<p>Description and Functions</p> <p>Open Until Filled</p> <p>GENERAL DESCRIPTION:</p> <p>Administer the Dam and Reservoir Program which is responsible for the identification, evaluation, permitting, and construction of new dams and proposed expansions of existing dams. Also, assist in managing the state's water investments. Work closely with the Director as well as other state and federal agencies.</p> <p>Human Resource Contact: Kelly Joppa / 307-777-6036 /kelly.joppa@wyo.gov</p> <p>ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function that may be performed at the job level.</p> <ul> <li>Responsible for the Dam and Reservoir Division and monitors legislation or administrative actions that may affect Wyoming. </li><li>Responsible for agency-owned, operated, and managed reservoir facilities. </li><li>Sets policy, rules, regulations, and guidelines. </li><li>Participates in National and Regional organizations. </li><li>Monitors Federal legislation and administration activities relative to agency-specific issues. </li><li>Coordinates with other Wyoming state agencies. </li><li>Manages employees, work, and products of the entire Division. </li><li>Responsible for implementing the goals and mission tasks of the Dam and Reservoir Division or significant programs as determined by the Agency Director. </li><li>Reviews and evaluates the work of subordinate employees to ensure program goals and objectives are met. Responsible for policy-making and planning efforts, budget matters, and personnel issues. </li><li>Designs and implements projects specific to the Division. </li><li>Counsels legislators, attorneys, engineers, and the public regarding program issues. </li><li>Provides project management for special projects, including researching, editing, planning, and presenting results. </li><li>Assists the Director in budget preparation and is responsible for managing costs. </li><li>Represent the program by consulting with high-level officials in industry, other state agencies, the federal government, non-governmental organizations, and members of the public. Explain policies, goals, and program activities. Ensure that program activities are consistent with department policies and that they achieve department goals. </li><li>The final authoritative source of knowledge in this technical field and related fields. </li><li>Performs a full range of the most highly complex tasks that include: the supervision of others, interpreting data, developing and interpreting rules and regulations, and taking actions in making critical decisions. </li></ul> <p>Qualifications</p> <p>PREFERENCES:</p> <p>Preference will be given to applicants who are currently licensed or are eligible for licensure as a Professional Engineer in the State of Wyoming. The ideal candidate will have experience in the permitting, designing, construction, and/or operation of dams and reservoirs.</p> <p>KNOWLEDGE:</p> <ul> <li>Knowledge of Wyoming water law, general understanding of water laws of surrounding states; federal and state legislative processes; rulemaking procedures; case law interpretation; and compacts and decrees to which Wyoming is a party. </li><li>Knowledge of hydrologic processes and ability to review technical information and condense that review into a summary understandable to the lay public. </li><li>Knowledge of Wyoming environmental law and permitting processes; federal environmental law and requirements applicable to delegated programs; general understanding of regional environmental programs and requirements. </li><li>Knowledge of environmental requirements (NEPA) as related to dam and reservoir projects. </li></ul> <p>MINIMUM QUALIFICATIONS:</p> <p>Education:</p> <p>Bachelor's Degree(typically in The Sciences)</p> <p>Experience:</p> <p>3-5 years of progressive work experience (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor</p> <p>OR</p> <p>Education & ExperienceSubstitution:</p> <p>6-8 years of progressive work (typically in The Sciences) with acquired knowledge at the level of a Natural Resources Program Supervisor</p> <p>Certificates, Licenses, Registrations:</p> <p>Specific to each agency, please refer to recruitment.</p> <p>Necessary Special Requirements</p> <p>PHYSICAL WORKING CONDITIONS:</p> <ul> <li>Travel is required. </li></ul> <p>NOTES:</p> <ul> <li>This is an At-will position and serves at the pleasure of the director. </li><li>FLSA: Exempt </li></ul> <p>Supplemental Information</p> <p>029-Wyoming Water Development Commission</p> <p>Clickhere to view the State of Wyoming Classification and Pay Structure.</p> <p>URL:http://agency.governmentjobs.com/wyoming/default.cfm</p> <p>The State of Wyoming is an Equal Opportunity Employer and actively supports the ADA and reasonably accommodates qualified applicants with disabilities.</p> <p>Class Specifications are subject to change, please refer to the A & I HRD Website to ensure that you have the most recent version.</p>
