<p>The Town of Ashland is seeking a dynamic and dedicated Assistant Human Resources Director to help shape the future of our workforce! Reporting to the Assistant Town Manager of Administration and Operations, this pivotal role blends strategic leadership with hands-on support in delivering a full spectrum of HR services. If you're passionate about people, policies, and progressthis is your opportunity to lead where it counts.</p> <p>Annual Salary: $90,000</p> <p>RESPONSIBILITIES</p> <ul> <li> <p>Assists with and is responsible for the complete lifecycle of employees. Responsible for hiring activities, including posting of vacancies, preparation of advertisements, assisting departments with screening of applications, administering written examinations and other tests, assisting department heads in selecting and interviewing candidates, presenting recommendations to the Town Manager, and conducting new employee orientation sessions.</p> </li><li> <p>Maintains official personnel records, ensuring individual employee files are current and complete. Prepares periodic reports on personnel data.</p> </li><li> <p>Oversees and administers various employee benefit programs, including health, life and employee assistance programs. Responsible for communication of benefit plan features to employees and retirees. Research and assists in making recommendations in regards to selection of benefit programs.</p> </li><li> <p>Oversees the payroll process completed by the Human Resources Generalist.</p> </li><li> <p>Utilizes Munis modules for HRIS, Payroll, as well as for department billing and budgeting purposes.</p> </li><li> <p>Responsible for the maintenance of personnel policies and procedures, ensuring consistent interpretation and application. May recommend and draft new and revised personnel policies for the Town Manager and Assistant Town Manager. Provides personnel policy information to employees and advises on interpretation.</p> </li><li> <p>Oversees the administration of compensation and classification policies, collective bargaining agreements and federal/state statues.</p> </li><li> <p>Works with department heads to draft job descriptions.</p> </li><li> <p>Creates, maintains and implements employee evaluations.</p> </li><li> <p>Assists the Assistant Town Manager in counseling employees, advising managers, investigating personnel problems and disciplinary issues in accordance with Collective Bargaining Agreements and Personnel Policy.</p> </li><li> <p>Provides administrative support to the Town Manager and Assistant Town Manager for the preparation in negotiating union contracts and in resolving labor relations issues, grievances, and arbitrations.</p> </li><li> <p>Oversees Worker Compensation, MGL 111F claims for town employees, and payroll operations.</p> </li><li> <p>Develops and helps implement employee engagement, appreciation and wellness programs and activities.</p> </li><li> <p>Performs special projects and other assignments as needed.</p> </li></ul> <p>SUPERVISION RECEIVED</p> <p>Under the direction of the Assistant Town Manager of Administration and Operations, the incumbent works from municipal policies goals and objectives; establishes long and short-range plans and objectives, Town performance standards and assumes direct accountability for department results; consults with the Assistant Town Manager only where clarification, interpretation, or exception to municipal policy may be required or as requested by the Assistant Town Manager. The incumbent exercises control in the development of departmental policies, goals, objectives and budgets and is expected to assist in the resolution of all conflicts, which arise and coordinate with others as necessary.</p> <p>SUPERVISION EXERCISED</p> <p>Incumbent provides supervision to two (2) Human Resources Generalists in the Human Resources Department and provides oversight of all vendors who are working with the HR Department. The incumbent is accountable for the direction and success of programs accomplished through others. Assists or oversees the personnel function, including or effectively recommending hiring, training, and disciplining of employees.</p> <p>EDUCATION AND EXPERIENCE</p> <p>Bachelors degree in human resources, public administration, business administration, labor relations or related field. A masters degree in any of the disciplines is preferred, with at least five years of experience in human resources related field, preferable in a municipal or government setting. Direct knowledge of HRIS's and the complete payroll process is required, experience with Munis preferred. Any equivalent combination of education, training and experience which provides the required knowledge, skills and abilities to perform the essential functions of the job may be allowed.</p> <p>KNOWLEDGE ABILITY AND SKILL</p> <p>Knowledge: Thorough knowledge of the principles, practices, regulations, and applicable federal and state laws relating to personnel administration. Thorough knowledge of employee classification, compensation and benefits, recruitment, selection, and training. Practical understanding labor relations. Knowledge and understanding of FMLA, ADA, FLSA, COBRA, Affirmative Action, and Equal Opportunity Employment.</p> <p>Ability: Ability to interact in a positive and effective manner with personnel at all levels of authority. Ability to demonstrate objectivity, sensitivity, and a balanced perspective regarding employee concerns and organizational expectations. Ability to analyze and interpret legislation, regulations, and data relevant to personnel administration. Ability to communicate clearly and concisely, in writing and orally. Ability to recruit, interview, and evaluate job applicants for diverse positions. Ability to maintain accurate and detailed records. Ability to prepare and analyze comprehensive reports. Ability to maintain composure under difficult circumstances.</p> <p>Skill: Excellent customer service skills. Skill in report writing methods and compensation analysis. Skill in operating the above listed tools and equipment. Superior persuasiveness, resourcefulness, and discretionary skills.</p>
