<p>Institutional Review Board Chair</p> <p>Part Time</p> <p>Remote, US</p> <p>Salary Range: $36,000.00 To $45,000.00 Annually</p> <p>Position Description</p> <p>Part-time, 12-Month</p> <p>INSTITUTION OVERVIEW:</p> <p>Founded in 1927 by a Navy veteran, Capitol Technology University is a regionally accredited institution that blends academic excellence with career focused practical learning experience. Capitol Tech is the only independent university in Maryland dedicated to STEM and offering evening and online classes at all levels. The University offers unique commitments to on-campus undergraduate students that include a salary guarantee and a Chargers Assistance Program that helps students pay back their loans if they do not find full-time work within 90 days of graduation. Capitol is distinguished by its progressive approach to higher education.</p> <p>POSITION OVERVIEW:</p> <p>The successful candidate will be passionate about working directly with Master's and Doctoral students to guide them through the Institutional Review Board (IRB) process for their Master's thesis or Doctoral dissertation research and assist faculty in mentoring their students on implementing ethical considerations for their research studies. The Chair of the IRB leads the university's efforts to ensure ethical and compliant research involving human subjects. The Chair is responsible for overseeing IRB activities in accordance with federal regulations, institutional policies, and ethical standards. This includes the review and approval of research protocols submitted by students, faculty, and staff. The Chair ensures that the rights, welfare, and privacy of research participants are protected throughout the research process. This is a 12-month position which maintains a high level of visibility with our on-campus and online students, reporting to the Dean of Graduate School.</p> <p>We invite applications for a part-time Institutional Review Board Chair. Applicants with traditional and non-traditional backgrounds in Research are welcome to apply.</p> <p>Estimated start date: September 1, 2025</p> <p>DUTIES AND RESPONSIBILITIES:</p> <p>Leadership & Oversight</p> <ul> <li>Provide leadership to the IRB and guide ethical decision-making for all human subjects research. </li><li>Preside over IRB meetings and ensure quorum and regulatory compliance during reviews. </li><li>Ensure IRB procedures align with federal regulations (e.g., 45 CFR 46), state laws, and university policies. </li><li>Monitor changes to federal and state research compliance regulations and update institutional procedures accordingly, promoting a culture of compliance and ethical research at the university. </li><li>Manage application submissions, meeting schedules, and records, ensuring documentation of IRB activities is complete and accessible for internal and external audits. </li><li>Coordinate and participate in the review of research proposals involving human subjects. </li><li>Determine appropriate review levels (exempt, expedited, full review). </li><li>Ensure timely processing and communication of IRB decisions to investigators. </li><li>Maintain consistency in the application of ethical standards, especially for student-led research. </li><li>Manage application submissions, meeting schedules, and records, ensuring documentation of IRB activities is complete and accessible for internal and external audits. </li><li>Prepare annual reports and documentation for federal assurances (e.g., FWA). </li><li>Support and train IRB members in federal regulations and ethical guidelines (e.g., Belmont Report, CITI training). </li><li>Provide outreach and guidance to faculty, staff, and graduate students on research ethics and IRB policies. </li><li>Evaluate and enhance IRB processes for greater efficiency and transparency. </li><li>May be required to perform other related tasks as assigned by the Dean of Graduate School and/or Vice President. </li></ul> <p>POSITION QUALIFICATIONS:</p> <ul> <li>Doctoral degree from an accredited institution of higher learning. </li><li>Must be able to work in the U.S. without sponsorship as the college is unable to provide sponsorship. </li><li>Extensive knowledge of subject matter and relevant topics and issues in the research discipline, including, but not limited to, qualitative and/or quantitative methodologies, statistical testing, data analysis techniques, understanding of relevant analysis software, and in-depth understanding of the ethical principles of research. </li><li>Experience conducting and/or supervising human subjects research. </li><li>Familiarity with federal IRB regulations, policies, and ethical frameworks; Current CITI IRB Administrator certification required within 30 days of hire. </li><li>Prior IRB membership or experience preferred. </li><li>Demonstrated leadership, organizational, and communication skills. </li><li>Commitment to ethical research and human subject protection. </li><li>Commitment to collegiality with faculty and staff in support of the university's mission and goals. </li><li>Excellent communication skills, and the ability to work with faculty, students, and industry partners on various projects. </li><li>Ability to master the use of the technology platforms used to support administration of the IRB process. </li><li>Ability to maintain confidential information. </li><li>Desire to further the mission of Capitol Technology University. </li></ul> <p>PHYSICAL DEMANDS: Requires sitting occasionally for extended periods of time, and repetitive motions for operating computer mouse and keyboard. Hearing and effectively communicating on the telephone, the online learning environment, and in person.
