The Program Planning and Management team within LP is responsible for advancing NREL's safeguards, security, and emergency management capabilities through a wide range of integrated functions. These include emergency management planning, oversight of physical protection strategies and security operations, performance assurance activities such as Limited Scope Performance Tests (LSPTs) and self-assessments, and the development of safeguards and security plans. The team also leads the management of Incidents of Security Concern (IOSCs), Design Basis Threat (DBT) implementation, security risk assessments, and insider threat mitigation. Additional responsibilities encompass continuous program and process improvement, contractor assurance, issues management, and compliance with applicable DOE Orders and federal requirements. This multidisciplinary scope supports NREL's mission while ensuring the protection of people, property, and information.</p> <p>LP's Program Planning and Management team is seeking a motivated and experienced technical writing professional with subject matter familiarity in security and emergency management to develop and maintain LP's plans, policies, and procedures.</p> <p>Essential Duties and Responsibilities</p> <p>Planning, Documentation, and Policy Development</p> <ul> <li> <p>Develop and maintain LP's emergency management, protective force, and safeguards and security plans, policies, and procedures. Documents include, but are not limited to, the following:</p> </li><li> <p>Site security plans</p> </li><li> <p>Performance assurance plans</p> </li><li> <p>Standard operating procedures for the protective force</p> </li><li> <p>Lab-level programs and procedures</p> </li><li> <p>Emergency management plans</p> </li><li> <p>All-hazards surveys</p> </li><li> <p>Draft, update, and maintain clear and compliant procedural documentation aligned with DOE Orders and NREL standards.</p> </li><li> <p>Support and lead procedural writing projects, including tracking status, managing review processes, and coordinating stakeholder input.</p> </li><li> <p>Translate technical and complex information into accessible, audience-appropriate content.</p> </li><li> <p>Contribute to documentation and planning across safeguards and security, protective force, and emergency management disciplines.</p> </li><li> <p>Develop, coordinate, and implement facility and project-specific security plans.</p> </li></ul> <p>Security Risk Assessment and Asset Characterization</p> <ul> <li>Conduct asset characterization in accordance with DOE O 470.3C Design Basis Threat (DBT), including assigning protection levels (PL) to classified information, hazardous materials, government property, and personnel. </li><li>Develop and perform security risk assessments for PL 5-8 assets, ensuring communication of risks to designated risk-accepting officials. </li><li>Evaluate physical security features and support implementation of security systems, in alignment with DOE O 470.3C (Design Basis Threat). </li><li>Develop security risk assessments in alignment with DOE O 413.3B (Program and Project Management for the Acquisition of Capital Assets) and DOE G 413.3-3A (Safeguards and Security for Program and Project Management) </li></ul> <p>Stakeholder Engagement and Collaboration</p> <ul> <li>Serve as Laboratory Protection's representative in internal and external planning meetings and collaborations. </li><li>Benchmark best practices and collaborate with subject matter experts within and beyond NREL. </li></ul> <p>Knowledge</p> <p>Strong knowledge of DOE physical security and emergency management directives, including but not limited to:</p> <ul> <li>DOE O 470.3C (DBT) </li><li>DOE O 470.4C (Safeguards and Security Planning) </li><li>DOE O 470.1A (Security Program Management) </li><li>DOE O 470.5A (Insider Threat) </li><li>DOE O 473.1A / 473.2A (Physical Protection and Protective Force Operations) </li><li>DOE O 151.1E (Emergency Management) </li></ul> <p>Proven Skills</p> <ul> <li>Written Communication: Exceptional technical writing skills for drafting, maintaining, and updating policies, procedures, and other security related documents. Expertise in English grammar, punctuation, and spelling while effectively communicating information-such as facts, ideas, or messages-in a clear, concise, and organized manner, tailoring written content, including technical material, to suit the intended audience. Must also have strong proofreading skills. </li><li>Critical Thinking: Exceptional analytical and problem-solving skills, with the ability to assess complex situations, identify key issues, and develop innovative and practical solutions.
