Reporting directly to the CMPD's Property & Evidence Management command, this position collaborates with both internal and external stakeholders to ensure compliance, accuracy, and efficiency in financial and procurement processes across the department.</p> <p>Major Duties and Responsibilities:</p> <ul> <li>Act as Departmental Procurement Agent by reviewing and verifying transactions, ensuring compliance with policy, completing all allocation reviews before deadlines, and maintaining and tracking necessary levels of equipment. </li><li>Providing support in contract administration, procurement consultation, compliance monitoring, financial analysis, and reporting to ensure alignment with statutory guidelines, departmental policies, and best business practices. </li><li>Track and monitor service and maintenance agreements ensuring timely execution, accurate documentation, and compliance with policies and deadlines. </li><li>Assist in document review, development of procurement scopes, preparation of internal documents, and facilitate informal solicitation processes. </li><li>Coordinate contract modifications, adjustments, and change orders. </li><li>Perform a range of financial services and procurement tasks including but not limited to purchase requisitions, analyze and reconcile invoices, investigate discrepancies, and provide resolution using effective research methodologies. </li><li>Collaborate on forecasting purchasing needs, tracking expenditures, and analyzing open encumbrances to support effective financial management. </li><li>Conduct internal audits of procurement and financial transactions to ensure compliance and efficiency. </li><li>Prepare accurate, concise, and timely financial and administrative reports. </li><li>Deliver training on procurement and financial systems and processes to staff as needed. </li><li>Perform other related duties as assigned. </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Associate degree in Business Administration, Finance, Statistics, Economics or a related field with five (5) years of relevant experience. </li><li>OR an equivalent combination of education and relevant experience that provides the necessary knowledge, skills and abilities to successfully perform the essential job duties. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Bachelor's degree in accounting, finance, business administration, or a related field with a minimum of three (3) years of relevant experience. </li><li>Coursework or certification in accounting, procurement, or business administration. </li><li>Professional certifications are desirable. </li><li>Experience in governmental procurement and finance strongly preferred. </li></ul> <p>Knowledge, Skills, and Abilities:</p> <ul> <li>Strong understanding of local, state, and federal procurement and contracting methodologies. </li><li>Proven ability to work independently and manage multiple priorities. </li><li>Knowledge of governmental finance and accounting principles. </li><li>Proficient in Microsoft Office Suite (Outlook, Excel, Word, Teams) with experience using financial and procurement systems, including ERP platforms (e.g. Workday), for procurement, accounts payable research and resolution, and reporting. </li><li>Understanding of vendor management principles with the ability to build and maintain effective working relationships with vendors and service providers. </li><li>Exceptional organizational, analytical, and time-management skills. </li><li>Excellent communication and interpersonal skills. </li><li>Ability to exercise sound judgment and maintain effective working relationships across multiple teams, departments and organizational levels. </li><li>Demonstrated ability to perform effectively and maintain high productivity in a fast- paced work environment both individually and as a team. </li><li>Show demonstrated ability to work well under pressure. </li></ul> <p>ADA and Other Requirements:</p> <p>Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.</p> <p>Physical Requirements:</p> <ul> <li>Remaining in a stationary position, often sitting or standing for prolonged periods </li><li>Occasional movement throughout the workday daily to interact with staff and accomplish tasks </li><li>Communicating both verbally and written to exchange information </li><li>Repeating motions of holding, grasping, turning, that may include the wrist, hands, and/or fingers </li><li>Light to moderate lifting and carrying </li><li>Work primarily in office environment </li><li>Ability to operate office equipment, such as computer, copier, fax machine, and phone </li></ul> <p>Sensory Requirements:</p> <ul> <li>Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data. </li><li>Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain. </li><li>Comprehend written information in work-related documents. </li><li>Ability to hear, understand, and distinguish speech. </li></ul> <p>Working Conditions:</p> <p>Work is performed in an indoor office environment with moderate exposure to atmospheric conditions, moderate exposure to environmental conditions, and frequent exposure to computer screens, files and phone.</p> <p>CONDITIONS OF EMPLOYMENT</p> <p>The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.</p> <p>Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.</p> <p>Final candidates must pass a pre-employment drug-screening test and physical examination.
