Yes</p> <p>County Albany</p> <p>Street Address 50 Wolf Road</p> <p>Engineering Division, Office of Structures</p> <p>City Albany</p> <p>StateNY</p> <p>Zip Code12232</p> <p>Duties Description In the Structural Engineering Services Bureau, under the supervision of a Material Testing Specialist 3, the incumbent will perform the following:</p> <ul> <li>Direct, perform, and assist in the preparation of specifications for a variety of nondestructive tests (radiograph, magnetic particle, dye penetrant, hardness, and ultrasonic), on new and existing metal structures. </li><li>Perform quality assurance functions related to steel fabrication. This includes (but is not limited to) performing the following: </li></ul> <p>o Field visits to fabrication plants</p> <p>o Monitor inspection activities by contract inspectors working on behalf of NYSDOT</p> <p>o Ensure fabricator compliance with NYSDOT requirements regarding personnel qualifications</p> <p>o Ensure fabricator compliance with NYSDOT, FHWA, and industry requirements regarding material origin and quality.</p> <p>o Inspect the facilities of fabricators new to NYSDOT and work to ensure that they have the means and industry qualifications needed to successfully perform the contract tasks that will be expected of them.</p> <p>o Review steel fabrication shop drawings as well as steel erection procedures.</p> <p>o Review and approve Procedure Qualification Reports (PQRs) and Welding Procedure Specifications (WPSs).</p> <p>Minimum Qualifications This title is part of the New York Hiring for Emergency Limited Placement Statewide Program (NY HELPS).*</p> <p>To be considered for appointment through NY HELPS, or 55 b/c, candidates must meet the open-competitive minimum qualifications for this position. The qualifications are:</p> <p>Open Competitive:</p> <p>Six years of experience in structural steel fabrication and structural metal inspection during fabrication and construction that included radiograph review of welds and the performance and interpretation of magnetic particle, dye penetrant, and hardness tests.</p> <p>Substitution:</p> <p>A bachelor's degree in applied science, engineering, architecture, or construction technology and two years of the required experience</p> <p>OR</p> <p>an associate degree in applied science, engineering, architecture, or construction technology and four years of the required experience.</p> <p>Special Occupational Requirement:</p> <p>Employees in this title must obtain New York State Department of Transportation Certification as an Ultrasonic Testing Technician within one year of permanent appointment. Failure to obtain or maintain this certification</p> <p>will result in termination of employment.</p> <p>Additional Comments *For the duration of the NY HELPS Program, this title may be filled via a non-competitive appointment, which means no examination is required but all candidates must meet the minimum qualifications of the title for which they apply.</p> <p>At a future date, it is expected employees hired under NY HELPS will have their non-competitive employment status converted to competitive status, without having to compete in an examination. Employees will then be afforded with all of the same rights and privileges of competitive class employees of New York State. While serving permanently in an NY HELPS title, employees may take part in any promotion examination for which they are qualified.</p> <p>Your required educational credentials must have been awarded by an educational institution accredited by a regional, national, or specialized agency recognized as an accrediting agency by the United States (U.S.) Department of Education/Secretary of Education. If awarded by an institution outside of the U.S. and its territories, you must provide independent verification of</p> <p>equivalency.
