The Field Services Division is responsible for the inspection, testing, regulatory compliance, operation, and maintenance of over 4,800 miles of pipeline, over 12,000 fire hydrants, and approximately 870 wastewater pump stations.</p> <p>The Field Service Division is seeking a highly qualified individual to fill the position of Utilities Section Manager. The position will lead several teams focused on field operations and will serve as a core member of the Division's leadership team supporting the Division Manager. Work is performed with considerable independence under the general supervision of the Division Manager or Division Assistant Manager.</p> <p>Job Description</p> <p>General Functions</p> <p>Coordinates section activities within the Utility. Responsible for the quality and the quantity of work performed by the section. This is highly responsible professional work with extensive supervisory duties. Work is performed with considerable independence under the general supervision of the Department Manager.</p> <p>Representative Duties/Assignments</p> <ul> <li>Core member of the Division's leadership team that supports the Division Manager including development of annual budget and maintaining/development of Key Performance Indicators to establish Divisional priorities and ensure work is being completed efficiently and effectively to meet the goals and measures for the group. </li><li>Coordinates section activities within the Division. Responsible for the quality and Assists the Division Manager & Assistant Manager with overall supervision and evaluation of office and field staff to achieve divisional goals and objectives. </li><li>Assists in planning, directing, coordinating, and controlling the daily operations of the teams within the section. </li><li>Ensures County, department and division policies and procedures are adhered to with designated section. </li><li>Participates in development and implementation of the division's strategic goals and objectives. </li><li>Measures section performance and compares them to established objectives. Recommends and implement appropriate measures to correct unsatisfactory results. </li><li>Assists the Division Manager with the analysis, preparation, presentation, justification, and administration of the division's budget. </li><li>Prepare reports and presentations as directed by the Assistant or Division Manager. </li><li>Responsible for all supervisory duties within the section, including planning, managing, and evaluating performance of staff. </li><li>Conduct interviews and recommend selection of new hires. </li><li>Performs other related duties as may be assigned. </li></ul> <p>Minimum Qualifications</p> <p>Graduation from an accredited college or university with a Bachelor's degree in Business, Engineering; Environmental, Physical or Chemical Sciences; Public Administration or closely related field and four (4) years of experience in a utility operations, underground construction, or an industrial environment role with a Utility or similar organization; or an equivalent combination of education, training or experience.</p> <p>Based on area of assignment may be required to possess and maintain the appropriate certification or license.</p> <p>Preferences</p> <ul> <li>Proven management and leadership experience, preferably in a utility environment </li><li>Field Operations with advanced infrastructure knowledge and experience </li><li>Florida Water & Pollution Control Operators Association - Wastewater Collections System Operator - Level 1 Certification Or Florida Department of Environmental Protection Level 1 Water Distribution License </li><li>Extensive experience with Microsoft Suite, GIS and Maximo, or a similar asset management system </li><li>Demonstrated experience resolving high level escalations and communicating with a diverse group of stakeholders </li><li>Demonstrated ability to lead and mentor a large group of staff members while enforcing policies and delivering exceptional results </li><li>Prefer applicants who operate with strong sense of urgency completing assignments without neglecting quality </li></ul> <p>This position is considered an emergency response role.
