<p>Description and Functions</p> <p>GENERAL DESCRIPTION:</p> <p>As a Planning and Policy Coordinator, you'll play a critical role in supporting the annual facility planning process. Your contributions will help shape agency budgets and ensure that public funds are spent responsibly and in line with legislative priorities.</p> <p>Human Resource Contact: Anna Krier / anna.krier@wyo.gov / 307-777-6404</p> <p>ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed in the job level.</p> <ul> <li>Understand and consistently apply state statutes, regulations, rules, policies, methodologies, and procedures for the State Construction Department to determine funding priority recommendations for planning, design, and construction. </li><li>Make recommendations that lead to better processes and outcomes within statutes and policies of the State Construction Department. </li><li>Acquire enrollment data from WDE on an annual basis. </li><li>Calculate enrollment projections per W.S. 21-15-116 (i) using the commission-approved cohort projection methodology. </li><li>Verify and update the AiM database to contain the most accurate data possible. </li><li>Export data from AiM for Staff, Commission, and legislative requests. </li><li>Prepare information for soliciting a professional service provider and participate in the selection process. </li><li>Mediate the compilation of data with school districts and state agencies to assist the selected consultant in obtaining necessary information for accurate and complete assessments. </li><li>Review preliminary assessment data from the selected consultant to verify accuracy and appropriate format for implementation into the AiM database. </li><li>Review and analyze data to prepare summary reports for the Staff, Commission, legislative committees, and other entities. successively communicate results of assessments, facility plans, and enrollment projections, etc. </li><li>Attend Commission and other meetings as determined by the supervisor in order to be familiar with the issues that affect planning activities related to districts and state agencies. </li><li>Work with architects to review program plans and blueprints at each design phase interval to ensure student capacity is met within the design. </li><li>Coordinate with State Construction Department staff, school district, state agencies, the University of Wyoming, and the community college commission to conduct facility planning in accordance with W.S. 21-15-116 to meet the intent of the Governor's report on positions and duties. </li><li>Establish quality control measures that ensure accurate documentation of the facility planning outcomes and effective communication of those outcomes with the commission, the Governor, and the legislature. </li><li>Establish and develop an overall strategic direction and business model for the facility planning process to comply with statutes, rules, and policies. </li><li>Provide a consistent representation of the planning team within and outside of the office that enables attendance and facilitation of meetings throughout the state without a gap in services to the districts, state agencies, staff, and other clients by using various modes of communication. Including in-person, emails, phone calls, and video conferences. </li><li>Assist leadership in reviewing data and compiling documents. The data may need to be compiled in report format and or PowerPoint in order for commissioners, legislative committees, and other entities to facilitate decisions. </li></ul> <p>Qualifications</p> <p>PREFERENCES:</p> <p>Preference may be given to candidates with policy analyst experience.</p> <p>KNOWLEDGE:</p> <ul> <li>Knowledge of concepts, terminology, principles, and procedures. </li><li>Knowledge of the State of Wyoming government rules, regulations, personnel rules, federal laws, and state statutes. </li><li>Knowledge of time and project management. </li><li>Superior organizational skills. </li><li>Highly proficient with Excel, Word, PowerPoint, and other software programs. </li><li>Advanced communication (written and oral). </li><li>Detail-oriented. </li><li>Ability to do research, organize, and analyze large amounts of information to ensure compliance with defined processes that lead to accurate conclusions. </li><li>Skill in analyzing and interpreting rules and regulations. </li><li>Skill in the principles of data collection from a wide array of sources. </li><li>Skill in public presentation and meeting facilitation. </li><li>Ability to develop and maintain effective interpersonal relationships. </li><li>Ability to influence and advocate organizational vision, mission, and values. </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>Education:</p> <p>Bachelor's Degree (typically in Business)</p> <p>Experience:</p> <p>1-3 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Policy & Planning Analyst</p> <p>OR</p> <p>Education & ExperienceSubstitution:</p> <p>4-7 years of progressive work experience (typically in Business) with acquired knowledge at the level of a Senior Policy & Planning Analyst</p> <p>Certificates, Licenses, Registrations:</p> <p>None</p> <p>Necessary Special Requirements</p> <p>PHYSICAL WORKING CONDITIONS:</p> <ul> <li>The physical environment requires the employee to work in an office for a standard 40-hour week. </li><li>Work as an individual and as part of a team. </li><li>Considerable time is spent at a desk using a computer. </li><li>Teleworking for limited periods must be pre-approved. </li><li>Travel will be required. </li></ul> <p>NOTES:</p> <ul> <li>FLSA: Exempt </li></ul> <p>Supplemental Information</p> <p>Clickhere to view the State of Wyoming Classification and Pay Structure.</p> <p>URL:http://agency.governmentjobs.com/wyoming/default.cfm</p> <p>The State of Wyoming is an Equal Opportunity Employer and actively supports the ADA and reasonably accommodates qualified applicants with disabilities.</p> <p>Class Specifications are subject to change, please refer to the A & I HRD Website to ensure that you have the most recent version.</p>
