Orange County Government is committed to providing equal opportunity in employment and services to all individuals.</p> <p>The Fiscal & Operational Support Division in the Planning, Environmental and Development Services Department (PEDS) is seeking a qualified individual to fill the position of Development Services Cooordinator.</p> <p>This position is part of the Concurrency & Impact Fees Team within the Development Services section of the Fiscal & Operational Support Division, which manages the review and processing of development-related impact fees and concurrency applications. The team ensures public infrastructure capacity is available for new development, assesses and reconciles impact fees, manages credits and reservations, and maintains accurate financial documentation in compliance with County ordinances. This position may supervise subordinate staff. Work is performed with considerable independence under the general supervision of the assigned supervisor.</p> <p>Job Description</p> <p>Representative Duties /Assignments</p> <ul> <li>Evaluate Capacity Availability for public facilities (e.g., roads, schools, utilities, solid waste, and parks) to ensure new development proposals can be adequately supported. </li><li>Issue Capacity Documentation Letters. </li><li>Process Concurrency Applications. </li><li>Calculate and Assess Impact Fees, ensuring compliance with County ordinances. </li><li>Manage Credits and Reservations accounts in accordance with policy. </li><li>Review Deferred Payment Applications and assist in administering agreements for delayed impact fee payments where eligible. </li><li>Conduct monthly second-review audits on a minimum of 20 randomly selected permits to verify accuracy of land use classification and square footage used in impact fee calculations. </li><li>Perform Financial Reconciliations, ensuring the accuracy of financial data. </li><li>Prepare Financial Reports detailing account activity and reconciliation results; maintain thorough documentation for audits and internal reviews. </li><li>Conduct financial analysis to verify payment sources and track account balances, ensuring accurate remaining balances and proper handling of refunds or fund transfers. </li><li>Conducts special project assignments and provides administrative support to the assigned division. </li><li>Perform other related duties as assigned. </li></ul> <p>Minimum Qualifications</p> <p>Bachelor's Degree from an accredited institution in Computer Science, Accounting, Finance, Civil Engineering, Public or Business Administration, or a related field and three years of experience in records and process management or a related field; or an equivalent combination of relevant education, training or experience.</p> <p>Proven ability to coordinate with other Departments/agencies to meet management priorities related to land development information and customer service.</p> <p>Must demonstrate ability to communicate effectively both verbally and in writing with the general public while discussing, explaining and interpreting departmental policies.</p> <p>Must have a working knowledge of state and federal records retention laws, or the ability to gain knowledge within six months of hire, in order to make independent decisions based upon that knowledge.</p> <p>Preference</p> <p>Proficient in Microsoft Excel, including the use of pivot tables, functions, and other tools to analyze data tables and large datasets</p> <p>Application Deadline</p> <p>Open Date: 06/26/2025</p> <p>Close Date: 07/10/2025</p> <p>This posting is subject to close without prior notice.</p> <p>Salary Information</p> <p>Open Date: 06/25/2025</p> <p>Close Date:</p> <p>This posting is subject to close without prior notice.</p> <p>Benefits</p> <p>Open Date: 06/25/2025</p> <p>Close Date:</p> <p>This posting is subject to close without prior notice.</p> <p>Veterans Preference</p> <p>If you are claiming Veterans' Preference, you are responsible for providing the required eligibility documentation by the closing date of the posting.
