<p>Job Title: Planner I</p> <p>Department: Community Development</p> <p>Reports To: CED Director</p> <p>Status: Full Time, Non-Exempt (Hourly)</p> <p>Wage: $26.91 -$ 35.91 DOE</p> <p>Close Date: August 20th, 2025</p> <p>Hours: Monday-Friday 8:00AM-5:00PM</p> <p>Position Summary:</p> <p>This position is responsible for performing a variety of entry-level and technical duties related to established planning, zoning, and developmental activities This position is responsible for facilitating the work of the Planning Commission and assisting the CED team in ensuring orderly development by applying and interpreting adopted land use ordinances.</p> <p>Essential Duties and Responsibilities:</p> <ul> <li>Respond to general planning questions such as questions about accessory structures, zoning, and application processes, etc.; </li><li>Process minor and major conditional use permit applications such as signs, accessory structures, telecommunication, home occupations, etc.; </li><li>Review building permit site plans for planning compliance for single family homes, commercial projects, accessory structures, decks, and pools, etc.; </li><li>Assist the Public Works Department in the management of bonds required for improvements in subdivisions and site plans; </li><li>Assist the Public Works Department with start of and end of warranty periods for improvements in subdivisions. </li><li>Create GIS maps and other graphic materials, such as zoning map, general plan map, other maps or illustrations as requested; </li><li>Manage Civic Review database for planning applications. </li><li>Assist other planning staff with planning application submittals. Collect payment, ensure complete applications, and facilitate plan distribution to entire development review team including fire, engineering, and planning. </li><li>Manage project folders; </li><li>Prepare and assist with Planning Commission Meetings, such as: set up conference room, coordinate Commissioners' end of service recognition, set up new member training, facilitate with IT needs, maintain attendance logs, prepare public hearing noticing, prepare agendas & minutes; </li><li>Serve as support staff to Community and Economic Development Department and City Administration, </li><li>Maintain a productive working environment which includes, but is not limited to, a spirit of cooperation with co-workers, peers, and the public, </li><li>Other duties as assigned by the Community and Economic Development Director and/or the City Manager. </li></ul> <p>Required Knowledge, Skills, and Abilities:</p> <ul> <li>Knowledge of planning principles including zoning; computer software programs, including Microsoft Office Suite, ArcGIS, and Adobe Acrobat. </li><li>Skilled in working with the public to answer phone and counter questions; records management and filing procedures; using good judgement and be detail oriented. </li><li>Ability to perform professional level duties including routine administrative tasks; perform compliance checks on land use, develop map and graphic materials; coordinate with other City staff; Operate standard office equipment including computer, photocopier, etc.; communicate effectively, verbally, and in writing, and possess proficient English composition, spelling grammar, and related correspondence skills; perform basic mathematical computations; develop and maintain effective working relationships with other departmental and City employees, support agencies, and the public; manage small projects with minimal guidance and supervision. </li></ul> <p>Physical Demands:</p> <p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. Duties require sufficient mobility to work in a typical office setting and use standard office equipment; sustained posture in a seated position for prolonged periods of time. Must drive to development site and place noticing signage at correct address. Ground may be uneven, exposed to sun, rain, snow, or temperature fluctuations.</p> <p>Work Environment:</p> <p>The work environment characteristics described here are representative of those an employee encounters while performing the essential functions of this job. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions of this position.</p> <p>The noise level is usually moderately quiet in office settings. Occasional exposure to outside conditions for data collection, posting of public noticing, or general development project research.</p> <p>Minimum Qualifications:</p> <ul> <li>Must have a Bachelor's degree in planning, geography, or related field from an accredited college or university; OR </li><li>Two years of post-secondary education in planning, geography, or a related field; AND one to two years of experience in performing such duties as permit processing, ordinance enforcement, technical planning, or a field that would demonstrate an understanding of planning concepts and the land use development process; OR </li><li>An equivalent combination of education and experience; </li><li>Valid Utah Driver's License or ability to get within 2 weeks of hire </li></ul> <p>Application Instructions:</p> <p>Qualified applicants must complete a Syracuse City employment application online at www.syracuseut.gov.
