By focusing on continual improvement, our services remain at the forefront of our industry, and we pride ourselves on delivering our services with the highest degree of integrity.</p> <p>SierTeK Ltd. is seeking a Business Analyst (on-site only) to support an opportunity at HIll AFB, UT.</p> <p>POSITION OVERVIEW SECTION</p> <p>The purpose of this task order is to provide Overhead Production and Management Support for the 523rd & 526th Electronics Maintenance Support Squadrons at Hill AFB.</p> <p>Essential Job Functions</p> <p>The employee shall provide Project Tracking for up to 90 projects managed across multiple government project managers. The employee shall maintain consistent communication with key stakeholders, customers, internal teams and senior management, regarding project status and progress. The employee shall deliver regular Project Status Updates via the MS Teams channel, ensuring stakeholders have access to the latest information. The employee shall maintain a visual dashboard/display on the designated government-provided EMXG MS Teams channel and shall update at least once a week. The employee shall develop and maintain a dashboard that presents a comprehensive overview of EMXG Project status, reflecting standard key metrics. This dashboard will be provided to the government.</p> <p>Integrated Master Schedule (IMS).</p> <p>Develop and maintain an Integrated Master Schedule (IMS) that visually represents the overall timeline, progress and shall incorporate the project's Work Breakdown Structure (WBS). Furthermore, the employee shall utilize the IMS to validate project status, establish milestones for progress monitoring, and schedule document reviews. The IMS shall be coordinated with and approved by the EMXG Engineering Supervisor prior to finalization and acceptance. The employees hall incorporate the project tracker and Gantt chart to illustrate project schedule task dependencies and progress information. The document shall include milestone tracking and timely updates on key developments (touch-points) and must be updated at a minimum of weekly. The employee shall provide the quantity of projects worked on task order, quantity of projects worked on for month, quantity of projects on schedule and quantity of projects notifications have been sent regarding schedule delays per month and year-to-date per task order in the task order report.</p> <p>Actively monitoring project metrics, identifying any potential delays, and addressing delinquent project metrics.</p> <p>Providing ongoing project forecasting and analysis based on the tracked project data.</p> <p>Constraints Strategy.</p> <p>Incorporate all the project managers constraint strategy record detailing project constraints, including its identification, Pareto Charts, process flowcharts, bottleneck reporting from project manager, and make mitigation recommendations for government approval. While the contractor shall not assess, they are responsible for communicating the required timing for involvement from government-designated engineer or representatives.</p> <p>Risk Register.</p> <p>Create and maintain a dedicated Risk Register from the constraints identified in the MS Teams channel to document all project risks for government action. The tracker shall present potential risks, by project, description, risk category, probability, likely impact, and risk owner in a color-coded government format. While the employee shall not assess or implement risk mitigation strategies on their own, they shall communicate timing for involvement from government-designated engineers or representatives.</p> <p>Attend required meetings and provide support by presenting project updates prepared by the government, documenting meeting minutes, action items and posting to the MS Teams channel. The government will give the employee a two (2) business day notice for presentation materials.</p> <p>Develop and maintain Analysis of Alternatives (AoAs) for most successful projects, based on the IMS and identified risks recommended Courses of Actions (COAs) documents. These documents and recommendations shall be updated in accordance with the provided IMS timelines for projects. The employee shall communicate any potential schedule impacts related to the development and maintenance of these documents at least monthly.</p> <p>Track and validate the Project Management Plans (PMPs) ensuring they contain projects goals, success-metrics, stakeholders and roles, project scope, resource planning requirements, project IMS, and communication plan. The contractor shall report in-project constraints as missing fields from the PMP in the MS Teams channel. Furthermore, the contractor shall maintain a repository for expense, conduct progress reviews, facilitate document reviews and create management presentations as dictated by project milestones outlined in the PMP and post to the designated teams channel provided by the government. Presentations shall be completed within two (2) business days.</p> <p>Prepare draft project management documents, charts, and progress reports weekly, including supporting data and analysis for the following:</p> <p>Responsible Accountable Consulted Informed (RACI)</p> <p>Graphical Evaluation and Review Technique (GERT)</p> <p>Provide a table of contents to the IMS with a 3 to 7 letter indicator for each project with a project summary description in each IMS.</p> <p>Provide support for project tracking and execution, specifically utilizing Critical Chain Project Management (CCPM) and Critical Path Project Management (CPM) methodologies. Updates on this support shall be provided at least weekly via the MS Teams channel.</p> <p>Prepare draft management presentations on CCPM/CPM-related activities.</p> <p>Track project progress against the established baseline plan and provide this tracking data to the government.</p> <p>Utilize project documentation to identify potential deviations from the baseline plan and communicate these potential deviations to the government.</p> <p>Maintain a real-time Gantt Chart reflecting critical path/chain milestones and provide access to this chart to the government.</p> <p>Monitor project timelines and scope to identify potential scope creep and report potential instances to the government.</p> <p>Promptly communicate identified issues to government leadership.</p> <p>Conduct thorough Post-Project Reviews within 30 calendar days of project completion and post on MS Teams channel. The purpose of these reviews is to identify and document lessons learned.</p> <p>Program Management Analyst. The employee shall provide Production Acceptance Certification (PAC)/Training Program Management support. The contractor shall have the skillset to analyze data, input data, strong communication skills, time management, organization, flexible, and be able to multi-task.</p> <p>Rewrite and standardize PAC task codes to ensure compliance with regulatory requirements, promoting an auditable, trainable, and identifiable process.</p> <p>Develop Standardized Layout. The employee shall create a uniform structure for PAC task codes, incorporating essential elements such as:</p> <p>Unique identifier</p> <p>Task description</p> <p>Regulatory reference</p> <p>Acceptance criteria</p> <p>Rewrite Task Codes: The employee shall update existing task codes to conform to the new standardized layout, ensuring that each code is:</p> <p>Auditable: easily traceable and verifiable</p> <p>Trainable: clearly understood and communicated</p> <p>Identifiable: distinct and recognizable</p> <p>Regulatory Compliance: The employee shall ensure that the rewritten task codes comply with relevant regulations, such as those related to production acceptance, quality control, and certification.</p> <p>Implementation and Training: The employee shall roll out the new standardized task codes, providing training to relevant personnel on the updated codes, their application, and the importance of adherence to regulatory requirements.</p> <p>The employee shall create PAC task(s) to correlate with electronic Work Control Documents (eWCD's) ensuring a seamless and efficient certification process.</p> <p>The employee shall identify Relevant eWCDs: Determine which eWCDs require PAC tasks, such as:</p> <p>Work orders</p> <p>Inspection reports</p> <p>Maintenance schedules</p> <p>Quality control checklists</p> <p>The employee shall develop new PAC tasks that correlate with the identified eWCDs, ensuring that each task:</p> <p>References the specific eWCD</p> <p>Outlines the acceptance criteria</p> <p>Specifies the required documentation or evidence</p> <p>Defines the certification requirements</p> <p>Task Structure: The employeeshall establish a consistent structure for the PAC tasks, including:</p> <p>Task ID</p> <p>Task description</p> <p>eWCD certification capabilities</p> <p>The employee shall create and Apply Work Center Matrices to optimize workflow, improve efficiency, and enhance productivity in various work centers.</p> <p>Identify Work Centers: The employee shall determine which work centers will benefit from the implementation of Work Center Matrices, such as:</p> <p>Production</p> <p>Maintenance</p> <p>Quality Control</p>
