Please see the Supplemental Information section below for details!</p> <p>This position is in office Monday - Friday 8:00 a.m. - 5:00 p.m.</p> <p>Office location is 1575 Sherman St, Denver CO 80203 initially.; long term at Ft. Logan Mental Health Institute campus once the clinic is operational</p> <p>Please note: These working arrangements are subject to change.</p> <p>What you'll be doing:</p> <p>Program Implementation, Program Management and Program Monitoring:</p> <p>This position is responsible for the invention, implementation, oversight and direction of the Outpatient Services Program. The director is responsible for creating the strategic vision and plan for the program followed by a project implementation plan to roll out the program from its inception to the point of serving patients and generating revenue to build and expand the program to serve Coloradans. This position is responsible for creating and hiring the allocated positions to implement the program in accordance with the budget and timelines detailed. This position makes decisions about staff hiring, contractor selection, programmatic and service definition, corrective actions, strategic planning for the program, budget allocation and distribution and ongoing funding requests.</p> <p>The program director works with the Department of Healthcare Policy and Financing to ensure the services fall within the federal Center for Medicaid and Medicare specifications to ensure the federal match eligibility for payment for these services. Additionally, the director works closely with the regulators from the Behavioral Health Administration and the Colorado Department of Public Health and Environment to ensure the clinic is licensed appropriately. </p> <p>This position has the authority to issue a corrective action plan and monitor the program's compliance and progress in responding to the corrective action plan. This position reviews and evaluates current programming and policies related to outpatient services and ensures efficiency, effectiveness and compliance. This position authorizes daily operations and decisions ensuring they are effective and efficient. Responsible for creating all policies and procedures pertaining to outpatient services.</p> <p>This position requires the ability to make judgments based on data in establishing guidelines for future procedures and determinations. Ensures clients involved in the program are receiving the needed services for their individual treatment needs. The position is required to respond to emergent situations and determine the best course of action. </p> <p>This position establishes processes for auditing and other processes needed for the implementation and management of the program. This position regularly reports program implementation, audits and outcome data to the Deputy Director of OCFMH and responds to requests for information from various state government agencies.</p> <p>This position directs the new Outpatient Services program, is responsible for staff, authorizes daily operations and decisions ensuring they are effective and efficient, designs policy and procedures, analyzes data and presents it in a concise format to management and stakeholders and various governmental agencies both within and outside CDHS.</p> <p> Community/Stakeholder Outreach:</p> <p>This position coordinates outreach with various community residential mental health providers throughout Colorado. This position provides and responds to inquiries for information, data, and recommendations including, but not limited to, community partners, the State legislator, the Governor's office, the Behavioral Health Administration, State Court Administrators Office, the Department of Healthcare Policy and Financing, CDHS and OCFMH leadership. </p> <p>Experience Only:</p> <p>Ten (10) years of relevant experience in professional experience providing clinical and administrative oversight over treatment programs in a management role which includes the following areas of competency:</p> <ul> <li> <p>New program development and implementation</p> </li><li> <p>Managing and navigating licensing process for a new program</p> </li><li> <p>Staff supervision</p> </li><li> <p>Crisis Management</p> </li><li> <p>Program Monitoring and performing program audits</p> </li><li> <p>Policy creation and updates</p> </li><li> <p>Strategic planning</p> </li><li> <p>Data and program outcome tracking</p> </li><li> <p>Collaboration with other teams and leadership</p> </li><li> <p>Ensuring service quality and the needs of clients/patients are met</p> </li></ul> <p>two (2) of which must have included experience with public administration or or administrating outpatient mental health clinic services, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives</p> <p>OR</p> <p>Experience and Education:</p> <p>A combination of education in social work, psychology, public administration, human services or related field and/or relevant experience as listed in the experience requirement above equal to ten (10) years, two (2) of which must have included experience with public administration or or administrating outpatient mental health clinic services, establishing goals and objectives, as well as developing and managing a budget to achieve program goals and objectives</p> <p>AND</p> <p>Special Qualifications:</p> <ul> <li>Must have a current, valid Colorado licensurelicensed professional counselor, social worker, marriage and family therapist or addictions counselor (LPC, LCSW, LMFT or LAC)* </li></ul> <p>Preferred Qualifications</p> <ul> <li>3 years experience in Program implementation experience, licensing facilities and government payment systems. </li><li>Behavioral health systems knowledge </li><li>Risk management or mitigation </li><li>Government program administration </li><li>Expertise with facility licensure requirements and processes </li><li>Experience working in outpatient clinic settings </li><li>Knowledge of Medicaid/Medicare benefits </li><li>Management of multiple work units or initiatives </li><li>Demonstrated skill and experience in leading and supporting collaborative teams and teamwork </li><li>Exemplary verbal and written communication skills </li><li>Self directed </li><li>Resourceful </li><li>Superior critical and analytical thinking skills </li><li>Ability to shift focus and juggle multiple priorities </li><li>Experience with new program implementation </li><li>Understanding of government payment systems </li><li>Ability to develop strategic partnerships to ensure implementation of group homes </li><li>Experience representing an employing agency in high stakes, high profile situations like legislative initiatives, task forces, media. </li><li>Ability to align teams across systems </li><li>Performance management and experience with identifying and working to attain key performance indicators/metrics </li><li>Legislative analysis </li><li>Managing multiple projects </li></ul> <p>Conditions of Employment</p> <ul> <li> <p>Full background check and reference check required</p> </li><li> <p>Must possess a valid, unrestricted U.S. Driver's License</p> </li><li> <p>Former State employees who were disciplinarily terminated or resigned in lieu of termination must (1) disclose that information on the application (2) provide an explanation why the prior termination or resignation should not disqualify the applicant from the current position, (3) provide the employee number from the applicant's prior State employment.
