<p>Description</p> <p>Boulder County Community Services Department (CSD)is seeking to hire a Deputy Director of Operations.This position serves as a key member of the department's management team, overseeing Administration and Finance (A&F). This position reports directly to the Department Head and oversees a team of approximately 17 staff (4 direct reports). The Director of Administration and Finance is a strategic leadership position that contributes to the success of the department that has the following mission: The Boulder County Community Services Department provides services in partnership with the community that enhance quality of life, support and protect Boulder County's diverse community of adults, children, families, and elders, and promotes economic independence and self-sufficiency. The Deputy Director must be a forward-thinking, enthusiastic, highly emotionally intelligent, and skilled leader with a solid understanding of the importance of equity and the department's mission to meet evolving community needs.</p> <p>CSD employs over 250 employees who work to support residents in Boulder County with a population of around 335,000. We work collaboratively with other County departments, as well as many community partners in the areas across the life span including young children, youth, adults seeking economic stability, older adults, those seeking mental health treatments and support, and those involved in the criminal justice system. We value and prioritize organizational justice, racial equity, and removing barriers that prevent residents from attaining and maintaining overall well-being, which encompasses physical, mental, and social health, as well as an ability to participate in and enjoy life's activities.</p> <p>This position serves as a key member of the department's management team. Position responsibilities include overseeing 4 managers in the areas of budget, audit, finance, and accounting; contracts, procurement, and grants management; personnel including hiring, onboarding/offboarding, payroll, and volunteer management; facilities management; and business operations, process improvements, and special projects. The position is responsible for managing the creation of streamlined processes and procedures for staff to navigate complex business processes using an inclusive and collaborative approach to support responsive and adaptive community programming.</p> <p>This is a full-time, benefitedposition that will work Monday - Friday 8:00am - 4:30pm.This position will work out of 3482 Broadway St., Boulder, Colorado. Under Fair Labor Standards Act (FLSA) guidelines, this position is exempt.</p> <p>Boulder County requires its employees to reside in the state of Colorado as of the first day of work.</p> <p>Hiring Salary Range: $117,912.00 - $143,850.00 Annually</p> <p>Tentative Hiring Timeline:</p> <ul> <li>Phone Screening: August 25th </li><li>First Round Interviews: September 1st </li><li>Second Round Interviews: September 8th </li><li>Reference Check: September 9th </li></ul> <p>New employees receive an80-hour bank of vacation at the time of hire, in addition to 8 hours of both vacation and medical leave accruals each month (Must not have been employed at Boulder County during the 12 months prior to re-hire date to qualify). Visit studentaid.gov for more information.</p> <p>Examples of Duties</p> <p>In partnership with managers and department head:</p> <ul> <li> <p>Represents the department and provides leadership role in partnership with the Department Head.</p> </li><li> <p>Maintain current systems that respond to county initiatives and support employee implementation.</p> </li><li> <p>Design, implement, and periodically assess administrative and operational abilities to respond to the multiple and diverse needs of six divisions.</p> </li><li> <p>Respond to new county systems, initiatives, policies and procedures to ensure the department's responsiveness and compliance while representing and providing solutions to potential unique needs/issues that result</p> </li><li> <p>Create long-term financial strategies to support the organization's mission and goals</p> </li><li> <p>Work closely with management to prepare annual budgets, provide monthly reports, and represent the agency on administrative and financial matters to the County Administrator and Board of County Commissioners</p> </li><li> <p>Design, implement, and periodically assess internal controls to mitigate financial risks</p> </li><li> <p>Oversee all audit processes for CSD, ensuring compliance with regulatory requirements</p> </li><li> <p>Ensure fiscal policies and procedures that ensure financial transparency and accountability</p> </li><li> <p>Develop and maintain strong positive relationships with governing, funding, and regulatory agencies, including Boulder County departments and offices, the State of Colorado, and community partners. Key County partners include Human Services, Boulder County Public Health, Human Resources, the Office of Financial Management, and the County Attorney's Office</p> </li><li> <p>Supervise asset management and review proforma financial analysis to inform decision-making</p> </li><li> <p>Models and promotes organizational values such as equity, collaborative leadership and management, excellent service, teamwork, and respect for diversity</p> </li><li> <p>Sets a tone of leadership that creates an inclusive and team-oriented approach to bring forward data informed decision making and solutions-focused approaches</p> </li><li> <p>Develops and maintains processes, procedures, and onboarding and training plans to ensure that all program coordinators and managers contribute to strong fiscal oversight for all CSD funding sources</p> </li><li> <p>Leads agency administrative and finance team during emergencies and ensures fiduciary responsibilities as part of response and recovery efforts</p> </li><li> <p>Performs related work, as required</p> </li><li> <p>May be reassigned during emergency situations</p> </li></ul> <p>Required Qualifications</p> <p>PLEASE NOTE: When completing your application describe all relevant education and experience, as applications are assessed based on the required qualifications listed. Any combination of relevant education and experience is encouraged. In this position, we are looking for a minimum of a high school diploma and 7yearsofadministration experience, including at least 3 years in a supervisor capacity.</p> <p>DRIVER'S LICENSE& RELIABLE VEHICLE:</p> <ul> <li>Applicants must have a valid driver's license and a clean driving record </li><li>For more information regarding a clean driving record, please clickhere. </li></ul> <p>Supplemental Information</p> <p>PREFERRED QUALIFICATIONS:</p> <ul> <li>Bachelor's degree in Finance, Accounting, Business Administration, or a related field </li><li>7 years of progressive experience in a combination of business information technology, administrative management, budget oversight, human resources, and fiscal responsibilities, with at least 3 years in a senior leadership role </li><li>MBA or CPA </li><li>10 or more years of experience in finance management </li><li>7 or more years of experience in relevant local government experience </li><li>Experience implementing and maintaining internal controls and LEAN and CQI (continuous quality improvement) initiatives </li><li>Familiarity with financial data systems, such as Oracle, and demonstrated skill in optimizing the use of technology to provide services and improve processes </li><li>Demonstrated commitment to social justice, service to the community, and groups or communities at a higher risk of experiencing poor physical, psychological, or social health outcomes due to various factors. </li><li>Experience advancing equity through organizational structures. </li></ul> <p>KNOWLEDGE, SKILLS, & ABILITIES:</p> <ul> <li> <p>Knowledge of principles and practices of business and public administration</p> </li><li> <p>Skilled in the management, administration, and supervision of financial, budgeting, contract management, and procurement practices</p> </li><li> <p>Strong analytical skills and the ability to interpret complex financial data to inform decision-making</p> </li><li> <p>Experience developing and implementing change management plans</p> </li><li> <p>Demonstrated experience cultivating a positive organizational culture</p> </li><li> <p>Excellent communication and interpersonal skills, with the ability to effectively interact with diverse stakeholders</p> </li><li> <p>Proven leadership abilities, including the ability to motivate and develop a high-performing team</p> </li><li> <p>Skilled in leading programs and people, including the ability to motivate, encourage, support, and coach staff to optimum performance</p> </li><li> <p>Ability to work collaboratively with other agencies, peers and the public</p> </li><li> <p>Independent judgment and ability to work effectively under pressure</p> </li><li> <p>Demonstrated skill in conflict resolution, mediation, negotiation, and problem solving, demonstrating flexibility and creativity to achieve the agency's strategic goals.
