<p>Position Title Assistant Program Director (EHS-CCP Manager) Division Research and Sponsored Programs Department COE Learning Sciences Number of hours per week 37.5 Days to be worked Monday, Tuesday, Wednesday, Thursday, Friday Months per year Fiscal (12 months) If modified, list months Job Type Full-Time Campus Other If other location, please indicate Paris, TN Position Number 032130 Advertised Salary Commensurate with qualifications and experience Pay Basis Monthly Job Description</p> <p>Tennessee State University Office of COE Learning Sciencesinvites applications for the role of Assistant Program Director (Early Head Start - Child Care Partnerships Manager).</p> <p>Nature of Work:</p> <ul> <li>Assist Program Director in overseeing all aspects of the EHS program. </li><li>Serve as manager of the EHS-CCP program. </li><li>Hours of work and schedule are determined based upon program needs and availability of funds. </li><li>The Assistant Program Director is based at the TSU COE-LS main office and travel within the multi-county service area is required. </li><li>Valid TN Driver License and reliable transportation required. Will be required to travel within a four-county service area. </li></ul> <p>Essential Job Responsibilities:</p> <p>Budget, Grants, and Facility Development</p> <ul> <li>Oversee program budgets and purchases. </li><li>Participate in the development of collaborations and facility development for future expansion of families and/or services. </li><li>Present financial reports for Board of Directors and Policy Council. </li><li>Assist in the coordination of annual grant application process. </li><li>Assist with data analysis and summarizing of annual self-assessment and develop service plans in response to findings. </li></ul> <p>Systems Evaluation, Monitoring, Compliance and Development</p> <ul> <li>Assist in the design of internal structures, systems, and policies. </li><li>Assist in strategic planning process and the development of Work Plans. </li><li>Facilitate community needs assessments. </li><li>Ensure adequate systems are in place to maintain the highest quality of services to children and families in compliance with Head Start Program Performance Standards, Head Start Act and Tennessee licensing </li><li>Ensure consistency in service delivery across programs with attention to inclusive practices and integration of component areas. </li><li>Assist in the completion of the annual Self-Assessment and Community Assessment as required by Head Start regulations. </li></ul> <p>Communication/Public Relations</p> <ul> <li>Establish and maintain effective working relationships with the members of the Board of Directors, Policy Council, and Growing Futures staff. </li><li>Establish and maintain relationships and collaborations with public school districts, systems of higher education, and other community agencies and partners. </li><li>Collaborate with community agencies to advocate for the needs of TSU EHS children and families. </li><li>Promote a consistent exchange of information in all directions. </li><li>Attend Tennessee Head Start Association (THSA) Director meetings as scheduled. </li><li>Prepare and submit program annual report to public annually. </li><li>Prepare and submit EHS program reports for Board of Directors and Policy Council, Head Start organizations, Region IV office as needed. </li><li>Prepare and submit annual Program Information Report (PIR). </li></ul> <p>Supervisory Responsibilities</p> <ul> <li>In collaboration with EHS-CCP directors/owners, establish and maintain regular oversight of EHS-CCP centers. </li><li>Conduct EHS-CCP Director meetings. </li><li>Facilitate resolutions of conflicts. </li></ul> <p>Characteristics and Skills:</p> <p>Mature, responsible individual who has experience in leadership and management, preferably in a child development program, including services to children with special needs. Motivating staff and providing training to individuals in order to maintain quality. Ability to balance regulatory requirements with budget constraints and growing community needs. Knowledge of state, regional and local based resources required. Knowledge of Head Start Performance Standards preferred. Strong leadership skills and the ability to make decisions based on policies and procedures.</p> <p>Additional Responsibilities</p> <ul> <li>Responsible for general knowledge of state and federal regulations. </li><li>Encourage and support professional development opportunities of program staff. </li><li>Follow TSU policy in work conduct including but not limited to travel, attendance, outside employment, etc. </li><li>Maintain the Early Head Start policy manual and keep up-to-date. </li><li>Other duties assigned Program Director and Research and Sponsored Programs Director. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Baccalaureate degree required. BA, BS degree in Child Development, Early Childhood Education, Business Administration or closely related degree preferred. </li><li>Two (2) years program supervisory and administration experience, required. </li><li>One (1) year fiscal management experience required. </li></ul> <p>Must be able to do the following:</p> <ul> <li>Communicate effectively, both orally and in writing; </li><li>Organize, manage, and prioritize work flow while simultaneously addressing unplanned needs and situations ; </li><li>Work independently and maintain professional boundaries and confidentiality </li><li>Have the temperament to handle highly stressful and sensitive situations in a professional manner; </li><li>Make decisions and problem solve in many areas including the allocation of resources to program components, supervisory issues, scheduling and provision of program services. </li><li>Interpret and implement policies and procedures. </li><li>Establish and maintain effective, working relationships with staff and the community; </li><li>Work with individuals from various ethnic; cultural, </li><li>Socio-economic status, educational and backgrounds; </li><li>Identify, assimilate, comprehend, and solve critical elements of various situations (initiate solutions without constant supervision); </li><li>Display confidence and comfortability with public speaking. </li></ul> <p>Special Instructions to Applicants</p> <p>Employment is contingent upon successfully completing a criminal background check as mandated by Tennessee State University.</p> <p>Official transcripts for positions which require a post-secondary undergraduate degree, advanced degree and/or certification must be presented upon hire.</p> <p>An unofficial transcript may be attached in the "Transcript" section.</p> <p>You will be required to provide names and contact information for three references during your application to the posting.
