<p>Office of Permitting & Compliance - Engineering </p> <p>The Office of Permitting and Compliance (OPC) oversees all permitting and regulatory functions within the Department, ensuring clarity, consistency, and regulatory integrity. By streamlining processes, accelerating permitting timelines and enhancing data-driven decision-making, the Office ensures compliance with environmental standards while supporting responsible economic development. </p> <p>OPC centralizes all permitting and compliance functions, aligning engineering, geology, ecology, design, and compliance divisions into a single workflow. Its structure includes integrity and production audits, UIC and storage regulation, groundwater protection, coastal permits and mitigation, and reservoir and legacy site management. </p> <p>The Petroleum Scientist Supervisor provides direct supervision, technical leadership, and program representation for the Engineering Division, ensuring all activities comply with applicable federal and state regulations and EPA delegation requirements. This working supervisor position is currently assigned to the Cavern Section, which regulates Class III solution-mined caverns and Class II and Class V storage caverns under the Underground Injection Control (UIC) Program, though assignments may change based on organizational needs. Reporting to the Petroleum Scientist Manager 1 within the Salt Cavern Section, the incumbent performs advanced technical and regulatory reviews while overseeing staff workload and performance. This role is responsible for maintaining consistent, timely, and defensible regulatory outcomes through technical quality control, standardized review procedures, stakeholder coordination, and effective team supervision.</p> <p>A bachelor's degree in a geoscience field or engineering plus three years of experience in the evaluation of oil and gas drilling, oil and gas production and/or oil and gas transportation, mining engineering or geology; OR</p> <p>A master's degree in a geoscience field or engineering plus two years of the required specialized experience; OR</p> <p>A doctorate in a geoscience field or engineering plus one year of the required specialized experience.</p> <p>The official job specifications for this role, as defined by the State Civil Service, can be found here.</p> <p>JOB DUTIES: </p> <p>As a Petroleum Scientist Supervisor, you will provide technical leadership and oversight for petroleum-related regulatory and scientific activities, ensuring compliance with applicable laws, regulations, and industry standards. In this role, you will:</p> <ul> <li>Performs advanced technical and regulatory reviews of permit applications, modifications, renewals, operational submittals, and compliance-related documents within the assigned Engineering section. </li><li>Independently completes complex reviews and develops technical findings, recommendations, and supporting documentation necessary for permit decisions and other regulatory actions. </li><li>Ensures technical analyses, permit conditions, and agency determinations are consistent with applicable statutes, regulations, and agency policies. </li><li>Coordinates technical issues and regulatory requirements with internal staff and external stakeholders through meetings and written communication to clarify requirements, resolve technical questions, and support timely and defensible regulatory outcomes. </li><li>Reviews, evaluates, and approves technical work products prepared by staff within the assigned section to ensure accuracy, completeness, consistency, and technical defensibility prior to issuance, including technical review documentation and correspondence. </li><li>Provides direction to section staff to resolve review issues, interpret technical requirements, and address complex or novel project concerns. </li><li>Determines work assignments and priorities for direct reports based on program needs, deadlines, and Section Manager direction. </li><li>Provides training, guidance, and coaching to ensure consistent work quality, effective communication, and alignment with program expectations. </li><li>Performs other related duties as assigned. </li></ul> <p>POSITION-SPECIFIC DETAILS:</p> <p>Appointment Type: Promotional for current Louisiana Department of Conservation and Energy</p> <p>Location: This position is located within the Engineering Division of the Office Permitting & Compliance and is domiciled in Baton Rouge, LA.</p> <p>Work Schedule: Work hours are flexible.</p> <p>Compensation: The salary offered will be determined based on qualifications and experience. This position is eligible for Premium Pay of up to $2.00 per hour for licensed employees.
