<p>Position subject to close at any time</p> <p>NOTE TO INTERNAL APPLICANTS: INTERNAL CANDIDATES IN THE SAME CLASSIFICATION AND/OR PAY GRADE AS THE POSITION POSTED WILL NOT RECEIVE A PAY ADJUSTMENT IF SELECTED.</p> <p>Under general direction, the purpose of this position is to perform responsible work in the coordination, oversight, administration, and management of the County's Debt Portfolio, Investment Portfolio, and preparation of the County's Annual Comprehensive Financial Report.. This position will perform highly complex and advanced accounting work according to Generally Accepted Accounting Principles (GAAP) and Governmental Accounting Standard Board (GASB) pronouncements. Employees in this job classification function in a responsible professional capacity to accomplish assigned functions according to established schedules and programs while ensuring compliance with all policies, procedures, and regulatory requirements applicable. Tact and diplomacy are necessary as employee will have considerable contact with the Board of County Commissioners, County Administration, legal counsel, and outside entities.</p> <p>The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. The omission of an essential function does not preclude management from assigning duties not listed herein if such functions are a logical assignment to the position.</p> <ul> <li> <p>Manages the County's Debt Portfolio in support of County goals according to generally accepted practices, Federal State and local regulatory requirements.</p> </li><li> <p>Works with County Administration and Departments to understand future capital project needs to identify the most appropriate cost-effective financing mechanisms to meet the needs of the County.</p> </li><li> <p>Coordinates all aspects of the financing process regardless of the funding mechanism (bonds, commercial paper, bank loan, capital lease/purchase, public/private) for the County.</p> </li><li> <p>Analyzes and presents findings as it relates to proposals for financing opportunities, identifies potential savings in existing financing structures, develops financial models and evaluates complex finance structures.</p> </li><li> <p>Stays abreast of current financing topics, market conditions and innovative financing options used in the governmental market.</p> </li><li> <p>Assists with managing all post-closure requirements to ensure compliance, including but not limited to, disclosure and arbitrage compliance, payments of debt service, timely expenditure of funds, and budgeting of debt service funds.</p> </li><li> <p>Works with the County's Financial Advisors to ensure all requirements related to early redemptions are met.</p> </li><li> <p>Manages the County's outstanding debt portfolio, which includes accurately reporting, budgeting and paying the County's debt service, monitoring the County's portfolio for potential refunding opportunities, and complying with post-issuance tax and continuing disclosure regulations</p> </li><li> <p>Manages the County's underwriting pool to drive strong support of the City's capital needs</p> </li><li> <p>Manages the County's relationship with the Investment Advisor, including participating in all coordination meetings between Investment Advisor and the Clerk of the Circuit Court; assists with reviewing and monitoring the Investment Reports submitted by both the Investment Advisor and the Clerk of the Circuit Court; makes recommendations regarding the County's investment portfolio / ensures compliance with all policies, procedures and regulatory requirements.</p> </li><li> <p>Prepares and maintains a variety of critical executive/administrative records, weekly, monthly, quarterly and annual reports.</p> </li><li> <p>Attends, participates and/or leads a variety of management, executive and administrative meetings for the dissemination of information.</p> </li><li> <p>When needed, attends Board of County Commissioner meetings and presents, participates in discussions, and provides special reports as requested.</p> </li><li> <p>Participates in the preparation of the Annual Comprehensive Financial Report, to include, but not limited to, preparation of all debt and investment notes, schedules, statistical information.</p> </li><li> <p>Prepares required Special District Financial Reports, working directly with the external auditors and districts.</p> </li><li> <p>Analyzes the impact of GAAP, GASB and FASB pronouncements on the County's financial reporting system.</p> </li><li> <p>Participates in the set-up and testing of new financial applications and upgrades of existing financial applications.</p> </li><li> <p>Represents the County on various committees, as assigned.</p> </li><li> <p>Performs duties as assigned/necessary which are related, or logical in assignment to the position.</p> </li><li> <p>Education: Bachelor's Degree from an accredited college or university in Finance, Accounting, Public or Business Administration, or a closely related field required.</p> </li><li> <p>Experience:</p> </li><li> <p>Five (5) years experience in Financial, Treasury or Debt Management;</p> </li><li> <p>Equivalent combination of education, training and experience may be substituted;</p> </li><li> <p>Some Florida public sector experience required.</p> </li><li> <p>Miscellaneous:</p> </li><li> <p>Must possess and maintain a valid Florida driver's license.</p> </li><li> <p>Knowledge of debt management, as well as the ability to anticipate new trends and services on the horizon to maximize the benefits to Osceola County. </p> </li><li> <p>Ability to produce professional reports according to an established schedule to ensure the County is managing its investments to maximize resources while maintaining a fiscal responsibility.</p> </li><li> <p>Ability to assist the Office with any debt / investment related requirements as a part of the Consolidated Annual Financial Report.</p> </li><li> <p>Ability to facilitate a successful working relationship with the Board of County Commissioners, County Administration, internal departments, and outside financial vendors (financial advisors, bond counsel, disclosure counsel, bank representatives, etc.).</p> </li><li> <p>Ability to read, interpret, and summarize, in a user-friendly manner, financing documents, investment reports, Policies, and Procedures, and monitor for compliance.</p> </li><li> <p>Knowledge of laws and regulations pertinent to local government responsibilities/administrative functions for debt management and investments; stays abreast of recent developments and statutory requirements impacting local government.</p> </li><li> <p>Ability to participate in the selection of and administration of contracts for outside professional services including financial advisors, bond and disclosure counsel, and underwriters.</p> </li><li> <p>Ability to communicate professionally verbally and in writing. </p> </li><li> <p>Ability to organize work, prioritize, meet established deadlines, and follow up on assignments with minimum direction.</p> </li></ul> <p>PHYSICAL DEMAND REQUIREMENTS:</p> <p>Physical Demand: Light</p> <ul> <li>20 pounds maximum lifting. </li><li>Occasional (up to1/3 of the work time) lifting, carrying up to 20 lbs. </li><li>Expressing or exchanging ideas by spoken word or perceiving sound by ear. </li><li>Good eyesight for production or the safety of self and others. </li><li>If less lifting is involved, it will require significant walking/standing. </li><li>If mostly sitting is involved, it will require push/pull on arm or leg controls. </li></ul>
