<p>POSITION SUMMARY:</p> <p>This position provides leadership, management and oversight of the organization's financial and fiscal operations, ensuring East Valley maximizes its ability to provide healthcare services to the communities it serves by maintaining dependable cash flow, enhancing cost savings and implementing procedures that ensure compliance with Federal, State and accepted accounting standards. As a key member of the senior executive team, the CFO works with the Chief Executive Officer (CEO) to advance the organization's Strategic Plan, the implementation of new projects and facility and business expansion.</p> <p>PRINCIPAL RESPONSIBILITIES:</p> <ul> <li> <p>Manages the financial affairs of the agency; directs the functions of accounting unit staff including payroll, accounts payable, cash management and contract billing Responsible for the financial corporate compliance of the agency.</p> </li><li> <p>Safeguards the assets of the corporation and manages its cash.</p> </li><li> <p>In conjunction with the CEO, develops short and long-range financial goals and objectives for the agency.</p> </li><li> <p>As appropriate, seeks income-producing ventures and implements cost-saving activities. Coordinates the annual budget process, serving as a resource to all Directors. Develops the annual budget for the organization for submission to the Chief Executive Officer and the Board of Directors.</p> </li><li> <p>Oversees the monitoring of line-item and fee-for-service contract billings to ensure accuracy and compliance.</p> </li><li> <p>Oversees patient revenue cycle to ensure compliance with eligibility guidelines and timely payment of claims.</p> </li><li> <p>Ensures responsible acquisition and utilization of medical and other supplies ensuring that the tracking and inventory of supplies and equipment are in compliance with accepted guidelines.</p> </li><li> <p>Partners with Chief Operating Officer, Chief Medical Officer and Human Resources Director in the management of workflows and staffing related to revenue cycle</p> </li></ul> <p>management including the management of active encounters, timely closing of encounters and credentialing to support timely submission of claims.</p> <ul> <li> <p>Establishes and maintains accounting procedures to ensure sound fiscal practices.</p> </li><li> <p>Monitors accounting and fiscal practices to ensure they meet federal and state requirements as well as funding/contract guidelines.</p> </li><li> <p>Prepares and presents monthly financial statements to the Finance Committee and Board of Directors. Analyzes and prepares reports as required by the CEO.</p> </li><li> <p>Ensures timeliness and accuracy of management reports.</p> </li><li> <p>Ensures that annual audit is conducted in a timely manner and in compliance with Federal requirements.</p> </li><li> <p>Interfaces with funding sources on the financial aspects of contract administration. Facilitates contract fiscal audits.</p> </li><li> <p>Monitors and advises Department Directors regarding fiscally related issues and problems.</p> </li><li> <p>Participates in monthly Risk Management and other required operating and board committees.</p> </li><li> <p>In concert with the Director of Human Resources, manages the benefit package for employees and makes recommendations to the Chief Executive Officer regarding any changes in benefits.</p> </li><li> <p>Manages the insurance needs of the agency and ensures that the agency insurance coverages are appropriate.</p> </li><li> <p>Monitors the accuracy of inventory records for equipment and supplies.</p> </li><li> <p>Responsible for the submission of annual indirect cost rate negotiation to Department of Health and Human Services.</p> </li><li> <p>Responsible for timely submission all year-end report submissions including 990 Tax Return, Medi-Cal Reconciliation to Department of Health and Human Services and Medicare Cost Report to Centers for Medicare Services.</p> </li><li> <p>Ensures that EVCHC has the appropriate PPS rate by submitting cost reports for new clinics and change in scope applications to Department of Health Care Services (DHCS) to support the changes to rates.</p> </li><li> <p>Participates in local and state CFO roundtables and other workgroups as required.</p> </li><li> <p>Performs other duties as requested.</p> </li></ul> <p>QUALIFICATIONS:</p> <ul> <li>Completion of an accounting program with a bachelor's degree. Master's degree in Business Administration preferred. Five or more years of CFO experience. </li><li>At least five years experience in managed care financing. FQHC experience preferred. </li><li>Ability to communicate effectively - verbally and in writing. </li><li>Ability to supervise. Excellent interpersonal skills. </li><li>Effective leadership skills. </li><li>Good organizational skills.
