Responsibilities include:</p> <ul> <li>Application Development & Architecture </li></ul> <p>o Lead the design, development, and enhancement of web applications using .NET Core and .NET MVC.</p> <p>o Guide architectural decisions related to infrastructure, databases, integrations, and performance.</p> <p>o Ensure adherence to Secure Software Development Life Cycle (SSDLC) principles.</p> <ul> <li>Database & Data Engineering </li></ul> <p>o Mentor developers in writing optimized SQL to build and maintain stored procedures, packages, functions, and triggers.</p> <p>o Support analysis and scheduled extraction of large datasets (10M+ records).</p> <p>o Lead the creation of data migration and conversion scripts.</p> <ul> <li>Integrations & Modernization </li></ul> <p>o Lead development and maintenance of system interfaces for secure data exchange.</p> <p>o Collaborate with business analysts to translate requirements into efficient, scalable system designs aligned to business goals.</p> <p>o Adapt solutions to evolving technologies and organizational needs.</p> <ul> <li>Technical Leadership & Standards </li></ul> <p>o Supervise and mentor state and contract development staff; enforce coding standards, patterns, and best practices.</p> <p>o Coordinate work assignments and participate in performance oversight.</p> <p>o Provide accurate time estimates and guide staff in estimation, development, documentation, and testing activities.</p> <ul> <li>Operations & Quality Assurance </li></ul> <p>o Partner with support and operations teams to ensure application health, including patching, monitoring, and upgrades.</p> <p>o Work with Release Management to package and deploy updates across environments.</p> <p>o Support unit, integration, load, and performance testing, including issue resolution.</p> <p>o Troubleshoot and remediate application defects and operational issues.</p> <ul> <li>Documentation & Communication </li></ul> <p>o Maintain clear and standardized technical and functional documentation.</p> <p>o Demonstrate strong written and verbal communication skills with all stakeholders.</p> <p>Minimum Qualifications One year of permanent competitive services as an Information Technology Specialist 3 OR in a position at G-21 or higher deemed administrative under Section 52.6 of Civil Service Law OR in a title eligible for transfer under Section 70.1 of Civil Service Law. The transfer cannot be a second consecutive transfer resulting in advancement of more than two salary grades.</p> <p>Note: If you are on the examination eligible list for the position title in this location, you do not need to respond to this posting unless you are also eligible for appointment by one of the qualifications listed above.
