Full-time employees of the West Virginia State Treasurer's Office (WVSTO) are eligible for Public Employee Insurance Agency benefits and a number of other benefits available to state employees.</p> <p>Location:Charleston, WV</p> <p>Job Type:Full-Time Permanent; Not in the Classified Service; FLSA: Non-Exempt</p> <p>Division:WVSTO Banking Services</p> <p>Reports To:Cash Accounting Supervisor</p> <p>Nature of Work:</p> <p>Under general supervision, this position applies principles of accounting to analyze financial information by performing some or all of the following duties. The Cash Accounting Supervisor provides continuing or individual assignments by indicating generally what is to be done, limitations, quality and quantity expected, deadlines and priorities. Additional, specific instructions are given for new, difficult, or unusual assignments. This position uses initiative in carrying out recurring assignments. The Cash Accounting Supervisor assures that the work is technically accurate and in compliance with instructions or established procedures.</p> <p>Job Duties:</p> <p>Includes some or all of the following. Other duties may be assigned.</p> <ul> <li>Assists in management of outside bank accounts held by state agencies and all associated functions. </li><li>Assists in preparation and review of quarterly reports which are submitted by designated state depositories (financial institutions) and includes all state bank account balances. </li><li>Evaluates bank balances to ensure proper amounts to be transferred by the WVSTO for weekly investments. </li><li>Reconciles financial institution bank statements, holding deposits and disbursements, to the state's financial system, wvOASIS. </li><li>Communication with external state spending unites/agencies on cash handling functions as well as reconciling discrepancies. </li><li>Assists in review and audit of imprest funds (cash change funds) held at state spending units/agencies. </li><li>Assists in preparation of CMIA (Cash Management Improvement Act) annual report, which reports yearly activity related to grant funding, to the Federal Bureau of Fiscal Services. </li><li>Prepares and distributes various reports related to financial activity to management, legislative auditors, and other external auditing agencies. </li><li>Prepare and deliver presentations about Banking Services topics. </li><li>Provides excellent customer service and support to check hotline callers and state spending unit/agency representatives who have treasury related inquiries. </li><li>Assists management in routine matters related to daily activities as requested. </li><li>Assists with payroll balancing for State of West Virginia employees. </li><li>Daily reconcilement of State of West Virginia disbursed/issued and cleared/cashed checks. </li><li>Processing of returned state issued checks which were undeliverable by the US Postal Service. </li><li>Processing of returned deposited checks by state spending units/state agencies. </li><li>Performs filing duties. </li><li>Assists with court fee remittance processing for local government entities submitting payments to the State of West Virginia per legislative/statutory requirements. </li><li>Stop payment request processing on state issued checks for state spending units/agencies. </li></ul> <p>Minimum Qualifications</p> <p>Graduation from a standard four-year high school or the equivalent required; Bachelor's degree from a regionally accredited college or university preferred; one to two years related experience and/or training; or equivalent combination of education and experience. Experience in wvOASIS helpful.</p> <p>Required Knowledge, Skills, and Abilities:</p> <ul> <li>Knowledge of generally accepted professional accounting principles and practices, banking and the analysis and reporting of financial data. </li><li>Knowledge of Microsoft Office Suite. </li><li>Skill in the use of a personal computer especially in the area of accounting spreadsheet applications. </li><li>Ability to learn to prepare accurate accounting entries and adjustments and perform mathematical computations accurately and quickly. </li><li>Ability to learn, develop, and prepare audit schedules and working papers. </li><li>Ability to learn to analyze and interpret accounting records. </li><li>Ability to communicate effectively, both verbally and in writing. </li><li>Ability to establish and maintain effective working relationships with others. </li></ul> <p>Other Information</p> <p>The State Treasurer's Office provides equal opportunities to all employees and applicants for employment without regard to race, sex, color, religion, national origin, age, disability, veteran status, or any other factors made unlawful under applicable federal and state laws.
