<p>Non-exempt (compensatory and/or overtime eligible); full-time; 40 hours per week; varied hours and shifts; full-benefits</p> <p> </p> <p>This skilled technical position is responsible for the safe and efficient operation of the County's water and wastewater equipment and infrastructure, ensuring compliance with National Pollutant Discharge Elimination System (NPDES) permitting and regulatory standards. The maintenance operators are responsible for the operation of sewage pumping stations and perform a variety of skilled mechanical maintenance, repair and installation on equipment at Frederick County's treatment, pumping, and distribution systems. This includes working on pumps, motors, valves, compressors, hydraulic systems and other equipment essential to delivering quality water and wastewater services to the community. Direction may be received from Maintenance Operators at higher classifications; supervision is received from the Assistant Chief Operator or Chief Operator-Maintenance.</p> <p>NOTE: The upper pay range reflects possible wage rates for internal County transfers and promotions, which are calculated per County policy. This is part of a full range of benefits including Dental, Vision, and Flexible Spending</p> </li><li> <p>Employee Health Center with no or low-cost primary and urgent care</p> </li><li> <p>100% County paid 2x annual salary Group Term Life Insurance and Accidental Death & Dismemberment (AD&D) benefit</p> </li><li> <p>County and Employee funded Defined Benefit Pension Plan </p> </li><li> <p>Vesting after 5 years of service</p> </li><li> <p>Additional service credit for eligible previous public service, military service, etc.</p> </li><li> <p>Work/Life balance programs include: Employee Assistance Program and Employee Wellness Program</p> </li><li> <p>Generous Tuition Reimbursement Program</p> </li><li> <p>Other employee-paid benefits such as Deferred Compensation Plan, Legal Resources, Supplemental Life Insurance, Critical Illness, Accident, and Hospital Indemnity Insurance, Lifetime Benefit with Long Term Care plan</p> </li></ul> <p>NOTE: Benefited employees will accrue service and leave based on the FTE and/or hours worked per calendar year. </p> <p>For more information, visit our benefits page on the Frederick County Government job opportunities webpage.</p> <ul> <li>Perform preventative and corrective maintenance on mechanical equipment at sewage pumping stations, wastewater and water treatment facilities, booster pump stations, hydropneumatics systems, and groundwater supply wells to ensure safe and efficient performance </li><li>Operate Wastewater Pumping Stations and their associated systems including pumps, piping, motors, electrical controls, flow metering, chemical feed, air compressors, aeration systems, screening and grit removal in accordance with regulatory standards and operational protocols </li><li>Monitor and collect operational data from meters and gauges to assess the performance and condition of treatment equipment </li><li>Analyze collected data to identify trends, observe and detect variations in operating conditions, and support decision-making for maintenance and repairs </li><li>Maintain wastewater chemical feed systems for odor and hydrogen sulfide control; calculate and adjust chemical feed rates based on real time monitoring results </li><li>Maintain various equipment including conveyors, grit screws, belt presses, pumps, motors, grinders, screening equipment, filters, valves, flowmeters, and associated piping and fittings </li><li>Support the installation of new equipment such as conveyors, grit screws, belt presses, pumps, motors, grinders, screening equipment, valves, compressors, flow meters, and associated piping and fittings </li><li>Operate and maintain vehicles and equipment requiring a CDL including a combination sewer cleaning and hydro-excavation truck, dump truck and 9-ton hydraulic crane truck, as needed </li><li>Operate motorized equipment such as cranes, hoists and aerial lifts in a safe and efficient manner </li><li>Identify performance issues with pumps, motors, controls, and related systems, and perform necessary repairs </li><li>Assist with maintaining municipal well systems that supply drinking water to local communities </li><li>Maintain accurate maintenance logs and enter data into computerized maintenance management systems </li><li>Use a computer, smartphone, or table to complete work orders, maintenance checklists, order material, complete credit card reports, and submit timesheets </li><li>Compile and prepare operating reports for submission </li><li>Adhere to all safety procedures, regulations, and training requirements, including lockout/tagout, fall prevention and confined space policies </li><li>Assist in training of newly hired Operators </li><li>Perform other related duties as required </li></ul> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. Reasonable accommodations may be made to enable individuals with disabilities to perform the essential functions. </p> <p>The qualifications/requirements, knowledge/skills/abilities and physical requirements or working conditions described here are representative of those that must be met by an employee to successfully perform the essential functions of this job. </p> <ul> <li>High school graduation or the equivalent </li><li>Possession of a valid automobile operator's license </li></ul> <p>MAINTENANCE OPERATOR TRAINEE REQUIREMENTS: $23.18 - $39.41</p> <ul> <li>Possession of a valid automobile operator's license with the ability to obtain the Commercial Class Restricted A driver's license and required endorsements within 12 months of hire </li><li>Within 6 months of employment, employee must obtain and maintain Temporary certifications for both Water Distribution and Class 2 Wastewater Collection System Operator issued by Maryland Board of Water Works and Waste System Operators </li><li>Ability to pass Water Distribution and Wastewater Collection Class 2 written certification examinations within 2 years of hire </li><li>Within 6 months of hire, employee must satisfy at least 50% of PLPR Level I training requirements </li><li>Within two years employee must satisfy proficiency level progress training requirements for the PLPR Level II classification. The employee will be, otherwise, terminated from employment </li><li>PLPR Level II is the basic functional level an employee must attain. </li></ul> <p>MAINTENANCE OPERATOR I REQUIREMENTS: $24.80 - $42.17</p> <ul> <li>Minimum 1 year of mechanical work experience in wastewater collections or water operations </li><li>Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements or the ability to obtain within 12 months of hire </li><li>Possession of or ability to obtain with 12 months hire the following: Certification issued by MD Board of Waterworks and Waste Systems Operators Water Distribution System Operator and Class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3 or 4 Water Treatment Plant Operator certification and/or Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator </li><li>Applicant must satisfy 100% of the Maintenance Operator I & II PLPR Requirements within 2 years of hire (which includes the 6-month probationary period) to become a Maintenance Operator II. Employees have 2 years to attain level 2, e.g. PLPR Level 2 is the basic functional level an employee must attain </li><li>Qualified new employees may be placed in the Maintenance Operator I position immediately upon hire if the employee has the required experience. The employee, however, must satisfy all of the PLPR Level I requirements during the 6-month probationary period. The employee, otherwise, may be demoted to a Trainee pay grade or be terminated </li></ul> <p> MAINTENANCE OPERATOR II REQUIREMENTS: $26.54 - $45.12</p> <ul> <li>Minimum 3 years of mechanical work experience in wastewater collections or water operation </li><li>Possession of or the ability to obtain within 12 months of hire a MD Board of Waterworks and Waste Systems Operators as Water Distribution System Operator and Class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3 or 4 Water Treatment Plant Operator certification and/or Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator </li><li>Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements </li><li>Qualified new employees may be placed in the Maintenance Operator II position immediately upon hire if the employee has the required experience. The employee, however, must satisfy all of the PLPR Level II requirements during the 6-month probationary period. The employee, otherwise, may be demoted to a Level I pay grade or be terminated. </li></ul> <p>MAINTENANCE OPERATOR III REQUIREMENTS: $30.38 - $51.66</p> <ul> <li>Minimum 5 years of mechanical work experience in wastewater collections or water operation </li><li>Possession of a MD Board of Waterworks and Waste Systems Operators as Water Distribution System Operator and Class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3 or 4 Water Treatment Plant Operator certification and/or Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator or the equivalent certification </li><li>Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements </li><li>Qualified new employees may be placed in the Maintenance Operator III position immediately upon hire, if the employee has the required experience. The employee, however, must satisfy all of the PLPR Level III requirements during the 6-month probationary period. The employee, otherwise, may be demoted to a Level II pay grade or be terminated </li></ul> <p>MAINTENANCE OPERATOR IV REQUIREMENTS: $34.79 - $59.14</p> <ul> <li>Minimum 7 years of mechanical work experience in wastewater collections or water operation </li><li>Experience working with or maintaining centrifugal pumps, submersible pumps or related electric motors </li><li>Possession of a MD Board of Waterworks and Waste Systems Operators as Water Distribution System Operator and Class 2 Wastewater Collection System Operator - OR - valid certification as a Class 1, 2, 3 or 4 Water Treatment Plant Operator certification and/or Class 1, 2, 3, 4 or 5 Wastewater Treatment Plant Operator or the equivalent certification </li><li>Possession of a valid Maryland Commercial Class Restricted A driver's license with air brake and tank truck endorsements </li><li>Qualified new employees may be placed in the Maintenance Operator IV position immediately upon hire, if the employee has the required experience. The employee, however, must satisfy all of the PLPR Level IV requirements during the 6-month probationary period. The employee, otherwise, may be demoted to a Level III pay grade or be terminated </li></ul> <p>NOTE: Placement into a trainee, I, II, , III or IV position level is based upon such qualifications as education, work experience, and relevant certifications. The upper pay ranges reflect possible wage rates for internal County transfers and promotions. For transfers and promotions, wage rates are calculated per County policy. </p> <p>KNOWLEDGE, SKILLS AND ABILITIES FOR ALL LEVELS:</p> <ul> <li>Ability to maintain County Authorized Driver privileges </li><li>Ability to obtain licensures/certifications required for this position </li><li>Knowledge of mathematics, plumbing and electrical controls, with the ability to accurately read gauges, meters, level indicators, etc. </li><li>Considerable knowledge of materials, methods, techniques and equipment used in the operation of wastewater and water treatment plants, with the ability to effectively detect problems in plant operations </li><li>Ability to understand system principles to support troubleshooting and maintenance activities </li><li>Ability to apply mechanical expertise to perform both corrective and preventive maintenance across all treatment facility systems </li><li>Considerable knowledge of potential hazards associated with this work, with ability to recognize and implement appropriate safety precautions </li><li>Effective spoken and written (English) communication skills, including the ability to prepare and maintain clear, concise and accurate forms and reports </li><li>Ability to develop and maintain effective working relationships with co-workers and the general public </li></ul> <p>PREFERENCE MAY BE GIVEN FOR:</p> <ul> <li>Experience working with or maintaining centrifugal pumps, submersible pumps or related electric motors </li><li>Some pipefitting work experience, installing current, modern utilities for municipal water and sewer systems </li><li>Restricted A driver's license with air brake and tanker endorsements or an equivalent license </li></ul> <p>PHYSICAL REQUIREMENTS / WORKING CONDITIONS:</p> <ul> <li>While working in this position, the employee is required to frequently walk and lift up to 20 pounds; occasionally sit, climb, lift between 20-50 pounds, reach, perform repetitive motions, and drive; and rarely stoop, crawl, lift over 50 pounds, push up to and over 40 pounds, and pull up to and over 40 pounds </li><li>While working in this position, the employee is required to frequently work indoors, outdoors and required to wear protective equipment, occasionally work in confined spaces, work at heights, in a noisy environment, near machinery, and potential exposure to infectious diseases; and rarely walk on uneven ground, in hot temperatures, dusty environments, work below ground level and near chemicals or fumes </li><li>Available for rotating on-call schedule and for emergency situations </li><li>This position is considered essential in the event of inclement weather, an emergency or other event as determined by DWSU administration </li><li>Within two years employee must satisfy proficiency level progress training requirements for the PLPR level II classification. The employee will be, otherwise, terminated from employment </li><li>PLPR Level II is the basic functional level an employee must attain </li><li>Required certifications must be maintained throughout tenure of employment.
