<p>Ensures the development and execution of maintenance standards, routines and schedules to meet safety, compliance and production needs of 24/7 chemical plant operation including preventive maintenance, as well as routine and non-routine maintenance.</p> <p>Key Responsibilities/Essential Job Functions</p> <ul> <li>Responsible for the day-to-day plant maintenance and I/C/E functions. </li><li>Ensures work performed by I/C/E staff is in compliance with and meets or exceeds RIS Safety Standards, OSHA, RCRA and all other regulatory requirements. Ensures all permit requirements are met. </li><li>Ensures plant equipment is maintained in safe and compliant operating condition. </li><li>Assists in planning projects with Process Engineers in the design, development, and installation of all process improvement matters. </li><li>Creates and maintains files, instructions, procedures and manuals regarding maintenance operations and/or instrumentation, including maintenance manuals, instrument specifications, instrument calibration records, etc. </li><li>Maintains all records, logs or other documents required for regulatory compliance or operational needs. </li><li>Supervises and trains plant maintenance and instrumentation, controls and electronics (I/C/E) staff. </li><li>Develops, recommends, implements and executes procedures for maintenance and I/C/E functions as required. </li><li>Responsible for demonstrating managerial leadership within maintenance and I/C/E functions resulting in efficient and effective use of human resources. </li><li>Develops effective back-up personnel to meet organizational needs. </li><li>Evaluates systems, processes and equipment for preventive engineering opportunities. </li><li>Uses available technology to maintain a predictive maintenance function and conducts departmental RCA's on breakdowns. </li><li>Develops maintenance, I/C/E goals and objectives. </li><li>Assists the Emergency Coordinator (EC) and Auxiliary Emergency Coordination Team. Serves as Emergency Coordinator (EC) and works on-call in this capacity as required. </li><li>Responsible for safety and compliance in all aspects of plant maintenance, I/C/E operations. </li><li>Ensures routine maintenance is performed in a safe, compliant and timely manner in order to maintain uninterrupted plant operations. </li><li>Conducts maintenance inspections and audits as required to identify needs and improve quality of maintenance service. </li><li>Develops, recommends and reports measurements on key business activities in maintenance area. </li><li>Manages expenditures consistent with budget and business plan. Supports development of budget and business plan annually. </li><li>Maintains, organizes, and manages appropriate maintenance inventory levels consistent with financial and operational needs. Minimizes obsolete inventory. </li><li>Manages the computerized maintenance management system (CMMS). Evaluates new/existing equipment for maintenance requirements. </li><li>Responsible for shutdown coordination and management with staff and contractors. </li><li>Performs maintenance and I/C/E troubleshooting and repairs as required including conducting RCA's. </li><li>Ensures that all performance reviews occur on a timely basis for all associates and within established guidelines. </li><li>Actively participates on Maintenance Apprenticeship Committee. </li><li>Works all hours required to meet project deadlines. </li><li>Works indoors and outdoors in a plant environment. </li><li>Wears personal protective equipment (PPE) as needed and in accordance with safety policies and procedures. </li><li>Enters confined spaces as required and in accordance with safety policies and procedures. </li><li>Climbs stairs and scaffoldings as required. </li><li>Daily use of advanced PC and business computer applications, telephone conferencing and e-mail. </li><li>Understands both RIS' ISO 45001 Occupational Health & Safety and ISO 14001 Environmental Management Systems, and assists with executing their objectives. </li><li>Performs other job-related duties assigned. </li></ul> <p>Minimum Qualifications</p> <ul> <li>Ten or more years' of hands-on operations/maintenance experience in plant maintenance in production environment. Mechanical, instrumentation controls and/or electronics experience required. Experience in 24/7 operation required. Experience in chemical processing facility or TSDF preferred. Equivalent experience may be considered. </li><li>Must be mechanically oriented with mechanical, instrumentation, controls, electronics troubleshooting experience. Experience and/or skills in hydraulics, pump repair, electronics, instrumentation, and controls preferred. </li><li>Working knowledge/training in RCRA, OSHA, and Process Safety Management (PSM) is preferred. </li><li>Must be willing and able to work on-call and off hours as needed. </li><li>Bachelor's degree in engineering or related field required. Equivalent experience may be considered. </li><li>Supervisory experience in maintenance-related field required. </li><li>Successful project management experience is preferred. Experience with purchasing, contracts and managing capital projects required. </li><li>Must possess excellent written and verbal communication and interpersonal skills. Must be able to effectively communicate and present information and respond to questions from groups of associates, vendors and/or customers, regulatory officials, others. </li><li>Must be proficient in MS Office (Word, Excel and Outlook). </li><li>Work environment is primarily outdoors in chemical processing facility. May operate company vehicles.
