The Kansas Department of Insurance is seeking a devoted individual for the Senior Special Agent position in our Legal Division, Enforcement and Investigations Section. As a Senior Special Agent, you will serve as a high-level investigator responsible for uncovering complex financial crimes and ensuring regulatory compliance within the securities industry. This role blends advanced financial analysis with law enforcement techniques to protect Kansas consumers. Previous securities industry experience is desirable; however, on-the-job training related to the securities industry is provided. Put your passion for public service to work; apply to join our team today!</p> <p>The Team:</p> <p>The team members in the Enforcement and Investigations Section of the Legal Division are collaborative and hardworking and have the optimal goal to protect consumers against securities fraud in the State of Kansas. The team collaborates to make the best decisions possible for the Kansas Department of Insurance and Kansas consumers.</p> <p>Job Responsibilities may include but are not limited to the following:</p> <ul> <li>Conduct comprehensive high-level investigations relating to securities fraud, utilizing advanced interview techniques to secure statements from complainants and stakeholders, ensuring the integrity and analysis of evidence relevant to allegations. </li><li>Synthesize complex investigation findings into formal reports and manage case strategy for presentation to executive leadership, prosecutors and regulatory bodies. </li><li>Analyze a variety of records to determine operational and financial condition of an entity, including business plans, use of investment capital proceeds, and disclosure of material information, in relation to requirements of state and federal securities laws and regulations. </li><li>Manage the drafting, execution, and legal service of subpoenas, affidavits, and warrants. Officers from other states must be eligible for certification in Kansas. Previously certified officers must be eligible for reinstatement/recertification and may not have been decertified due to misconduct or other derogatory information. </li><li>Valid driver's license. </li><li>Travel: In-state travel will be required, and some limited out-of-state travel may be necessary. </li></ul> <p>Minimum Qualifications:</p> <ul> <li>Able to effectively testify in court; Applicants must not have specific instances of past misconduct, whether within or outside the scope of prior employment, that indicate a lack of truthfulness (including the finding of a lack of candor during any administrative inquiry). </li><li>Strong proficiency in Microsoft Office (Word, Excel, Outlook) and Adobe Acrobat. </li><li>Familiarity with electronic case management systems. </li></ul> <p>Preferred Qualifications:</p> <ul> <li>At least seven (7) years of experience as a commissioned law enforcement officer, including experience conducting felony-level investigations. </li><li>One year of experience working in the securities industry or in a regulatory environment. </li><li>Professional experience or credentials may be considered to substitute for securities or regulatory experience if deemed equivalent by the Department such as Certified Financial Planner or Certified Fraud Examiner. </li><li>Knowledge of criminal investigation techniques and procedures. </li><li>Strong analytical skills to effectively uncover and analyze financial irregularities. </li><li>Superior writing and communication skills with the ability to communicate well with individuals from various backgrounds. </li><li>Ability to work with a team and on your own independently. </li><li>Ability to interview or interrogate others to elicit pertinent information. </li><li>Ability to remain calm under stressful conditions. </li></ul> <p>Post-Offer, Pre-employment Requirements:</p> <ul> <li>As a condition of employment, candidates are subject to a pre-employment screening process to include a drug screening test, name-based criminal history records check, reference/background check of past and present employers and a KBI background check. </li><li>Verification of identity and employment eligibility to work in the U.S. is required by federal law.
