<p>Area of Consideration: Open to current, permanent VISN 12 employee's only.</p> <p>Location will be Westchester, IL office or Hines, IL VAMC.</p> <p>The Deputy Financial Manager (DFM) oversees and supervises the financial management activities of the Hines VA Hospital and Jesse Brown VA Medical Center. Financial activities overseen include budget, accounting, payroll, cashier, employee travel, and non-MCCF accounts receivable. In addition, the DFM supports the financial management responsibilities of the Veterans Integrated Service Network (VISN) Chief Financial Officer (CFO). The DFM works closely with the VISN CFO to coordinate financial management activities within the Network and ensure compliance with Departmental and VHA financial policies.</p> <p>Duties and Responsibilities:</p> <ul> <li>Incumbent has line authority, responsibility and accountability over Budget, Accounting, Payroll, Employee Travel, and non-MCCF accounts receivable. </li><li>Provide technical support to budget formulation functions maintained at the field facility level. </li><li>Participates at the management level within the VISN in overall planning and VISN management activities. </li><li>Participates in a leadership capacity in the application of Continued Quality Improvement (CQI) processes tools and techniques and the conduct of analytical studies, financial analyses, program planning and outcomes evaluations. </li><li>Works with VISN leadership in developing and implementing the VISN financial plan and budget. </li><li>Managing and coordinating resource planning and allocation activities throughout the VISN including ensuring compliance with VACO policy and the proper use of funds. </li><li>Provides support for outcomes, assessments, cost-benefit analyses, and assists with business planning and monitors fiscal viability. </li><li>Ensures full compliance with all Federal Departmental and VHA financial policies, regulations and procedures. </li><li>Accountable for achieving VISN financial performance goals as slated in the CFO realignment document approved and signed by the Secretary. </li><li>Through assimilation of all current budgetary and accounting data, the incumbent maintains a comprehensive resource database from which optimal performance and cost effectiveness may be assessed and trends projected. </li></ul> <p>Work Schedule: Full-Time, Monday-Friday, 8:00am-4:30pm</p> <p>Telework: This position may be authorized for telework.</p> <p>Virtual: This is not a virtual position</p> <p>Position Description/PD#: Financial Manager/PD010020</p> <p>Relocation/Recruitment Incentives: Not Authorized</p>
