This state-of-the-art building offers free garage parking, an on-site cafeteria, and ergonomic workspaces.</p> <p>The Information Technology division is an inter-agency team that supports and helps maintain Core-CT, used by over 10,000 state employees for financial, human resources, and payroll functions. </li><li>Performs related duties as required. </li></ul> <p>KNOWLEDGE, SKILL AND ABILITY</p> <ul> <li> <p>Considerable knowledge of</p> </li><li> <p>Peoplesoft or ERP (system) integrated module knowledge;</p> </li><li> <p>principles and practices of public administration, governmental budget management and accounting including project costing;</p> </li><li> <p>the integration of modules;</p> </li><li> <p>Knowledge of</p> </li><li> <p>grants and contract preparation and administration;</p> </li><li> <p>purchasing principles and procedures;</p> </li><li> <p>asset management;</p> </li><li> <p>and ability to map business processes;</p> </li><li> <p>and ability to utilize programming logic, validation testing, script writing, SQL and other troubleshooting software;</p> </li><li> <p>Considerable</p> </li><li> <p>interpersonal skills;</p> </li><li> <p>oral and written communication skills;</p> </li><li> <p>analytical and problem solving skills;</p> </li><li> <p>Considerable ability to</p> </li><li> <p>prepare and analyze financial documents and reports;</p> </li><li> <p>understand how the application does or does not support the State's business process;</p> </li><li> <p>identify, analyze and resolve highly complex business problems;</p> </li><li> <p>Ability to</p> </li><li> <p>utilize Enterprise Resource Planning systems for financial management;</p> </li><li> <p>conduct task analysis;</p> </li><li> <p>gather technical information and effectively communicate to the appropriate source;</p> </li><li> <p>train and make presentations;</p> </li><li> <p>Supervisory ability.</p> </li></ul> <p>MINIMUM QUALIFICATIONS - GENERAL EXPERIENCE</p> <p>Eight (8) years of professional experience as a business analyst operating within financial systems.</p> <p>NOTE: Business analyst is defined as serving as a liaison between business units, technology and support teams interpreting the business needs of an organization and translating into application and operational requirements.</p> <p>MINIMUM QUALIFICATIONS - SPECIAL EXPERIENCE</p> <p>Two (2) years of the General Experience must have been in a professional capacity independently performing a full range of tasks in support of a specific module(s) within an integrated financials Enterprise Resource Planning system.</p> <p>NOTE: For state employees this experience is interpreted at the level of an ERP Financials Business Analyst.</p> <p>MINIMUM QUALIFICATIONS - SUBSTITUTIONS ALLOWED</p> <ul> <li>College training in business administration, accounting, finance, public administration or a closely related field may be substituted for the General Experience on the basis of fifteen (15) semester hours equalling one-half (1/2) year of experience to a maximum of four (4) years for a Bachelor's degree. </li><li>A Master's degree in public administration, business administration or accounting may be substituted for one (1) additional year of the General Experience. </li><li>For state employees two (2) years as an ERP Financials Business Analyst may be substituted for the General and Special Experience. </li></ul> <p>PREFERRED QUALIFICATIONS</p> <ul> <li>Experience processing and reviewing transactions in the Core-CT Pension and Customer Relationship Management (CRM) modules. </li><li>Experience interpreting and applying State of Connecticut Pension and CRM policies and procedures to ensure accurate transaction processing and compliance with applicable regulations. </li><li>Experience interpreting and applying business and statutory requirements specific to Teachers' Retirement Board. </li><li>Experience interpreting, analyzing, documenting, and testing business requirements to resolve complex issues in Pension and CRM implementations. </li><li>Experience analyzing and resolving Core-CT system issues. </li><li>Experience delivering verbal and written communication to varied audiences, including preparing and presenting materials to large groups and facilitating end-user training sessions on Pension and CRM modules. </li><li>Experience documenting system design specifications and test conditions. </li><li>Experience independently resolving complex issues and leveraging a team atmosphere to address interdependent workflows and system impacts. </li><li>Experience utilizing Microsoft Teams for team collaboration and Microsoft Office Suite to create resources, analyze data, and manage administrative tasks. </li></ul> <p>SPECIAL REQUIREMENTS</p> <p>Employees in this class may be required to travel.</p> <p>Conclusion</p> <p>INCOMPLETE APPLICATION PACKAGES AND THOSE RECEIVED AFTER THE CLOSING DATE INDICATED ABOVE WILL NOT BE CONSIDERED.</p> <p>AN AFFIRMATIVE ACTION/EQUAL OPPORTUNITY EMPLOYER</p> <p>The State of Connecticut is an equal opportunity / affirmative action employer and strongly encourages the applications of women, minorities, veterans, and persons with disabilities.
