<p>Job Responsibilities</p> <p>Come join our team at the Department of Labor, Licensing and Regulation (LLR) where you will experience work-life balance, great benefits, and an exciting career that supports the Agency's mission to make South Carolina a safe place to work and live.</p> <p>Responsibilities</p> <ul> <li>You will serve as the Agency's Procurement Director to oversee, plan, and organize all procurement activities in compliance with agency, state, and federal regulations and policies. </li><li>You will serve as the Agency's chief liaison with the Materials Management Office and work directly with the SC Fiscal Accountability Authority to ensure compliance and approval of purchases and projects that exceed Agency authorization. </li><li>You will initiate and direct the execution of routine and complex procurements, prepare solicitation contracts and documentation for bid requests, conduct pre-bid conferences, and coordinate and evaluate contractual agreements. </li><li>You will serve as the Agency's Purchasing Card Administrator and oversee the purchasing card program, ensuring that cards are used properly and in compliance with the Procurement Code and Agency policies and guidelines. </li><li>You will oversee the disposal of all Agency-owned assets and reconcile internal reports and systems to ensure accurate inventory status and reporting. </li><li>You will oversee the Fleet Management program for owned and leased vehicles. </li><li>You will provide guidance for Capital Permanent Improvement Projects and, as requested, attend meetings related to these projects and lease agreements. </li><li>You will supervise the activities of procurement staff and work collaboratively with other Agency administrative teams. </li><li>You will perform other duties as assigned such as preparing and submitting insurance documents, recommending process improvements, directing compliance with procurement audits, preparing reports, revising policies and procedures, and providing strategic direction for the Agency's procurement activities. </li></ul> <p>Minimum and Additional Requirements</p> <p>Minimum Qualifications</p> <ul> <li>A bachelor's degree and experience in procurement and contract management. (A combination of education, relevant training, and/or experience may be considered in substitution for the bachelor's degree, upon approval by Human Resources.) </li></ul> <p>Preferred Qualifications</p> <ul> <li>Certified Professional Public Buyer (CPPB), a bachelor's degree and three (3) years of governmental purchasing and contract experience. </li><li>Knowledge of rules, regulations and provisions of the Consolidated Procurement Code. </li><li>Knowledge of the quality of the materials being purchased. </li><li>Knowledge of procurement management, property management, inventory control and supply functions. </li><li>Knowledge of suppliers of various goods and services. </li><li>Ability to identify and analyze factors related to the awarding of contracts. </li><li>Ability to train other personnel and supervise their work. </li><li>Ability to direct and advise staff members. </li><li>Ability to establish and maintain effective working relationships. </li><li>Ability to analyze needs and resources and to recommend and communicate solutions effectively. </li><li>Ability to exercise judgment and discretion in applying and interpreting a variety of policies and procedures. </li><li>Ability to communicate in a clear and effective manner. </li></ul> <p>Other Requirements</p> <ul> <li>Position works in an office environment with extended periods of sitting and standing. </li><li>Occasional local travel. </li><li>Occasional work outside of standard Agency business hours.
