<p>JOB GOAL: To assist in ensuring that the business operations of the district follow sound, acceptable accounting practices in order to support the instructional goals of the schools; and that funds are expended in accordance with local, state, and federal regulations.</p> <p>DESCRIPTION: The Assistant Business Manager serves to assist the Assistant Superintendent of Finance & Operations for the New Bedford Public Schools and administers all aspects of the school system's business operations. The primary responsibilities include: managing a municipal accounting system; preparing annual school budgets and analyzing financial data; monitoring expenditures; administering all contracts for non-professional staff; and supervising the fiscal operations of food services, facilities, and transportation.</p> <p>PERFORMANCE RESPONSIBILITIES:</p> <ul> <li>Develops and maintains procedures for managing and monitoring the school budget and financial resources </li><li>Develops the annual school budgets in conjunction with the Superintendent, Assistant Superintendent, principals, and School Committee </li><li>Prepares financial reports to the Superintendent and School Committee </li><li>Prepares budget projections and periodic analyses as requested by the Superintendent or School Committee </li><li>Prepares state and federal financial reports in support of grants and compliance requirements </li><li>Directs the competitive bid process and negotiates vendor contracts in compliance with all federal and state laws and regulations </li><li>Supervises preparation of accounts payable, accounts receivable, and payrolls </li><li>Explores and recommends methods, procedures, and practices that increase organizational efficiency </li><li>Maintains active liaison with the city auditor, treasurer, and Finance Subcommittee </li><li>Assists with collective bargaining activities, including preparing financial analysis and explanation of proposals </li><li>Prepares reports and attends meetings for the Assistant Superintendent of Finance & Operations, as requested </li><li>Provides support to principals and other administrators as they carry out their business management and operations responsibilities </li><li>Attends conferences and meetings related to current school business and personnel practices </li><li>Represents the Assistant Superintendent of Finance & Operations at local and/or state meetings, as requested </li><li>Assists with the planning and management of all school building projects </li><li>Performs other duties as assigned by the Assistant Superintendent of Finance & Operations </li></ul> <p>QUALIFICATIONS:</p> <ul> <li>A Bachelor's degree or higher with a specialization in public administration, business administration, finance, accounting, or a related field preferred </li><li>A valid license issued by the Massachusetts Department of Education as a School Business Official (or demonstrated ability to obtain license within 6 months of employment) </li><li>Minimum of five (5) years of successful employment in a supervisory role at a managerial level </li><li>A proven ability to relate to a variety of constituencies, including but not limited to, administrators, parents, teachers, school committee members, other school staff, governmental and human service agencies </li><li>A proven ability to develop and administer budgets </li><li>Demonstrated ability and experience with financial software, preferably MUNIS </li><li>Demonstrated proficiency with educational technology </li><li>Understands Massachusetts municipal and school finance </li><li>Such alternatives to the above qualifications as the School Committee may find appropriate and acceptable </li><li>Citizenship, residency, or work visa required </li></ul> <p>TERMS OF EMPLOYMENT:</p> <p>PHYSICAL DEMANDS (Special requirements such as lifting heavy objects and frequent climbing): NONE SPECIAL REQUIREMENTS (Frequent overtime or night work required, etc.): Some extended day work required. Occasional attendance at evening meetings (i.e., School Committee, PTA/O, and community). YEAR: 12 MONTHS, NON-UNION POSITION OVERTIME ELIGIBLE: NO SALARY: $90,000-$115,000 (based on experience)</p>
