<p>Summary</p> <p>THIS RECRUITMENT MAY CLOSE BEFORE THE DEADLINE LISTED ABOVE OR UPON RECEIPT OF THE FIRST 150 APPLICATIONS, WHICH EVER COMES FIRST.</p> <p>DEFINITION</p> <p>Under general supervision, performs specialized and technical duties for all aspects of the City's payroll functions; processes pay withholding; balances payroll related reports; and maintains accurate, complete, and detailed records, forms, and files.</p> <p>SUPERVISION RECEIVED AND EXERCISED</p> <p>Receives supervision and direction from assigned supervisory or management personnel. Exercises no direct supervision over staff.</p> <p>CLASS CHARACTERISTICS</p> <p>This fully qualified journey-level classification performs the full range of duties as assigned, works independently, and exercises judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise and are fully aware of the operating procedures and policies of the work unit.</p> <p>Essential Functions / Knowledge, Skills, & Abilities</p> <p>Examples of TYPICAL JOB FUNCTIONS (Illustrative Only)</p> <p>Management reserves the right to add, modify, change, or rescind the work assignments of different positions and to make reasonable accommodations so that qualified employees can perform the essential functions of the job.</p> <p>Positions at the Finance Technician I level may perform some of these duties and responsibilities in a learning capacity.</p> <ul> <li>Prepares salary and wage payroll checks for all employees; performs pre-audits and edits checks to ensure the payroll reports are properly completed; ensures payrolls are processed in accordance with the established guidelines, rules, and regulations. </li><li>Enters data into the computerized payroll files; reviews information for accuracy and completeness; adjusts files as required. </li><li>Performs timely and accurate verification and completion of year-to-date, quarterly, and FICA deductions; ensures federal, state tax, and other reports are filed according to the deadline. </li><li>Coordinates with other departments to ensure accurate input of required payroll information; communicates and collaborates with employees across departments. </li><li>Monitors scheduling of lead time for payroll processing; prepares and submits distribution of the City's payroll. </li><li>Performs the balancing and reporting of monthly retirement contributions; performs wage verification and reporting of unemployment compensation. </li><li>Verifies department time entry and makes necessary adjustments to time input; verifies overtime in accordance with all policies, rules, and regulations. </li><li>Prepares and reviews a variety of financial and statistical reports and documents. </li><li>Receives and responds to employees' questions, concerns, or issues regarding payroll-related circumstances. </li><li>Performs clerical and administrative functions for the Finance Department by answering internal and external phone calls, sorting and distributing mail, preparing correspondence, and other related tasks. </li><li>Performs other duties as assigned. </li></ul> <p>Qualifications</p> <p>Knowledge of:</p> <ul> <li>Payroll administration. </li><li>Accounting principles and payroll administration guide. </li><li>Accounting systems software. </li><li>Federal, state, and local laws, codes, rules, and regulations. </li><li>Principles and procedures of financial record keeping and reporting. </li><li>Techniques for providing a high level of customer service by effectively dealing with the public, vendors, contractors, and City staff. </li><li>The structure and content of the English language, including the meaning and spelling of words, rules of composition, and grammar. </li><li>Modern equipment and communication tools used for business functions and program, project, and task coordination, including computers and software programs relevant to work performed. </li></ul> <p>Ability to:</p> <ul> <li>Perform payroll duties and responsibilities. </li><li>Maintain a variety of financial records and files. </li><li>Prepare accurate and complete reports and documents. </li><li>Effectively organize and prioritize assigned work. </li><li>Establish and maintain effective working relationships with other people. </li><li>Establish and maintain a variety of filing, record-keeping, and tracking systems. </li><li>Work closely with staff to maintain a high level of integrity and confidentiality when dealing with sensitive and complex issues. </li><li>Understand, interpret, and apply all pertinent laws, codes, regulations, policies, and procedures. </li><li>Independently organize work, set priorities, meet critical deadlines, and follow-up on assignments. </li><li>Effectively use computer systems, software applications, and modern business equipment to perform a variety of work tasks. </li><li>Communicate clearly and concisely, both orally and in writing, using appropriate English grammar and syntax. </li><li>Establish, maintain, and foster positive and effective working relationships with those contacted in the course of work. </li></ul> <p>Minimum Qualifications</p> <p>Education and Experience:</p> <p>Any combination of training and experience that would provide the required knowledge, skills, and abilities is qualifying.
