Talent Pools may be used for a period of 10 months after the closing date on a job posting.</p> <p>General Statement Of Duties:</p> <p>Provides budget analysis and participates in all aspects of the budget process, including budget preparation and execution, fiscal notes, capital constructions and business planning.</p> <p>Distinguishing Factors:</p> <p>The Budget Analyst II position is distinguished from the Budget Analyst I due to the functional lead responsibilities required. In addition, the Budget Analyst II is responsible for coordination of budgeting policies and procedures with the Joint Budget Committee, Capital Development Committee or Information Management Commission. The Budget Analyst II may serve as the Budget Officer in the latter's absence.</p> <p>Essential Functions:</p> <p>Acts as the functional lead for budget preparation, budget execution, fiscal notes or business planning.</p> <p>Directs and coordinates other Analysts in preparation of budget schedules, footnote reports, program narratives/crosswalks, decision items and comebacks; preparing fiscal impact statements for proposed legislation annually; guides the work of AMAC and coordinates strategic planning efforts, reviews, prepares and monitors branch goals and objectives; coordinates expenditure analysis, allocations and preparation of supplementals.</p> <p>Ensures the Joint Budget Committee procedures relating to budget requests are followed; identifies and recommends improvements in the process; communicates with the Joint Budget Committee Analyst and others Legislative Staff as necessary.</p> <p>For assigned program areas, reviews district and division expenditures and other budget/financial information as necessary to ensure compliance with fiscal rules and procedures and to identify problem areas; recommends and implements solutions in consultation with the budget officer.</p> <p>Prepares and reviews budget allocations; works with district administrators, chief probation officers, division directors, and others to identify problem areas; recommends and implements solutions in consultation with the budget officer; coordinates and prioritizes year-end requests.</p> <p>Monitors and approves all spending from assigned accounts and all EB's from overhead accounts.</p> <p>Prepares fiscal notes as requested.</p> <p>Conducts training, provides advice, and responds to inquiries regarding budgeting, budget monitoring, and related areas.</p> <p>Some positions may supervise other staff including assigning tasks, monitoring progress of work, evaluating performance, and establishing work standards.</p> <p>Additional Comments:</p> <p>This position allows for a mix of on-site and remote work, but requires three days in the office each week.</p> <p>Supervisor Responsibilities:</p> <p>May have supervisory accountability for other employees, volunteers, or interns. May plan, direct and coordinate activities for a unit. Duties may include scheduling and assigning of work, training in all facets of work, quality control, and participating in decisions impacting the pay, status and tenure of others. Conducts performance appraisals, and provides input into and participates in discipline, dismissal, and hiring processes.</p> <p>Physical Demands:</p> <p>While performing the duties of this job, the employee is regularly required to sit; use hands to perform repetitive motions, and talk or hear. The employee frequently is required to walk. The employee must occasionally lift and/or move up to 25 pounds. Specific vision abilities required by this job include close vision, color vision, depth perception, and ability to adjust focus.</p> <p>Work Environment:</p> <p>The noise level in the work environment is usually quiet. May handle emergency or crisis situations; is subject to many interruptions; may handle multiple calls and inquiries simultaneously.</p> <p>Graduation from an accredited college or university with a Bachelor's degree and three years of experience in budgeting, fiscal analysis, auditing, or other related area.
