<p>Located in the heart of the San Gabriel Valley, the El Monte Union High School District was established in 1901. Its high schools include Arroyo, El Monte, Mountain View, Rosemead, South El Monte and Fernando R. Ledesma High School. EMUHSD also features the El Monte-Rosemead Adult School, one of California's largest and most respected adult programs. EMUHSD employs over 600 certificated employees and over 500 classified employees. The professional staff provides educational programs for over 7,000 students in grades 9 through 12 and 11,000 in adult education. Just minutes from the hub of the Los Angeles Metropolitan Civic Center, with the Pomona, San Bernardino and 605 freeways traversing the areas, the district boasts many comfortable and residential neighborhoods in addition to providing sites for a myriad of business and industrial facilities. The population studies show that approximately 200,000 people reside in our attendance boundaries. The area that the District serves represents a cross-section on interests, professions, and groups. The majority of income for people in this area is broadly grouped into industrial and factory work and retail sales. The families who live in this area include many in the middle to lower income economic groups. EMUHSD is an Equal Opportunity/Affirmative Action/ Disabled/Title IX employer and provides equal employment opportunities for men and women and does not discriminate in educational programs and activities or in the employment of personnel and the process therein on the basis of any protected class.</p> <p>Basic Function:</p> <p>Under the direction of the Assistant Superintendent for Business Services, direct the accounting and fiscal activities of the District; responsible for planning, organizing, directing, and controlling the operations, leadership, and coordination in the administrative, business planning, attendance accounting, maintenance, and operations, food services, accounting, auditing, budgeting, payroll, disbursements, investments, health and welfare benefits purchasing and revenue efforts of the District. Prepares financial and budget reports required by the State, administration federal agencies, county, and Board of Trustees. Train and supervise the performance of assigned personnel.</p> <p>Essential Duties:</p> <ul> <li>Direct and supervise the efforts of the fiscal services staff to bring about a coordinated, efficient work effort and an environment of personal and professional development </li><li>Oversee the approval and processing of revenue, expenditure, and position control documents, department budgets, ledger, and account maintenance and data entry </li><li>Coordinate the preparation of financial statements, financial reports, special analyses, and informational reports </li><li>Ensure compliance with local, state, and federal budgetary reporting requirements </li><li>Develop and implement accounting, billing, and auditing procedures </li><li>Establish and maintain appropriate internal control safeguards </li><li>Recommend and coordinate changes and improvements to automated financial and management information systems </li><li>Interact with other managers and directors to provide consultative support to planning initiatives through financial and management information analyses, reports, and recommendations </li><li>Ensure records systems are maintained in accordance with generally accepted auditing standards </li><li>Ensure the integrity of the District’s procurement and contracting processes as well as compliance with District policy and state law </li><li>Analyze cash flow, cost controls, and expenses to guide District leaders. Analyze financial statements to pinpoint potential weak areas </li><li>Establish and implement short and long-range departmental goals, objectives, policies, and operating procedures </li><li>Serve on planning and policy-making committees </li><li>Act as liaison with District staff and administration and with county, state, and federal agencies </li><li>Recruit, train, supervise, and evaluate department staff </li><li>Implement new policies and changes in the California School Accounting Manual </li><li>Attend regularly scheduled Board of Trustees’ meetings </li><li>Review and approve regulations and purchase orders </li><li>Perform related duties as assigned </li></ul> <p>Knowledge and Abilities:</p> <p>Knowledge Of:</p> <ul> <li>Planning, organization, and implementation of District wide budgets </li><li>Budget administration, preparation and control </li><li>Financial analysis and projection techniques </li><li>Generally accepted accounting and auditing principles, practices, and procedures </li><li>Financial and statistical record-keeping techniques </li><li>Laws and regulations governing public school finance including: budget, accounting, payroll, general ledger, facilities, attendance, and purchasing </li><li>Budgeting and other fiscal procedures as they apply to school districts in California </li><li>Provisions of the State Education Code relative to business practices and procedures </li><li>Oral and written communication skills </li><li>Principles and practices of administration, supervision, and training </li><li>Interpersonal skills using tact, patience, and courtesy </li><li>Operation of a computer and assigned software/web-based tools </li></ul> <p>Ability To:</p> <ul> <li>Plan, organize, and control the District-wide budget, program budgets, and accounting activities </li><li>Direct budget and accounting related activities </li><li>Supervise the performance of assigned personnel </li><li>Prepare financial and budget reports required by the State, administration, federal agencies and the Board of Trustees </li><li>Analyze financial data and prepare forecasts and recommendation </li><li>Compile financial and attendance date and prepare related reports </li><li>Communicate effectively both orally and in writing </li><li>Interpret, apply and explain rules, regulations, policies and procedures </li><li>Establish and maintain cooperative and effective working relationships with others </li><li>Operate a computer and assigned office equipment </li><li>Analyze situations accurately and adopt an effective course of action </li><li>Meet schedules and timelines </li><li>Work independently with little direction </li><li>Plan and organize work, make decisions and establish priorities </li><li>Direct the functions, operations, and management of District personnel in business services, purchasing, facilities and construction </li><li>Direct the maintenance of a variety of reports and files related to assigned activities </li><li>Maintain consistent, punctual and regular attendance </li><li>Hear and speak to exchange information and make presentations </li><li>Move hands and fingers to operate a computer keyboard </li><li>See to read a variety of materials </li><li>Work effectively under stress </li><li>Demonstrate initiative, responsibility, integrity and judgment </li></ul> <p>Physical Demands:</p> <p>The physical requirements indicated are examples of the physical aspects that this position classification must perform in carrying out essential job functions:</p> <ul> <li>Persons performing service in this position classification will exert 10-20 pounds of force frequently to lift, carry, push, pull, or otherwise move objects. </li><li>This type of work will involve sitting most of the time, but will involve walking or standing for extended periods </li><li>Perceiving the nature of sound, near and far vision, depth perception, providing oral information, the manual dexterity to with a disability to perform the essential functions of the job.</p> <p>Director of Fiscal Services: Cont.</p> <p>Education and Experience:</p> <ul> <li>Completion of a bachelor’s degree, or higher degree, from a fully accredited college or university in accounting, business or public administration or closely related fields </li><li>United States Certified Public Accountant (CPA) is desirable </li><li>Minimum three (3) years of financial experience and management experience with the day-to-day financial operations of an organization, preferably with a K-12 institution </li><li>Exceptional communication skills, both verbal and written </li><li>CASBO Certification is preferred </li></ul> <p>Bachelor's Degree or higher from a four-year college or university with a major in accounting, business, public administration, or closely related field, plus at least three (3) years of financial and management experience with the day-to-day financial operations of an organization, preferably with a K-12 institution. Certified Public Accountant (CPA) license is desirable. May require bondability. CASBO certification is preferred.
