <p>Serve as a key advisor to the Superintendent and district leadership on HR-related matters.</p> <p>Present at School Committee and public meetings as needed.</p> <p>Qualifications</p> <p>Bachelor's degree in Human Resources, Business Administration, Education Administration, or a related field (Master's degree preferred).</p> <p>Minimum of 5+ years of progressive HR experience in a school setting (preferably in Massachusetts).</p> <p>Extensive knowledge of Massachusetts labor laws, public education HR practices, collective bargaining, and compliance requirements.</p> <p>HR certification (PHR, SPHR, SHRM-CP, or SHRM-SCP) preferred.</p> <p>Experience developing and implementing HR policies and procedures to streamline workflows.</p> <p>Strong track record of integrating new technology and HR systems to enhance efficiency.</p> <p>Proven ability to lead labor relations efforts, manage compliance programs, and advise senior leadership.</p> <p>Ability to handle confidential personnel matters with discretion and professionalism.</p> <p>Strong analytical, problem-solving, and organizational skills.</p> <p>Ability to supervise and develop HR staff, ensuring effective delegation of tasks.</p>
