<p>The Deputy Director of Information Technology & Innovation (ITi) serves as the operational leader of the ITi department, ensuring the effective and efficient execution of technology initiatives, project management, and service delivery across Adams County. This position supports the ITi Director by overseeing day-to-day IT operations, implementing department-wide strategies, and managing special projects to drive innovation and continuous improvement. The Deputy Director ensures alignment between technology solutions and business needs while maintaining high service levels for County departments.Operational Leadership & Service Delivery</p> <ul> <li>Oversee the daily operations of ITi service areas, including Service Operations & Support, Digital Services & Data Management, Security, Risk & Compliance, and Business Analytics. </li><li>Ensure IT services and infrastructure are reliable, secure, and scalable to meet County objectives. </li><li>Lead IT service improvement initiatives, applying industry best practices (ITIL, ITSM) to optimize efficiency and effectiveness. </li><li>Maintain a strong customer service focus by partnering with County departments to align IT services with business needs. </li></ul> <p>Project & Program Management</p> <ul> <li>Work closely with the Project Services Office to ensure projects are completed on time, within budget, and aligned with county goals. </li><li>Sponsor and oversee strategic projects, ensuring coordination across multiple IT functions. </li><li>Lead special initiatives, including adopting emerging technologies and digital transformation efforts. </li></ul> <p>Business & Technology Alignment</p> <ul> <li>Work closely with Technology Business Partners and department leaders to assess IT needs and develop tailored solutions. </li><li>Collaborate with the Digital Services and Data Management team to support implementing enterprise applications, data services, and business intelligence initiatives to enhance decision-making and operational efficiency. </li><li>Champion innovation by identifying opportunities for process automation, cloud adoption, and technology modernization. </li></ul> <p>Governance, Compliance & Risk Management</p> <ul> <li>Collaborate with Security, Risk & Compliance teams to ensure adherence to cybersecurity best practices, data privacy regulations, and IT governance policies. </li><li>Support the implementation of risk management strategies to mitigate technology-related threats. </li><li>Collaborate with the Administrative Coordinator and division directors for procurement and vendor management, ensuring effective contracts and service-level agreements. </li></ul> <p>People Leadership & Organizational Development</p> <ul> <li>Supervise and mentor ITi leadership teams, ensuring clear performance expectations and professional development opportunities. </li><li>Participate in the development and administration of the Department budget including capital funding; direct the forecast of additional funds needed for staffing, equipment, materials, and supplies; direct the monitoring and approval of expenditures; direct and implement adjustments as necessary. </li><li>As the Deputy Director, you will foster a culture of innovation, collaboration, and accountability within the ITi department. Your leadership inspires and motivates the team to push boundaries and achieve excellence. </li><li>Your role as the Deputy Director will also involve leading change management efforts to ensure the smooth adoption of new technologies and processes across the County. This responsibility will empower you to shape the future of IT in Adams County. </li></ul> <p>Reporting Structure</p> <ul> <li>The Deputy Director reports directly to the Director of IT & Innovation and may be assigned direct supervisory responsibility for the following functions: </li><li>Service Operations & Support </li><li>Digital Services & Data Management </li><li>Security, Risk & Compliance </li><li>Technology Business Partner Team </li><li>Project Services Office </li></ul> <p>In the Director's absence, the Deputy Director serves as the Acting ITi Director. In this role, you will collaborate closely with the ITi Administration team to support strategic decision-making and budget oversight, demonstrating your commitment to a collaborative and supportive work environment.</p> <ul> <li>Serve County Department customers by understanding their needs, addressing concerns, and resolving issues effectively. </li><li>Make sound decisions aligned with the County's mission and goals, while adhering to established procedures. </li><li>Exercise discretion and sound judgment when handling confidential information. </li><li>Demonstrate leadership, independence, and initiative in generating innovative ideas across assignments. </li><li>Stay current with trends and information in IT, Applications Management, Cloud Computing, and Enterprise Security. </li><li>Understand principles of supervision, training, and performance evaluation. </li><li>Interpret and apply relevant Federal, State, and local laws and regulations related to IT and innovation. </li><li>Analyze problems, evaluate alternatives, anticipate outcomes, and implement solutions aligned with County goals. </li><li>Research and assess new service delivery methods, procedures, and technologies. </li><li>Communicate clearly and concisely, both verbally and in writing; strong public speaking and presentation skills. </li><li>Build and maintain positive working relationships across all levels, including residents, elected officials, executive leadership, and external agencies. </li><li>Follow and relay brief oral and written instructions accurately. </li><li>Adhere to all County policies, applicable laws, and safety regulations. </li><li>Work a flexible schedule to meet deadlines. </li><li>Perform effectively under pressure and strict timelines. </li><li>Work independently or collaboratively in a supportive team environment. </li><li>Experience: Minimum of 7 years of progressively responsible IT leadership experience, including 5 years in administrative and supervisory roles. </li><li>Education: Bachelor's degree in Computer Science, Information Systems, Business Administration, or related field (Master's preferred). </li><li>Certifications: ITIL, PMP, or equivalent certifications preferred. </li><li>Skills: </li><li>Strong operational leadership and project management expertise. </li><li>Ability to align IT services with business needs. </li><li>Excellent problem-solving, negotiation, and communication skills. </li><li>Proven ability to lead and mentor technical teams. </li><li>Knowledge of cybersecurity, enterprise applications, and cloud computing. </li></ul> <p>Other Requirements</p> <ul> <li>Must pass a criminal background check. </li><li>Valid Colorado Driver's License. </li><li>Availability for on-call response and emergency IT incident management. </li></ul>
