Reporting to the Assistant Vice President of Broadband Deployment, the ideal candidate will possess exceptional leadership abilities, program and project management skills, and the ability to effectively collaborate with internal and external stakeholders. The role offers a candidate with deep experience in broadband construction methodologies the opportunity to implement a field inspection program that encompasses rights-of-way permitting, pole licensing, and quality assurance inspections at scale across ConnectALL funded broadband infrastructure projects.</p> <p>WORK PERFORMED:</p> <ul> <li>Collaborate with internal and external stakeholders, including engineering teams, legal departments, regulatory agencies, and utility companies to formulate recommendations and facilitate improvements to the pole make-ready process, permitting, and inspection procedures. </li><li>Establish and maintain relationships with pole and joint pole owners across all carriers, ensuring compliance with regulations and standards. </li><li>Identify and incorporate applicable local, state, and federal regulations into the ConnectALL inspection procedures. </li><li>Coordinate resources to and/or directly conduct detailed physical audits of projects at varying stages to verify construction progress and confirm that completed projects comply with approved project proposals and applicable safety regulations. </li><li>Identify measurable quality assurance inspection milestones to support project implementation and program completion deadlines. </li><li>Develop and implement inspection procedures, quality assurance plans, and acceptance criteria for inspection, testing, and approval of wireline and wireless broadband installations. </li><li>Define and implement procedures for deployment corrections or modifications, when necessary. </li><li>Identify and incorporate relevant data attributes into the inspection program to maintain records of inspection results, track progress of completed inspections and deficiency remediation; work with ConnectALL leadership to ensure secure and organized storage of all records, with ability to generate reports. </li><li>Identify and communicate project risks, deployment concerns, progress updates to ConnectALL leadership, as needed. </li><li>Identify and procure tools, equipment, and software necessary to support field inspection and verification activities. </li><li>Other tasks as needed to implement the Governor's ConnectALL agenda. </li></ul> <p>Minimum Qualifications Education Level Required: Bachelor's degree. Associate's degree with 7 years, direct relevant experience may substitute.</p> <p>Relevant Experience required: A minimum of 7 years of experience focused on field inspection and/or outside plant telecommunications construction and installation. Certified Fiber Optic Technician (CFOT). Experience with State and local permitting agencies and processes such as DOT, local municipalities, and private ROW owners. Experience with inside plant construction, in building wiring and roof rights and regulations associated with the deployment of broadband infrastructure and buildings.</p> <p>Knowledge Required: Knowledge of and experience with broadband delivery technologies, network designs and topologies, and technical and regulatory issues related to broadband and telecommunications deployment. Must be able to translate experience deploying broadband projects in the field into systems for evaluating, inspecting, and reporting on infrastructure projects funded by ConnectALL. Experience generating or reviewing as-built documents, bill of materials, and other documentation of broadband projects. Experience with broadband deployment, including both aerial and underground fiber placement and fixed wireless deployment. Experience with Microsoft Excel, ArcGIS and Google Earth preferred. Professional Engineer license preferred.
