<p>JOB SUMMARY</p> <p>Under the general direction of the Human Resources Manager, performs responsible personnel administration work in carrying out City policies and procedures relating to a wide variety of Human Resources programs and activities. The Human Resources Coordinator is expected to serve as a liaison between the Human Resources Division and the Finance Department on all HRIS/Payroll related issues. The Human Resources Coordinator reviews, processes, and validates all employment documentation associated with the compilation, recording, and maintenance of an accurate and timely payroll, and maintains personnel record data through system maintenance. Responsible for the submission of mass changes, updating employee records, researching/resolving employee payroll and benefit issues. As a member of a cross-functional team, the incumbent will assist with duties of other Human Resources Coordinators who serve areas such as benefits, recruitment and training, performance management, risk management, and union contract interpretation. Employee is also responsible for interpreting existing personnel ordinances, policies and procedures; addressing employee complaints or concerns; and acting as liaison to outside organizations and agencies.</p> <p>ESSENTIAL JOB FUNCTIONS</p> <ul> <li>Assists the Human Resources Manager in establishing goals and objectives for the Division; attends meetings representing the Division in personnel matters. </li><li>Keeps informed about new rulings, changes in laws, and changes in regulations and recommends policy adjustments as needed. </li><li>Reviews, validates, and processes all changes to personnel record according to policies, including personnel and/or Personnel Action Forms (PAF). Posts changes and/or adjustments to personnel files such as new hires, transfers, reclassifications, terminations, retirements, overpayments, and/or underpayments, wage increases/decreases, deduction changes, sick leave bank requests and approvals, garnishment deductions, and any other changes to personnel status. </li><li>Prepares and process PAFs to report current payroll data for the departments; analyzes forms for accuracy of pay calculations, position assignments, pay grade adjustments, vacancies and type of action to be performed; completes paperwork on new hires, promotions, transfers, additional pays, etc. to include calculation of salary, dates, position information and other data as necessary; provides records of all personnel action transactions to Finance/Payroll department and maintains file copies. </li><li>Responsible for all aspects of data maintenance, reviews and modifies data, administers system configuration code changes to comply with policy or procedures, union contracts, system Fiscal Year and End of Year maintenance for applications in the HRIS. Maintains self-service applications and other updates as needed. </li><li>Writes reports and conducts analyses using various systems and tools (e.g., Cognos, SunGard NaviLine HTE, BenTek, NeoGov, etc.) </li><li>Performs research and compiles information related to surveys for salaries, EEO, Affirmative Action Planning (AAP), Department of Labor, and other various surveys. </li><li>Ensures compliance so that any employee materials such as employment forms, handbooks, toolkits, etc. are updated and current with regard to current HR related policy, procedures, and union contracts. </li><li>Supports active compliance efforts by organizing periodic audits of HR-related records, HR programs, services, practices, etc. to determine compliance status; also organizes periodic internal audits for compliance of internal wage payment processes for compliance with FLSA/Wage & Hour regulations. Analyzes results of audits and formulates recommendations regarding any findings. </li><li>Assists the Human Resources Manager in maintaining data for EEO-4 reports, AAP, I-9 compliance, and other reports as required. </li><li>Assists the Human Resources Manager in investigating matters related to re-allocation of positions, working conditions, disciplinary actions and employee grievances. </li><li>Interprets the personnel policies and union contracts for department heads, supervisors, union representatives, other agencies, and the public. </li><li>Assists the Human Resources Manager in preparing for union negotiations and prepares surveys/reports/information to assist in the formulation of contract language and wage and pay scales. </li><li>Prepares periodic, routine and special reports for the Human Resources Manager relating to the operation of the organization. </li><li>Establishes and maintains cooperative working relationships with city officials and employees, the general public and representatives of other agencies toward the accomplishment of assigned projects. </li><li>Responds to Unemployment Compensation Claims related activities and oversees public records requests as needed. </li><li>Performs other related job duties as assigned. </li><li>Essential Employees may be required to work during declared or undeclared emergency. </li></ul> <p>Knowledge, Skills and Abilities:</p> <ul> <li>Knowledge of Human Resources practices and procedures. </li><li>Knowledge of Affirmative Action/EEO compliance. Knowledge of content and criterion validation. </li><li>Knowledge of COBRA, FMLA, ACA, ADA, HIPAA and other applicable federal and State laws pertaining to employment practices and procedures. </li><li>Skill in the use of a variety of computer programs, including Microsoft Office and various office equipment. </li><li>Ability to coordinate, manage, strategize, and/or correlate data and or information. </li><li>Ability to exercise the judgment, decisiveness and creativity required in situations involving the direction, control and planning of an entire program or set of programs. </li><li>Ability to communicate effectively both verbally and in writing. </li><li>Ability to conduct research, analysis, and develop reports, manuals, and/or presentations based on findings. </li><li>Ability to exercise a high degree of confidentiality and integrity. </li><li>Ability to establish and maintain effective working relationships with applicants, other public and private agencies, associates, and the public in a positive and tactful manner under sometimes stressful situations. </li><li>Ability to exercise initiative and independent judgment in ensuring proper administration of personnel programs. </li><li>Ability to stay informed of new rulings, changes in the law and changes in regulations. </li><li>Ability to exercise tact and courtesy in frequent contact with employees, elected officials and representatives of outside agencies and organizations. </li></ul> <p>QUALIFICATIONS</p> <p>Education and Experience:</p> <p>Bachelor's degree in public administration, business administration, human resources management, risk management, or a related field, with three (3) years of progressively responsible experience in human resources administration and risk management; or an equivalent combination of education, training and experience.</p> <p>Special Qualifications:</p> <p>Knowledge in BenTek, NaviLine (SunGard HTE), and Laserfiche preferred. For positions requiring the operation of City vehicles, must possess a valid current Florida driver's license, or be able to acquire one within 45 days of hire.PHYSICAL DEMANDS</p> <p>The work is generally sedentary and may require exerting up to 15 pounds of force occasionally and/or less than 10 pounds of force frequently or constantly to lift, carry, push, pull or otherwise move objects. Additionally, the following physical abilities are required:</p> <ul> <li>Dexterity: Primarily with fingers, as in picking, pinching, or typing. </li><li>Handling: Picking, holding, or otherwise working, primarily with the whole hand. </li><li>Mental Acuity: Ability to make rational decisions. </li><li>Reaching: Ability to extend hand(s) and arm(s) in any direction. </li><li>Repetitive Motion: Substantial movements (motions) of the wrist, hands, and/or fingers. </li><li>Speaking: Ability to communicate clearly, accurately and concisely through speech. </li><li>Visual Acuity: Ability to perform activities such as: preparing and analyzing data and figures; transcribing; viewing a computer terminal; and/or extensive reading. </li><li>Hearing: Ability to hear and understand at normal speaking levels with or without correction. </li><li>Walking: Moving about on foot to accomplish tasks, as in an office environment. </li></ul> <p>WORK ENVIRONMENT</p> <p>Work is performed in a dynamic environment that requires the ability to be sensitive to change and responsive to changing goals, priorities, and needs.</p>
