<p>The purpose of this position is to maintain the financial status of the Alcohol and Drug Department by creating and managing a budget with multiple funding sources, each with individual requirements and reporting. This class works under administrative supervision, developing and implementing programs within organizational policies and reporting significant activities to executive-level administrators through conferences and reports.</p> <p>The essential functions listed below are those that represent the majority of the time spent working in this class. Management may assign additional functions related to the type of work of the class as necessary.</p> <ul> <li>Prepares and manages program budgets. </li><li>Maintains databases, records, files, and budget data. </li><li>Prepares monthly and year-end financial reports on expenditures and revenues. </li><li>Coordinates the ordering and receiving of supplies and prepares monthly purchase card reports. </li><li>Prepares and reviews financial schedules for projects and programs. </li><li>Prepares and submits journal vouchers to ensure revenues, expenses, and encumbrances are recorded appropriately on the general ledger throughout the year and during year-end close. </li><li>Develops and prepares financial reporting on program activities, goals, and funding impacts. </li><li>Procures services and supplies in accordance with budget allowances. </li><li>Works with accounts payables, purchasing, and vendors to resolve invoices, purchase orders, and billing issues. </li><li>Ensures accuracy of cash receipts and audits cash drawers. </li><li>Manage the credit card system for the Department and report to the Finance Department. </li><li>Participates in fiscal policy and procedure review. </li><li>Conducts training programs on the financial system and policies and procedures. </li><li>Allocates and inputs department budgets into the financial system during budget development. </li><li>Prepares projections on budget related to expenditures and revenues for the department. </li><li>Prepares and submits monthly grant deliverables according to funding and compliance contracts. </li><li>Reviews computer-generated reports for financial accuracy and communicates with the appropriate personnel on changes. </li><li>Attend training and meetings relevant to job duties. </li><li>Performs related work as assigned. </li></ul> <p>MINIMUM EDUCATION AND EXPERIENCE REQUIREMENTS:</p> <ul> <li>Requires a Bachelor's degree or education and training equivalent to four years of college education in business, liberal arts, or any field other than engineering or the hard sciences. </li><li>Over two years and up to and including four years of finance, accounting, budgeting, or related experience or an equivalent combination of education, training, and experience. </li></ul> <p>All applicants tentatively selected for a position with Beaufort County Council will be required to submit to urinalysis to screen for the illegal use of drugs and to a background check prior to appointment.
