<p>Posting closes on 4/28/2025</p> <p>This position is responsible for management and supervision in the Planning & Research Division and performing complex professional engineering.</p> <p>Examples of Work</p> <p>The following examples are intended only as illustrations of various types of work performed. No attempt is made to be exhaustive. Related, similar, or other logical duties are performed as assigned. The Department may require employees to perform functions beyond those contained in job descriptions. The Department may modify job descriptions based on Department needs. The Arkansas Department of Transportation is an "at will" employer.</p> <ul> <li>Supervise and review staff including hiring, terminating, evaluating performance of, approving timecards for and administering disciplinary actions to subordinate staff. </li><li>Organize and provide technical supervision of complex transportation planning activities. </li><li>Coordinate, oversee, and provide technical supervision to engineers and planners working on transportation studies. </li><li>Provide technical editing for published reports and documents pertaining to transportation planning produced within the Division. </li><li>Interact with planning and engineering personnel from other agencies and organizations as well as elected officials and public citizens. </li><li>Oversee production of reliable and accurate inventory and traffic data. </li><li>Represent the Department as an expert in matters involving transportation planning. </li></ul> <p>Additional Examples of Work Applicable to the Statewide Planning Section</p> <ul> <li>Supervise the preparation of traffic forecasts and the development and use of travel demand models. </li><li>Supervise and coordinate the development of project-development deliverables such as project purpose and need and scoping. </li><li>Review detailed traffic operations analyses performed using industry-standard methods (such as the Highway Capacity Manual) and common software tools (such as Synchro/SimTraffic, Vissim, the Highway Capacity Software, and Sidra). </li><li>Supervise the development of road user costs and benefit-cost analyses. </li><li>Review traffic impact studies and provide recommendations for access control. </li></ul> <p>Additional Examples of Work Applicable to the Performance Management Section</p> <ul> <li>Coordinate with other Divisions on system performance reporting and target setting, including the Highway Performance Monitoring System (HPMS) and Transportation Performance Management measures. </li><li>Supervise air quality planning and analysis activities. </li><li>Supervise the maintenance and improvement of system inventory data. </li><li>Supervise grant-related activities, including project recommendations, application development, reporting, and inter-agency coordination. </li></ul> <p>Minimum Requirements</p> <p>Education and experience: Possession of a current Arkansas license* to practice professional engineering. Multimodal transportation planning related experience. Experience and/or training in conducting transportation planning studies with a state or local planning organization.</p> <p>Knowledge, skills and abilities: Effective leadership and effective oral and written communication skills. Advanced organizational skills. Ability to interpret and apply Department policies and procedures. Ability to represent the Department in public, conduct meetings, and chair committee sessions. Thorough knowledge of Microsoft Office Suite. Advanced knowledge of engineering practices and principles.</p> <p>Working conditions: Office environment. Occasional statewide travel.</p> <p>Other licenses, registrations and certifications: Valid driver's license</p> <ul> <li>The Department will consider applicants with Professional Engineering licenses from other states, with the condition that a reciprocal Arkansas license be obtained within 180 days of hire. Failure to obtain the Arkansas license within this time period may result in immediate termination. Candidates are responsible for verifying eligibility for reciprocity with the Arkansas PE Board before accepting a position. </li></ul>
