<p>Position Purpose/Summary</p> <p>This position is responsible for assisting and indirectly overseeing the operations, maintenance, personnel, and strategic management of the Department of Public Works (DPW) and the following divisions; Engineering, Fleet Management, Solid Waste, Traffic, and Roadway / Bridges . Reporting to the DPW Director, the position is responsible for performing complex administrative and technical work in coordination with DPW divisions and staff in a shared vision for the delivery of exceptional public works services throughout the city. The Deputy Director will assist with the preparationand monitoring of the department's fiscal year budget, resolve issues regarding services, interfaces with City departments and outside agencies; develops, implements and monitors departmental policies, procedures and goals. Work involves the exercise of considerable initiative and independent judgment in resolving operational problems and policy matters. Supervision is exercised over department staff.</p> <p>Essential Functions</p> <ul> <li>Acts as the Director of Public Works in the Director's absence or as delegated. </li><li>Supervises division managers and assigned personnel. </li><li>Directs all aspect of winter operations inclusive of the recruitment of hired equipment, monitoring the supply and usage of roadway sand and salt, coordinating the best approach to combat the various types of storms. </li><li>Oversees the department's pavement maintenance program. </li><li>Researches and evaluates the use of innovative equipment technology and construction material. </li><li>Oversees the department's traffic signal maintenance program. </li><li>Monitors the departments compliance for the National Pollutant Discharge Elimination System (NPDES) permit. </li><li>Oversees the Solid Waste operation to ensure compliance with the Solid Waste Master Plan. </li><li>Develops and monitors goals, objectives and performance measures for assigned personnel. </li><li>Assists in the preparation of efficiency and productivity studies. </li><li>Serves as a liaison for the Public Works Department with the office of the Mayor, City Council, and other municipal departments. </li><li>Confers with division heads and supervisors on various Public Works projects and activities. </li><li>Assists the Director in reviewing and analyzing departmental budget requests, previous expenditures, proposed work programs and in preparing the annual department budget. </li><li>Plans communication: media statements, press releases, interdepartmental correspondence and public relations duties for the department. </li><li>Implements and monitors the department's safety and training programs. </li><li>Assists the Director in the negotiation and enforcement of Union Contracts. </li><li>Performs other related duties as needed. </li></ul> <p>Knowledge, Skills, and Abilities</p> <ul> <li>Comprehensive knowledge of principles and practices of modern municipal public works administration including operations and maintenance practices. </li><li>Experience preparing and monitoring a municipal budget in excess of $10 million. </li><li>Familiarity with the modern and complex principles and practices of computerized maintenance management systems. </li><li>Ability to apply principles of supervision, training, employee motivation and performance evaluation. </li><li>Comprehensive knowledge of pertinent federal, state, and local laws, codes and regulations; occupational hazards and standard safety practices. </li><li>Ability to establish and maintain effective working relationships with staff and city officials. </li><li>Ability to communicate effectively through oral presentations and written correspondences with staff, citizens and business owners regarding departmental matters. </li><li>Possess a high code of personal ethics and integrity in meeting demands and carrying out the responsibilities of the position. </li></ul> <p>Education and Experience</p> <ul> <li>Graduation from an accredited four-year college or university with major course work in Engineering, Construction Management, Business or Public Administration. </li><li>A Master's degree preferred. </li><li>Ten years of progressively responsible experience as a public works manager with specific experience in municipal budgets, personnel management and operational procedures. </li><li>Additional experience may be substituted for some of the education requirements depending on the type and nature of that experience. </li></ul>
