<p>The mission of the Louisiana Department of Health is to protect and promote health and to ensure access to medical, preventive, and rehabilitative services for all residents of the State of Louisiana.</p> <p>Learn more about Louisiana Department of Health</p> <p>Join a mission-driven leadership team dedicated to improving healthcare access across Louisiana's rural and underserved communities. This position serves as the Division Manager for Healthcare Access within the Bureau of Chronic Disease Prevention and Healthcare Access, leading critical statewide programs that strengthen community health systems, expand access to primary care services, and support rural healthcare providers.</p> <p>The selected candidate will oversee major federally and state-funded healthcare initiatives, collaborate with healthcare leaders and community stakeholders, and help shape public policy and strategic planning efforts that improve health outcomes statewide. This role offers a unique opportunity to drive meaningful change through health systems development, community partnerships, and innovative solutions that enhance access to care for populations most in need.</p> <p>Seven years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR</p> <p>Six years of full-time work experience in any field plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR</p> <p>A bachelor's degree plus four years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services; OR</p> <p>An advanced degree or a Juris Doctorate plus three years of experience in developing, managing, or evaluating health or social service programs; or in public health, public relations, social services, health services, health regulation, or administrative services.</p> <p>EXPERIENCE SUBSTITUTION:</p> <p>Every 30 semester hours earned from an accredited college or university will be credited as one year of experience towards the six years of full-time work experience in any field. The maximum substitution allowed is 120 semester hours which substitutes for a maximum of four years of experience in any field.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>Job Duties:</p> <ul> <li>Administers and directs statewide Healthcare Access, Primary Care, and State Office of Rural Health (SORH) programs to improve access to quality healthcare services in rural and underserved communities. </li><li>Leads health systems development initiatives by providing technical assistance to communities in expanding primary care services, healthcare networks, federally qualified health centers, rural health clinics, and other essential healthcare resources. </li><li>Plans, coordinates, and evaluates short- and long-term strategic initiatives designed to strengthen community healthcare systems and improve access to preventive and primary healthcare services statewide. </li><li>Manages federal and state grant programs, ensuring compliance with grant requirements, timely completion of deliverables, submission of reports, and alignment with bureau priorities and strategic goals. </li><li>Develops and manages contracts, memorandums of understanding (MOUs), and partnerships with consultants, healthcare organizations, government agencies, and community stakeholders to support healthcare access initiatives and program implementation. </li><li>Provides leadership, supervision, mentorship, and performance management for division staff, including assigning work, supporting professional development, and ensuring successful execution of program objectives and deliverables. </li><li>Collaborates with internal and external partners to assess community healthcare needs, develop strategic solutions, support resource development efforts, and advance policies that improve healthcare access and outcomes for underserved populations. </li></ul> <p>Position-Specific Details:</p> <p>Location: OPH/ LDH/OPH/Bureau of Primary Care and Rural Health/East Baton Rouge Parish</p> <p>Appointment Type: This position may be filled as a Probationary appointment or a Promotional appointment </p> <p>Cost Center: 3262107900</p> <p>Position Number(s): 50345499</p> <p>How To Apply</p> <p>No Civil Service test score is required in order to be considered for this vacancy.</p> <p>To apply for this vacancy, click on the "Apply" link above and complete an electronic application, which can be used for this vacancy as well as future job opportunities.
