<p>Description and Functions</p> <p>Open Until Filled</p> <p>GENERAL DESCRIPTION:</p> <p>The Deputy Director for the Wyoming Military Department supervises the State Military Affairs Office. This position is responsible for all state funds expended by the Wyoming National Guard, all building maintenance and repair projects done by the Wyoming National Guard, and all construction done by the Wyoming National Guard. It is responsible for all transactions and land leases entered into by the Wyoming National Guard and all contracts entered into and executed by the state on behalf of the Wyoming Military Department.</p> <p>Human Resource Contact: Molly Skala / molly.skala@wyo.gov</p> <p>ESSENTIAL FUNCTIONS: The listed functions are illustrative only and are not intended to describe every function which may be performed in the job level.</p> <ul> <li>Supervision and leadership: Reports to the Adjutant General and serves as the Deputy Director for the Wyoming Military Department, consisting of over 200 state employees. Directly supervises four employees and manages the State Military Affairs Office, consisting of ten employees. </li><li>State Budget: Responsible for the management, preparation, and execution of the state budget. The total budget amount changes every two years. Authorizes state position budgets and approves filling all vacant state positions. Reviews agency state position reclassification requests. </li><li>Interagency and Legislative Coordination: Responsible for developing the agency's State Biennial budget and providing input on all other agency state legislative efforts in coordination with the Adjutant General. Coordinate and advocate for the budget, supplemental budget, and other legislative matters with the State Budget Office, the Governor's office, and state legislative committees and members. </li><li>State Military Construction: Directs, negotiates, and manages multimillion-dollar construction contracts around the state for the agency. Coordinates with the Wyoming State Construction Department and the Military Department, Federal officials on construction projects. </li><li>State Facilities Management: Oversees all state and federal/state facilities located in over 20 locations around the state in coordination with the agency's Construction and Facilities Management Office. </li><li>Land Acquisition and Transfer: Performs a leading role in assisting the Adjutant General for all land and facility transactions and transfers, including negotiating easements, land and building rental agreements, and disposal actions. </li><li>Serves as the state Cooperative Agreement Program Manager (CAPM): Ensures proper funding reimbursement for all federally reimbursed state positions that fall under Cooperative Agreements with the National Guard Bureau. </li><li>State Grazing Program: Directs and oversees grazing activities at Camp Guernsey, the agency's 80,000+ acre training facility in Platte County. Negotiates leases with the Wyoming Office of State Lands and Investments and Grazers as needed. Coordinates during lease agreements with Grazers for projects on the land. </li><li>Agency Grievance Hearing Official-Serves as a hearing official for agency grievances when assigned by the Agency Head.
