<p>Job Responsibilities</p> <p>THIS IS AN INTERNAL POSTING FOR CURRENT SOUTH CAROLINA DEPARTMENT OF PUBLIC SAFETY (SCDPS) EMPLOYEES ONLY.</p> <p>The Emergency Management Unit (EMU) Officer plays a key role in assisting the Emergency Management command staff in the planning, development, and execution of operational strategies related to traffic management during man-made and natural disasters. The position ensures the preservation of public order, protection of life, and the smooth coordination of traffic incident management efforts. Additionally, this role involves the design and delivery of training programs focused on incident command, emergency planning, and traffic management.</p> <p>Project Management and Operational Planning Support: Assist in the planning, coordination, and execution of project management and operational readiness initiatives within the Emergency Management Unit (EMU) and State Emergency Support Function (ESF) 16. Responsibilities include developing and facilitating emergency management training exercises (tabletop, functional, and full-scale) to ensure organizational preparedness for natural and man-made disaster response operations.</p> <p>Incident Action Planning: Contribute to the development and implementation of Incident Action Plans (IAPs) for emergency response and recovery operations. Support planning efforts for natural disasters, man-made incidents, and pre-scheduled events in coordination with EMU and ESF 16 stakeholders.</p> <p>Operational Oversight: Provide day-to-day support and guidance to assigned personnel within the EMU and ESF 16. Serve as support officer during activations of the State Emergency Operations Center (SEOC) or Operations Control Center (OCC), supporting efficient task execution and adherence to emergency protocols.</p> <p>Liaison and Public Engagement: Act as a liaison between SCDPS and various governmental agencies, non-governmental organizations, and community stakeholders. Represent the department in public forums by presenting evacuation plans and promoting public awareness on emergency traffic operations and disaster preparedness.</p> <p>Traffic Enforcement and Public Safety Support: Perform routine and emergency traffic enforcement duties to support overall public safety and ensure effective traffic management during both daily operations and emergency incidents.</p> <p>Minimum and Additional Requirements</p> <p>State Minimum Requirements:</p> <p>A high school diploma and experience performing patrol or investigative duties with a public law enforcement agency. A bachelor's degree may be substituted for the required law enforcement experience.</p> <p>Agency Minimum Requirements:</p> <p>A high school diploma and five (5) years experience in law enforcement and has held the rank of Lance Corporal within the South Carolina Highway Patrol (SCHP) for a minimum of six (6) months.</p> <p>Strong interpersonal skills are essential for building effective working relationships across agencies.</p> <p>Employees should have basic knowledge of emergency management principles and the incident command system, along with effective communication, organizational, and time-management skills.</p> <p>The ability to work under pressure, both independently and as part of a team, is critical.</p> <p>Employees work under general supervision and are expected to follow established policies, procedures, and emergency management protocols.</p> <p>This role requires a high level of independence, discretion, and sound judgment, especially during emergency operations.</p> <p>Must be capable of making decisions in dynamic and high-pressure environments while ensuring coordination with internal leadership and external partners.</p> <p>This position may require extended hours, including nights, weekends, and holidays, especially during emergency activations or planned events.</p> <p>Employees must be able to work in high-stress environments, both in an office setting and in the field, including the State Emergency Operations Center.</p> <p>Occasional overnight travel and deployment within the state may be necessary.</p> <p>Preferred Qualifications</p> <p>The ability to become proficient in Microsoft Office products is preferred.</p> <p>Additional Comments</p> <p>The South Carolina Department of Public Safety is committed to providing equal employment opportunities to all individuals regardless of race, color, religion, sex, age, disability, pregnancy (including childbirth or related medical conditions), or national origin.
