<p>The position is located in the Veterans Health Administration (VHA), New England Health Care Network (VISN 1), VA Boston Healthcare system, Jamacia Plain campus, VHA National Center for Posttraumatic Stress Disorder, Behavioral Science Division, (NCPTSD, BSD) and b) The National PTSD Brain Bank (NPBB) located at VA Boston. The Program Management Analyst provides a full and comprehensive range of independent administrative oversight and support for both national programs:</p> <p>Mental Health Operations, National Center for PTSD. The NCPTSD, BSD is one center of a nationwide Congressionally mandated seven-part consortium dedicated to research and education on trauma and PTSD while the National PTSD Brain Bank serves as the nation's first brain tissue repository, dedicated to researching the physical impact of stress, trauma, and PTSD on brain tissue. Both of these national programs are field based programs reporting to Mental Health Operations and Suicide Prevention at VA Central Office.</p> <p>Major duties include:</p> <p>Administrative Management</p> <ul> <li>Provides for the overall administrative management for both the NCPTSD, BSD and NPBB research programs and core management duties. </li><li>The Management Program Analyst is responsible for the performance of the administrative activities of the NCPTSD, BSD and NPBB and for assuring that the activities of all NCPTSD, BSD and NPBB staff are conducted in compliance with the policies and guidelines of VHA Mental Health Operations, National Center for PTSD, Research and Development, and VA Boston Healthcare System. </li><li>Directs the personnel management program for both the National Center for Posttraumatic Stress Disorder Behavioral Science Program (NCPTSD, BSD) and the National PTSD Brain Bank Program, located at the Boston VA (NPBB), including matters involving recruitment, promotions, awards, position classification, training, disciplinary actions, etc. </li><li>Shares administrative oversight responsibility with the Director and Deputy Director of the NCPTSD, BSD and with the Director and Chief of Scientific Operations of the NPBB for performance appraisal and merit pay programs. </li><li>Provides expert advice to senior staff within the NCPTSD, BSD and NPPB including the Deputy and Director of the NCPTSD, BSD and the Director of the NPBB on human resource needs. </li><li>Develops status reports or response materials for both NCPTSD, BSD and NPBB leadership for higher level attention, review or signature which includes Congressional Tracking Report details, VACO requests for information, and information for the Executive Director of the National Center for PTSD. </li><li>Oversees research credentialing activities for multiple staff at GS levels ranging from GS-11-GS-15 and ensures compliance by all staff within both Divisions. </li></ul> <p>Budgeting/Financial Management Work</p> <ul> <li>full responsibility for budget planning, execution, and analysis for both the NCPTSD, BSD and the NPPB budget and study specific projects. Budget execution requires making comparisons of planned versus actual expenditures of the NCPTSD, BSD and NPBB program related and study-specific budgets within a framework of priorities, funding, and overall project objectives including improved effectiveness and efficiency for the National Center for PTSD, research programs at Boston University, the National Center for PTSD Brain Bank and BSD. These in turn improve workload distribution within the Division. Problems are brought to the attention of the Directors of both programs respectively for study specific projects the Management program analyst plays a critical role in resolving these issues. </li><li>Formulates and executes a budgetary plan for the NCPTSD, BSD and the NPPB each fiscal year which will be approved by the Director of the National Center for PTSD and will be based on VACO and VA guidelines. </li><li>Analyzes salary, other operating costs, IT and equipment requirements and expenditures of all the funds. </li><li>Prepares budget summary reports for the Division leadership approval and submission to VHA Mental Health Operations at the end of each quarter and each fiscal year. </li></ul> <p>Promotion Potential: This position involves a multi-grade career ladder. The major duties listed above represent the full performance level of GS 12. At the GS-11 grade level, you will perform assignments of a more limited scope and with less independence. You will progressively acquire the background necessary to perform at the full performance level of GS-12. Promotion is at the discretion of the supervisor and is contingent upon satisfactory performance, availability of higher-level work, and availability of funds.</p> <p>The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met.
