Work involves responsibility for planning and managing a staff of professional and technical employees.</p> <p>Major Duties and Responsibilities:</p> <ul> <li>Directs personnel responsible for supervising Police Telecommunications engaged in receiving and processing 911 emergency calls and dispatching police field units to reported incidents of crime or emergencies. </li><li>Monitors call taking and dispatch activities to ensure efficient and effective work operations. </li><li>Prepares work schedules for personnel on an assigned shift. </li><li>Reviews and approves daily assignments of Police Communications Operators and allocation of workstation equipment to ensure optimum use of resources. </li><li>Monitors operating efficiency of computer-aided dispatch (CAD) system and related equipment to ensure timely resolution of technical problems. </li><li>Inform staff and ensure implementation of new policies and procedures relating to emergency communications operations. </li><li>Responsible for notifying management of critical incidents or emergencies. </li><li>Monitors and ensures the on-going training of staff on emergency communications procedures and systems operations. </li><li>Conducts operational studies and prepares management reports on staff and CAD system performance. </li><li>Provide positive leadership for supervisors, telecommunicators, and staff to support the objectives and mission as determined by the Department and Chain of Command. </li><li>Manages the technical elements and personnel manners of the Emergency Communications Center, i.e., radio, 911, employee development, staff relief factor, etc. </li><li>Perform other job-related duties as assigned. </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Bachelor's degree in Public Safety Management, Public Administration, Criminal Justice, or a related field. </li><li>Five (5) years of experience in emergency communications and dispatching operations in a computer aided environment. </li><li>Three (3) years of supervisory experience. </li><li>OR Equivalent combination of training and experience. </li><li>Obtain and maintain Police Safety Telecommunicator (PST) certificate, FEMA-ICS 100 certification, Communications Training Officer certificate, and as others as neeed. </li><li>Maintain valid class "C" driver's license. </li><li>U.S. Citizen </li></ul> <p>Knowledge, Skills, and Abilities:</p> <ul> <li>Knowledge of police operations & dispatching procedures. </li><li>Knowledge of the geographic areas of the city of Charlotte. </li><li>Excellent oral and written communication skills </li><li>Knowledge of radio, telephone, and computer aided dispatch communication systems. </li><li>Ability to prepare and maintain routine records and comprehensive files. </li><li>Ability to organize, communicate, and present concise oral and written reports. </li><li>Knowledge of Federal Communications Commission rules and regulations pertaining to the operation of a two-way radio system. </li><li>Ability to establish and maintain effective working relationships with employees, other agencies, organizations, and the public as necessitated by the work. </li><li>Knowledge of the operation of large call taking centers. </li><li>Knowledge of budget preparation, tracking, and management. </li><li>Ability to plan, organize, and supervise subordinate employees. </li><li>Ability to provide effective leadership and direction for Emergency Communications Center projects and activities. </li></ul> <p>ADA and Other Requirements:</p> <p>Positions in this class typically require grasping, talking, hearing, seeing, and repetitive motions.</p> <p>Physical Requirements:</p> <ul> <li>Essential and marginal functions may require maintaining physical condition necessary for sitting, standing, climbing, or walking for extended periods of time </li><li>Light to moderate lifting and carrying; some crouching, stooping, squatting, crawling, reaching, pushing, and pulling when performing tasks </li><li>Ability to see, hear, and communicate information effectively </li></ul> <p>Sensory Requirements:</p> <ul> <li>Concentrated and attentive use of one or more senses (visual, audio, and other sensory modalities) for proofreading, data entry, tabulating data. </li><li>Ability to operate in an environment with frequent interruptions from people and or noises, which in return could result in some level of stress, fatigue, or strain. </li><li>Comprehend written information in work-related documents. </li><li>Ability to hear, understand, and distinguish speech. </li></ul> <p>Working Conditions:</p> <p>Work is performed in an indoor office environment with moderate exposure to atmospheric conditions, moderate exposure to environmental conditions, and frequent exposure to computer screens, files and phones.</p> <p>Other Requirements:</p> <p>Successfully complete and pass applicable pre-employment evaluation(s). Failure to successfully pass all segments of the pre-employment evaluation process will result in disqualification from further consideration under this vacancy announcement.</p> <p>CONDITIONS OF EMPLOYMENT</p> <p>The City's Background Check Policy requires background checks to be conducted on final internal or external candidate(s) applying for any position with the City of Charlotte. The type of information that will be collected as part of a background check includes, but is not limited to: reference checks, social security verification, education verification, criminal conviction record check, and, if applicable, a credit history check, sex offender registry and motor vehicle records check.</p> <p>Background checks must be in compliance with all federal and state statutes, such as the Fair Credit Reporting Act (FCRA). The checks must be consistent with the guidelines set forth by these laws requiring organizations to obtain a candidate's written authorization before obtaining a criminal background report, motor vehicle records check or credit report; and to properly store and dispose of information derived from such reports.</p> <p>Final candidates must pass a pre-employment drug-screening test and physical examination.
