<p>OFFICE OF CHIEF MEDICAL EXAMINER</p> <p>The Office of Chief Medical Examiner investigates cases of persons who die within New York City from criminal violence, by accident, by suicide, suddenly when in apparent health, when unattended by a physician, in a correctional facility or in any suspicious or unusual manner or where an application is made pursuant to law for a permit to cremate a body of a person.</p> <p>Our core purpose is to protect public health and serve impartial justice through forensic science and medicine. Transfer and Change of Title* </li></ul> <p>Any permanent employee in the competitive class who meets all of the requirements for a competitive examination, and is otherwise qualified as determined by the commissioner of citywide administrative services, shall be eligible for participation in a non-competitive examination in a different position classification provided, however, that such employee is holding a position in a similar grade.</p> <p>The Office of Chief Medical Examiner is seeking a knowledgeable and experienced Deputy Director of Labor Relations & Compliance to join our team. The ideal candidate will have expertise in NYC City Human Resources Management System (CHRMS), Payroll Management System (PMS), New York City Automated Personnel System (NYCAPS), CityTime, and other personnel-related systems. The Deputy Director will support and manage the Human Resources Unit, aligning HR initiatives with organizational goals and objectives. Specific assignments will include, but not limited to:</p> <ul> <li>Directs all aspects of the agency's labor relations program, including supervising staff, negotiating with unions and union representatives, and handling labor management meetings. </li><li>Recommends and defends agency actions and stances on pertinent issues at labor management meetings, Step III and Step IV (arbitration) proceedings, and other administrative proceedings. </li><li>Works with internal units and other city agencies regarding classification projects; develops proposals and salary projects, conducts research into city and state civil service regulations as needed. </li><li>Provides secondary oversight over all other aspects of Human Resources & Labor Relations, especially with respect to labor relations, employee discipline, classifications, performance management, and other designated areas. </li><li>Takes all pertinent steps to ensure the timely implementation of unit initiatives, best practices, and other procedures as they relate to labor relations. </li><li>Reviews and approves requests for actions regarding disciplinary action, including probationary employees for termination and referrals to the Employment Law Unit. </li><li>Develops plans of action, before and after-action reports, and other material in preparation for unit and agency wide initiatives. </li><li>Provides guidance to unit and agency leadership on all areas of labor relations, discipline, and, at times, other aspects of Human Resources & Labor Relations. </li></ul> <p>SPECIAL NOTE:</p> <p>Selected candidates will be required to provide a DNA sample by swabbing.</p> <p>WORK AUTHORIZATION:</p> <p>Authorization to work in the United States is required for this position. Supervision must have included supervising staff performing professional work in labor research and analysis, employee benefit design and benefit program evaluation, compensation analysis, labor economics or economic planning; or</p> </li><li> <p>A baccalaureate degree from an accredited college and five years of professional experience, including the 18 months of executive, managerial, administrative or supervisory experience, as described in "1" above; or</p> </li><li> <p>Education and/or experience equivalent to "1" or "2" above. However, all candidates must possess a baccalaureate degree from an accredited college, and must possess the 18 months of executive, managerial, administrative or supervisory experience as described in "1" above.</p> </li></ol> <p>Preferred Skills</p> <ul> <li>Strong labor relations and discipline background - Expert knowledge of New York City Personnel Rules and Regulations. - Working with the Citywide and Collective Bargaining Unit Agreements. - Working knowledge of PMS, NYCAPS, and hands-on experience with CHRMS. - Deep understanding of modern recruitment practices, tools, and technologies (e.g., ATS systems, recruitment marketing). - Familiarity with various sourcing techniques, including digital sourcing, networking, and employer branding. - Outstanding analytical and presentation skills. - Excellent managerial skills. - Excellent interpersonal, organizational, writing and editing skills. </li></ul> <p>55a Program</p> <p>This position is also open to qualified persons with a disability who are eligible for the 55-a Program.
