DOH promotes health, wellness, and equity across the district, and protects the safety of residents, visitors, and those doing business in the nation's capital. DOH believes that all people - no matter their race, ethnicity, gender identity, sexual orientation, education level, age, language, religion, ability, or geographic location - should have the opportunity to live healthy lives.</p> <p>This position is located in the Department of Health (DOH), Community Health Administration (CHA), Family Health Bureau (FHB), Perinatal and Infant Health Division (PIHD). The Bureau is responsible for planning, promoting, and coordinating a statewide system of comprehensive health services for parents, infants, children and adolescents-including children and youth with special health care needs-and families across both the public and private sectors. The incumbent utilizes the principles and practices of the life course model for public health. The incumbent utilizes independent judgment in performing responsible and difficult job requirements, demonstrates initiative, resourcefulness, flexibility and experience to meet the demands of the position. The incumbent adheres to pertinent laws, regulations, professional ethics and policies and procedures of the Government of the District of Columbia and DOH.</p> <p>Major Duties and Responsibilities</p> <p>Performs all functions and exercises full authority necessary in administering the operations of all program responsibilities. Oversees program specific working teams, delegation of deliverables, regular planning meetings, stakeholder postings and management of internal approval processes. Develops communication campaigns and educational materials on program specific screening, prevention, and control for health care professionals and the general public. Manages cross-cutting projects that have Districtwide impact. These projects are accomplished both with internal staff resources and through contracts and grants. Gathers and analyzes data from various databases, vital statistics, hospital patient discharge data or other relevant health sources. Recommends or reviews departmental policy and procedures, District of Columbia rules and ordinances, prepares administrative reports, responds to correspondences and informational requests, ensures implementation of best practices which comply with adopted policies, laws, and regulations. Manages and implements quality, process and training activities in an integrated manner across health systems and stakeholders. Participates in the development of goals and objectives for the bureaus functions, develops and administers the program budgets, recommends additional revenue sources and implements cost savings where appropriate, recommends and implements policies and procedures for program activities.</p> <p>Meets with the public, advisors, and representatives of other governmental agencies; coordinates program activities with other regulatory agencies; makes presentations to governmental agencies, stakeholders, and a variety of civic organizations as directed. Prepares comprehensive reports of program results and disseminates results in a wide range of venues including publications, summaries and special reports. Supervises and manages the performance of program staff. Maintains updates in statistical, epidemiological, and demographic research being conducted in the program area and control and uses information to attain program objectives. Develops and implements special projects as directed by the Director. Directs the quality of care processes with health systems and stakeholders through the development of specific program related systems. Assists in the development of grant applications and in the development of procedure and research manuals for the Bureau. Develops new applications of statistical, epidemiological, demographics methodologies, to accomplish specialized requirements for the analysis of incidence and mortality data, to determine relative health risks to District residents. Plans, develops, and prepares technical papers and reports for presentation at conferences and for publication in scientific literature, either alone or in conjunction with other professionals. Perform other related duties as assigned.</p> <p>Qualifications and Education</p> <p>Experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. To be creditable, specialized experience must have been equivalent to at least one year (1) of the next lower grade level in the normal line of progression.</p> <p>Preferred Experience: At least seven (7) years of progressively responsible professional experience in public health, healthcare administration, or a related field, including a minimum of five (5) years supervising program managers or senior-level staff within a healthcare or public health setting. Demonstrated executive leadership experience overseeing multiple programs simultaneously, including setting strategic direction, ensuring performance accountability, and aligning initiatives under a unified framework. Strong experience overseeing federally funded programs, including compliance monitoring, performance management, and reporting requirements. Experience working with clinical systems, hospitals, or healthcare partners and translating public health goals into operational healthcare environments.</p> <p>Licenses and Certifications</p> <p>None required.</p> <p>Working Conditions / Environment</p> <p>The incumbent must be able to carry out official duties in a variety of settings and conditions. Persons appointed to MSS positions do not acquire permanent status, but serve at the pleasure of the appointing personnel authority and may be terminated at any time.</p> <p>Pay Plan, Series and Grade: MS-0340-14</p> <p>Collective Bargaining Unit (Union): This position is not in a collective bargaining unit.</p> <p>Position Designation: This position has been designated as Security Sensitive. Pursuant to section 410 of Chapter 4 of the D.C.
