The purpose of this position is to assist in the administration of federal and local housing programs, including, but not limited to, Community Development Block Grant (CDBG) and Lead-Safe Providence Programs; ensuring client eligibility and compliance with program funding source requirements.</p> <p>Duties & Responsibilities</p> <ul> <li>Assists in reporting on and implementing from intake to completion HOUSING/LEAD programs in the Department of Housing & Human Services or as directed. </li><li>Intakes and processes program applications, and reviews and handles confidential client information to determine eligibility under program funding source requirements. </li><li>Produces loan closing documents, facilitates owner-contractor issues while the project is ongoing, reviews proposals for completeness and authorization of payment requests submitted by program contractors. </li><li>Assists in the development and administration of all program forms and documents, including the provision of materials and activities necessary to conduct community outreach. </li><li>Prepares monthly, quarterly or yearly reports for HUD and other agencies as requested. </li><li>Manages and maintains files (paper and computer) with regard to described programs and projects, Federal materials and/or relevant correspondence. This shall include file inventories, preparing logs or checklists of file contents, filing of materials, and retrieval of materials and removal of outdated material at the direction of Director. </li><li>Works directly with contractors involved in Department of Housing & Human Services programs as well as nonprofit organizations involved in programs. Shall initiate contractor contacts and schedule walkthroughs, specification development and bid opening. </li><li>Assists in close out of grants and construction contracts for the programs managed by the Department. </li><li>Reviews required documentation for the Federal Environmental Review Record Process for organizations involved with programs managed by the Department. </li><li>Keeps familiar with relevant Federal, State and local regulations and OMB circulars. </li><li>Updates the computer system for the compilation of reports and record keeping. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Bachelor's degree from an accredited college or university; or an Associate's degree and two (2) years experience in urban planning, public administration, social work, human services, or related experience; or training in at least two (2) related U.S. Housing and Urban Development sponsored training programs with two (2) or more years experience working in Federal or State compliance; or a combination of education and experience that is substantially equivalent to the above. </li><li>Basic knowledge of construction practices and finance. </li><li>Successful completion of Computer Training Level III course within six (6) months of appointment. </li><li>Proven experience with MS Word, word processing, database maintenance, and Excel is required. </li><li>Ability to communicate effectively and courteously orally and in writing. </li><li>Ability to collect and manage data accurately. </li><li>Ability to meet deadlines through use of time management and organizational skills. </li><li>Ability to work independently with demonstrated flexibility. </li><li>Ability to analyze record keeping needs and develop and maintain filing systems. </li><li>Ability to compile narrative and statistical reports. </li><li>Ability to undertake research on Federal rules, regulations and policies, and apply the results. </li><li>Ability to consult with up-line personnel in the event of ambiguity with respect to the application of Federal rules, regulations and policies. </li><li>Must be able to perform all essential functions of the job. </li><li>Bi-lingual abilities for communication and interaction with participants at closings and other functions of the program. (Preferred) </li></ul> <p>The term "limited" means that the successful candidate will perform the job for an undetermined length of time.
