<p>The base salary for this posiiton is dependent upon experience and location.</p> <p>Location: Boston, MA</p> <p>Salary range: $131,483.20 to $164,354</p> <p>Job Summary</p> <p>Together with the US Offshore QHS Director, the Principal Quality Manager (PrQM) heads up the quality discipline for the US Offshore QHS department for all US projects in coordination with design, engineering, construction, operations, and health and safety. S/he should have a very strong quality, construction and/or engineering background with a strong focus to drive quality across all business areas and subsequently improve the design, operation and construction of equipment and machinery. S/he will own the compliance of on-site quality activities which requires leading a team of quality experts within the US and international offshore business, including the use of tools such as quality systems, auditing, product and process control and design, quality methods and tools, applied statistics, statistical process control (SPC), and design of experiments (DOE). The PrQM, with support from the Project Quality Lead (PQL), will manage ownership of a process-based project Quality Management System that is in alignment with Avangrid's Offshore Business Quality Management System. S/he will ensure elements of quality assurance, quality control, and continuous improvement principles are implemented throughout the plan. S/he will guide the quality team's responsibilities on the project related to all procedures through all phases, considering aspects of quality contractor minimum requirements, overall quality procedures, project quality objectives, and quality reporting on nonconformities and audit findings. The PrQM will be responsible for the quality department's Management by Objectives so that all project and operational sites are driven by set requirements coming from the objectives. S/he will develop a quality strategy to serve as a guideline to the US offshore business from a mid-and long-term perspective. S/he will regularly identify areas for improvements and seeks to contribute through process evolution to</p> <p>the improvement machinery, equipment and process quality; and as such s/he will also be responsible for the coordination, communication and implementation of improvement plans. The PrQM will be the process owner for quality inspection plans defining the inspection strategy based on project requirements and supply chain development. S/he will set forth of the most appropriate inspection approach for each major component such as ad-hoc, resident service, or use of external resources, including the preparation of the appropriate tender documentation defining minimum requirements or the relevant job descriptions. S/he will also develop outputs for the inspection service specifications and related budgets to ensure that components, machinery and equipment pass all quality & safety requirements; including but not limited to the Foundation (FOU), the Wind Turbine Generator (WTG), the Inter Array Cable (IAC) the Offshore Substation (OSS) and the Onshore Substation (OnSS) and associated onshore cable components. The PrQM will participate in and contribute to project technical committees providing general quality updates on the project's technical development; review of relevant technical quality risks; applicable approval of technical quality documents; supporting for quality logistics necessary to meet the project quality plan and inspection and testing plans (ITPs); and support to the engineering, construction and package managers. S/he will manage the process of capturing quality lessons learned for each department and package, including the identification of lessons learned from the project team, the review from the department manager and the guidance of implementation of lessons learned from other projects by the project team. The PrQM position requires a solid understanding of a matrix organization and understanding of large-scale project milestones and set up across multiple international stakeholders. Basic understanding among the difference of corporate, construction and operations across multiple cross functional groups. S/he must possess a solid understanding of engineering project logistics, large scale project management, international procurement procedures and overall business development in the offshore industry. S/he must have experience working with and guiding third-party contractors through project deliverables, conflict resolution and change management. Internally, s/he is a team player and contributor to business development, working closely together with Health & Safety at the business level. Externally, s/he will be strong, respectful and determined towards contractors and manufacturers to assure they stringently follow Avangrid requirements.</p> <p>Key Responsibilities</p> <ul> <li>Drive the quality department of the US Offshore business by setting up primary and secondary objectives. </li><li>Develop the quality departments resources to effectively support each project and a culture that is quality oriented. </li><li>Advise engineers, managers and directors about any quality issues related to engineering, fabrication and construction of all offshore (an onshore) assets within the project. </li><li>Implement and maintain quality frameworks agreement with third party providers in the US offshore market, developing business that support the logistical needs of quality factors regarding third party services. </li><li>Develop, implement maintain criteria and schedule for quality inspections through all phases of the projects, including oversight of factory acceptance tests (FAT), inspection and testing plans (ITP) and related schedules for manufacturer required deliverables. </li><li>Work closely together with the Quality Management Systems Manager and Principal Safety Engineer to develop an IMS (Health and Safety and Quality Integrated Management System) at business and project level. </li><li>Work closely together with the Quality of Supplies Manager to develop a quality control strategy and to define minimum requirements for our assets. </li><li>Develop policies and documentation to be maintained by the department including the evaluation of effectiveness of contractors on site. </li><li>Implement stringent quality control functions such as quality activity plans, inspections schedules, reporting measures and recording keeping; from start of the Product Engineering Process through to O&M hand over. </li><li>Implement and maintain a proper pre-qualification process of contractors at business level to ensure compliance with Avangrid's quality requirements, and support project resources with the evaluation of tenders, ITT, ITEO etc. </li><li>Together with project FOU, WTG, IAC, OSS and OnSS Safety Engineers, drive the CE certification process or UL listing process, dependent upon manufacturer location. </li><li>Utilize risk management principles to evaluate potential risks of design solutions during the design, specification, and verification process, deliver components and systems that are 'right the first time' to ensure suitability of use. </li><li>Develop an 'audit program' of manufacturers and related (sub) contractors that ,qualifies them industry best practice, statutory/regulatory and Avangrid's quality requirements, including effective and documented follow-up actions utilizing appropriate action tracking database system. </li><li>Ensure that as part of the quality services, that there is available resource to provide any training related to the quality management services and provide delivery/assistance with any training where possible. </li><li>Ensure delivery of training to project personnel, including supervising quality inspectors, technicians and other staff and provide guidance. </li><li>Meeting(s) are foreseen which must be driven and documented. </li><li>Weekly meeting with project and site team and documentation in minutes taking. </li><li>Monthly meeting with senior project management and its minutes and actions taking. </li><li>Actively participate in meeting requirements towards Offshore QHS Business Office. </li></ul> <p>Required Qualifications</p> <ul> <li> <p>Possess a B. Sc. or B. Eng. degree from an accredited institution (required), or Masters (preferred) with one of the following (or related) concentrations:</p> </li><li> <p>Mechanical, metallurgical or manufacturing engineering</p> </li><li> <p>Automotive or aviation sector</p> </li><li> <p>Process or oil & gas fabrication/engineering</p> </li><li> <p>Quality Engineering Technology</p> </li><li> <p>10 years industry experience with large scale projects, minimum</p> </li><li> <p>5 years management and leadership experience, minimum</p> </li><li> <p>Offshore oil and gas, maritime vessel, or offshore wind experience in manufacturing, transportation, logistics, and commissioning required</p> </li><li> <p>Excellent Microsoft Office product knowledge, required</p> </li><li> <p>Proficiency with project management software, required</p> </li><li> <p>Experience in developing and reviewing project quality and management systems, contract documents and project specifications, required</p> </li><li> <p>In-depth knowledge of the difference between quality assurance, quality control, quality improvement and quality planning, required</p> </li><li> <p>Formal training (certification preferred) of ISO 9001 framework, required</p> </li><li> <p>Candidate will be required to enter offshore related projects and therefore the following training will be required, either at time of hire (preferred) or must be acquired shortly after hire: Full GWO, Offshore Medical Certificate, HUET or BOSIET</p> </li><li> <p>Fluent in English (written and spoken).</p> </li><li> <p>Any additional language such as Spanish and or German would be beneficial.</p> </li><li> <p>Work environment and travel</p> </li><li> <p>In an open plan office with long periods of sitting or standing in front of a computer and at a desk.</p> </li><li> <p>Occasional travel to sites may be required for e.g. site set up, audits/inspections, and meetings.</p> </li><li> <p>Offshore visits are desired, so the PrQM remains connected with the nature of the projects.</p> </li><li> <p>PrQM position is located out of the Boston, MA or CT regions.</p> </li><li> <p>International travel may be required based on package manufacturing location within the EU.
