This includes engineering aspects of the development permitting and inspection process; engineering aspects of the building permit process; and engineering aspects of the stormwater quality permit process. Manages City Drainage Maintenance including maintenance, repair and capital replacement of stormwater facilities and appurtenances. Serves as Lead Floodplain Manager to ensure compliance with National Flood Insurance Program (NFIP) regulations.</p> <p>JOB SUMMARY</p> <p>The following duties represent roughly 70% of the job duties for the position.</p> <p>Perform engineering reviews for site plans, grading plans, drainage reports, stormwater management plans, traffic studies, utility plans, preliminary and final plats, geotechnical reports, and other documents forwarded for review from the Planning & Development Department and the Building Division to ensure compliance with City standards, design guidelines and policies. Coordinates the determination of public improvement requirements for developments and building permits.</p> <p>Calculates water and sewer system development fees (aka "tap fees"), water rights fees if any, and authorizes new water/sewer taps.</p> <p>Shares responsibility with the Planning & Development Department for preparing and reviewing subdivision improvement agreements, infrastructure cost estimates related to the agreements, and for other issues related to Public Works and infrastructure.</p> <p>Reviews building permit submittals to ensure compliance with City standards and approved site development plans with respect to engineering aspects of municipal codes.</p> <p>Reviews applications for grading permits, including grading plans, cost estimates, drainage plans, etc. and issues and monitors grading permits. Performs follow-up inspections to ensure compliance with approved permits.</p> <p>Prepares written reports containing the findings of the plan reviews and enters findings of development and building permit reviews into electronic permit tracking database.</p> <p>Advises the City Engineer on development review and permitting issues.</p> <p>Represents the Engineering Division and Public Works Department as needed at pre-submittal meetings, site meetings, construction meetings, Planning Commission meetings, City Council meetings, etc., with consultants, property owners, contractors, developers, internal development review committee staff, and Planning & Development Department staff.</p> <p>Oversees on-site inspections of public and private improvements being constructed by developers, and documents said inspections. Inspects other infrastructure construction, including concrete, asphalt, storm drain, water and sewer mains, site grading, etc. to ensure compliance with City standards and approved plans and permits. Oversee the Public Infrastructure Acceptance process.</p> <p>The following duties represent roughly 30% of the job duties for the position.</p> <p>Serves as City Floodplain Manager to ensure compliance with National Flood Insurance Program (NFIP) regulations. Responsible for maintenance of Community Rating System (C.R.S) rating. Serves as main point of contact to citizens and contractors for floodplain management. Reviews proposed development in or alterations to floodplains in the City. Provides determination letters and interpretations of FEMA and NFIP regulations. Serves as lead in Community Rating System (C.R.S) management to improve ratings for community.</p> <p>Responsible for initial and final acceptance processes related to developer-constructed public improvements.</p> <p>Manages City's Drainage Maintenance and Capital Replacement programs. Directs Stormwater Supervisor on work plans with respect to Stormwater System maintenance. . Works with urban Drainage and Flood Control District to coordinate major drainage way Master Planning and Capital Projects.</p> <p>Coordinates with other Divisions (Streets, Fleet, Utilities, Environmental Services, Drainage, Building and Planning) as needed.</p> <p>Assists in development and administration of budget for assigned programs including Drainage division budget, maintenance, and capital replacement programs; management of assigned Public Works projects.</p> <p>SUPERVISORY RESPONSIBILITIES</p> <p>Supervises one full-time Drainage Supervisor. Carries out supervisory responsibilities in accordance with the organization's policies and applicable laws. Responsibilities include interviewing, hiring, and training employees; planning, assigning, and directing work; appraising performance; rewarding and disciplining employees; addressing complaints and resolving problems.</p> <p>QUALIFICATIONS</p> <p>Bachelor's Degree or equivalent in Civil Engineering or related field. (Professional Engineer license may be substituted for degree). Minimum 3 years related experience. Working knowledge of floodplain management, hydrology, traffic engineering, and environmental engineering a plus. Must have excellent analytical, written, and oral communication skills. Prior supervisory experience preferred.</p> <p>CERTIFICATES, LICENSES, REGISTRATIONS</p> <p>Valid driver's license and good driving record.</p> <p>Engineer in Training Certificate or ability to obtain within one year of hire.</p> <p>Certified Floodplain Manager (C.F.M.) or ability to obtain within two years of hire.</p> <p>KNOWLEDGE, SKILLS AND ABILITIES</p> <p>To perform this job successfully, an individual must be able to perform each essential duty satisfactorily. The requirements listed below are representative of the knowledge, skill, and/or ability required.</p> <p>LANGUAGE SKILLS</p> <p>Ability to read, analyze, and interpret common scientific and technical journals, construction drawings and drainage reports, applicable laws and, regulations. Ability to respond to common inquiries or complaints from customers, regulatory agencies, or members of the business community. Ability to write speeches that conform to prescribed style and format. Ability to make effective and persuasive speeches and presentations on controversial or complex topics to top management, public groups, and/or boards of directors.</p> <p>MATHEMATICAL SKILLS</p> <p>Ability to apply advanced mathematical concepts such as exponents, logarithms, quadratic equations, and permutations. Ability to apply mathematical operations to such tasks as frequency distribution, drainage calculations, flow rates, volume cuts calculation for cut fill, determination of test reliability and validity, analysis of variance, correlation techniques, sampling theory, and factor analysis. Ability to prepare and understand budgets and capital improvement costs.</p> <p>REASONING ABILITY</p> <p>Ability to define problems, collect data, establish facts, and draw valid conclusions. Ability to interpret an extensive variety of technical instructions in mathematical or diagram form and deal with several abstract and concrete variables.</p> <p>OTHER SKILLS AND ABILITIES</p> <p>Must be computer literate with working knowledge of spreadsheet and word processing software. Ability to apply all concepts and principles of required assignment. Ability to prepare, understand, and administer assigned budget. Ability to learn Cartegraph Asset Management software. Ability to use independent judgment in all daily activities. Working knowledge of construction/project management, fluid mechanics, hydraulics, and geotechnics. Proficient to expert knowledge in floodplain management, hydrology, traffic and environmental engineering.</p> <p>MATERIALS & EQUIPMENT DIRECTLY USED</p> <p>General office equipment, GIS equipment, traffic counter, colorimeter, light meter, transit and rod, and city vehicle.</p> <p>PHYSICAL DEMANDS</p> <p>The physical demands described here are representative of those that must be met by an employee to successfully perform the essential functions of this job.</p> <p>While performing the duties of this job, the employee is regularly required to sit, stand walk, reach with hands and arms, see, talk and hear.
