<p>Closing Date: Tuesday, May 20th, or upon receipt of the first 50 applicant submissions</p> <p>Quality Assurance Specialist</p> <p>Children, Youth, and Family Services</p> <p>Hourly Range: $24.84 - $31.61 per hour</p> <p>Job Summary: Under general direction of the Quality Strategy Coordinator, the Quality Assurance Specialist will ensure all providers contracted with the Children, Youth, and Family Services (CYFS) meet client needs and demonstrate through policies, procedures, and practices the intent to provide best evidence-based practices. This position also provides assurance contractors and internal CYFS staff are complying with those policies and procedures. The Quality Assurance Specialists will ensure clients' needs are effectively being met by continuously monitoring via collecting data, conducting internal audits, and aiding as needed.</p> <p>Job Duties:</p> <ul> <li>Act as an internal consultant to CYFS leadership and other key leaders regarding the implications of program data and analytics. Support disseminating meaningful impact data and metrics to partners by managing the collection, analysis, and visualization of data from multiple sources. </li><li>Develop and implement CYFS, provider policy and procedures. Identify and resolve system barriers/gaps. Provide technical assistance as needed. Monitor internal CYFS and Provider network policy compliance via audits and other review processes. </li><li>Investigate client and other complaints. Identify and communicate recommendations for gap solutions as well as follow up with providers regarding written reports, corrective plans, and site visits. </li><li>Participate in designing surveys and tracking CYFS and Provider outputs and outcomes including but not limited to: Youth Assessment and Screening Instrument (YASI) risk, tool completion needs, service referrals, services provided, and program outcome. </li><li>Develop audits and facilitate processes for monitoring CYFS policy and other initiative implementation and/or compliance. Provide support by tracking outcomes of staff audits, CLTS Waiver Manual Implementation, program development, and other processes designed to identify gaps. </li><li>Understand how Implementation Science and the NIATx Model (Plan, Do, Study, Act Cycle) informs process improvement within an agency and how to apply model principles. </li><li>Collaborate with internal/external partners and service providers within the CLTS provider network, such as State of Wisconsin DHS, Milwaukee Public Schools, local daycare, medical staff, and other DHHS service areas. </li><li>Support development of training processes for all staff/roles in the department. Participate in onboarding peers in job tasks. Participate in staff training related to learning, understanding, and being able to monitor implementation of new initiatives and/or use of tools to inform CYFS staff practices. </li><li>Conduct computer-based duties such as Microsoft projects, Netsmart, scripts, Synthesis, JPM, and Outlook email. Provide technical assistance to Provider Network in use of CYFS data platforms. </li><li>Assist with facilitation of the Continuous Quality Improvement Provider cycle by conducting agency site visits, participating in provider forum meetings, annual provider information session, training, and provider audits. Analyze annual provider services using the Standard Program Evaluation Protocol (SPEP) Tool. </li><li>Perform all other duties as assigned. </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Must be a current resident of the State of Wisconsin. </li><li>Current Wisconsin Driver's License and access to a reliable insured vehicle; both maintained throughout employment. </li><li>Must have an Associate Degree or higher in Human Services, Criminal Justice, Sociology, or in a closely related field from an accredited college or university. </li><li>At least two (2) years of experience working in a Human Services, Sociology, Criminal Justice role, or in a closely related field is required. </li><li>Intermediate experience with all computer related software applications such as Word and Excel is required. </li><li>Able to travel to provider sites up to 25% of the time. </li><li>Must be able to pass the State Intake Training within one year of hire. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>Bachelor's Degree or higher in Human Services, Criminal Justice, Sociology, or in a closely related field from an accredited college or university. </li><li>At least six (6) months of supervisory experience in a Human Services, Sociology, Criminal Justice role, or in a closely related field. </li><li>Basic knowledge of Scripts, JPM, Avatar, eWiSACWIS, and Orbis Software </li></ul> <p>Knowledge, Skills, and Abilities: Highly motivated team player with strong analytical skills and attention to detail. Needs to be flexible and quickly adapt to changing priorities and deadlines. Effective written and verbal communication skills; ability to manage time and work independently; ability to prioritize and multitask; ability to analyze, evaluate and solve problems; ability to verify, document and communicate audit/review results. Knowledge of quality assurance/quality improvement procedures, best practices, research skills, public policy, public administration, or business administration is preferred.</p> <p>NOTE: This ORIGINAL APPLICATION is open to qualified residents of the State of Wisconsin.
