<p>Overview</p> <p>This position will provide support to ORNL organizations to ensure the planning, cost maintenance, and executing of various project schedule goals and objectives. This is a senior level position supporting the project controls efforts on either a large-scale scientific research & development project or large scientific instrument project.</p> <p>Responsibilities</p> <ul> <li> <p>Work with the project controls lead and Control Account Managers (CAMs) to develop and maintain:</p> </li><li> <p>Project work breakdown structure (WBS) and dictionary.</p> </li><li> <p>Summary and detailed, logic driven, resource loaded schedules.</p> </li><li> <p>Summary and detailed cost estimates.</p> </li><li> <p>Actual costs and accrual integration.</p> </li><li> <p>Risk identification and risk analysis.</p> </li><li> <p>Change control</p> </li><li> <p>Provide day-to-day support to the project with schedule and cost maintenance and status, forecasting and conducting what-if analysis.</p> </li><li> <p>Assist in generating monthly reports on project status and performance, to include analysis on SPI/CPI, variance explanation and critical path and near critical paths.</p> </li><li> <p>Attend technical and management meetings to understand and report status accurately.</p> </li><li> <p>Perform ad-hoc activities as directed by the project controls lead.</p> </li><li> <p>Support the CAMs and project management staff in preparing for various project reviews, including internal and external project status reviews.</p> </li><li> <p>Develop, present, and reinforce project management process and systems training for all applicable project staff, specifically the project control account managers (CAMs).</p> </li></ul> <p>Qualifications</p> <ul> <li> <p>BS/BA in project or construction management, business, engineering or equivalent.</p> </li><li> <p>Five years of experience successfully performing project controls duties as noted above for research-based project(s) within the DOE or Department of Defense (DOD).</p> </li><li> <p>Five years of project experience working within an EVMS environment compliant with EIA-748; to include setting baselines, incorporating baseline changes, producing monthly reports and variance analyses.</p> </li><li> <p>Solid understanding of project controls best practices regarding scope, time, cost, change and risk management; and a complete understanding of DOE Order 413.3b and EIA-748 compliant EVM.</p> </li><li> <p>Significant experience with Primavera and EVM cost processors.</p> </li></ul> <p>Preferred Qualifications, Skills, Knowledge, and Abilities:</p> <ul> <li> <p>Project Management Professional (PMP) certification.</p> </li><li> <p>BS/BA in project or construction management, business, engineering or equivalent.</p> </li><li> <p>Eight years of experience successfully performing project controls duties as noted above for research-based project(s) within the DOE Office of Science within a national laboratory environment.</p> </li><li> <p>Eight years of project experience working within an EVMS environment compliant with EIA-748 and DOE Order 413.3b.</p> </li><li> <p>Experience with the DOE PARS II reporting system.</p> </li><li> <p>Significant hand-on experience with: Oracle Primavera, Deltek Cobra or similar cost processors, risk analysis and simulation software, change control applications, and custom system and report development.</p> </li><li> <p>Experience in developing and presenting training on project management principles or tools, specifically CAM training.</p> </li><li> <p>Experience with preparing for and participating in Independent Project Reviews (IPRs) and EVMS surveillance reviews.</p> </li><li> <p>Very strong communications skills, with the ability to successfully interact with DOE, project reviewers, senior laboratory management and senior project staff members.</p> </li><li> <p>High level of professionalism, personal integrity, and dependability</p> </li><li> <p>Adept at working in a cross-functional environment in a highly collaborative manner.</p> </li><li> <p>Extremely organized and able to conceptualize solutions when faced with complex challenges.</p> </li></ul> <p>Special Requirements:</p> <ul> <li> <p>Pre-employment Drug Screen - External applicants selected for this position are required to successfully complete a post-offer, pre-employment drug test.</p> </li><li> <p>Medical Exam(s) - Job related pre-placement medical examinations may be required for this position.</p> </li><li> <p>This position may require the ability to obtain and maintain a clearance from the Department of Energy. If determined as such, this position would be identified as a Workplace Substance Abuse (WSAP) testing designated position.
